CARE Bangladesh, a non-profit international development organization is implementing USAID Bijoyee Activity, a five-year’s project with a consortium of youth-led and youth serving organizations funded by the USAID. It aims to empower youth not in education, employment, or training (NEET) particularly young women and socially marginalized young people, by equipping them with market-oriented soft and life skills, resources and social capital for green and gainful employment and greater social and environmental impact. Strengthening youth ecosystem, organizational development support to national and grassroots youth organizations, incubation and start-up support to young entrepreneurs, youth inclusive policies and planning are some examples of key interventions of Bijoyee to be implemented in urban/ per-urban areas in five hubs encompassing eighteen districts. The Department of Youth Development (DYD) and relevant govt. and private sector organizations are the strategic partners of this project.
CARE is hiring a Lead - Knowledge Management & Communication for the Bijoyee project, based in Dhaka and reporting to the DCoP. The role involves leading the development of a Learning Agenda aligned with USAID and CARE2030 priorities, ensuring high-quality learning products and communications, effective knowledge management, and enhanced visibility for Bijoyee. Responsibilities include designing MEL events to address learning questions, generating evidence, producing communication materials, and managing documentation. The Lead will develop a Knowledge Management and Communication Plan aligned with USAID and CARE strategies, introduce systems for continuous improvement, and support Bijoyee’s Collaboration Learning and Adaptation (CLA) framework and branding efforts.
The incumbent will work closely with the project management unit, hub teams, and consortium members, focusing on capacity building and enhancing KML and communication processes. They will ensure knowledge and communication products are effectively designed, shared, and disseminated. The position will also work closely with the MEL Coordinator to ensure alignment in capturing learning and knowledge of the project. S/he will be responsible and accountable for the skill development of subordinate staff, partner organizations, and their staff in knowledge management and communications. |

Responsibility #1: Develop knowledge and information management and Reporting |

- Design, Develop, and Implement a knowledge management strategy for the project
- Documentation of all key activities and learning points for programs and stakeholders’ use
- in order to facilitate replication of good practices and learning.
- Ensure effective processes for collecting and disseminating lessons learned from program initiatives such as pilots, research and evaluations.
- Support the implementation of the Collaboration, Learning and Adaptation framework in the program.
- Support the Project Management Unit and CARE Country Office as necessary to organize, package, utilize and disseminate relevant project-related information and knowledge products to external audience
- Identify new areas and analyze existing knowledge management support in the program.
- Build a technical evidence base of the program through studies and research and use the findings to support youth advocacy activities. This can be done by analyzing the different reports and evaluations.
- Collaboration with the MEL team
- Support the CoP, DCoP, and MEL Coordinator in writing donor reports including but not limited to Quarterly Progress Report, Annual Progress Report, Bi-Weekly update, Monthly update, Emergency Response report and other periodic and custom reports for the donor.

- Facilitate gathering of stories from the field reflecting the program’s sustainability journey
- and transition and develop impact stories and case studies.
- Develop social media content based on field visit observations and secondary sources.

- In collaboration with other knowledge management and comms team members, develop IEC/SBCC materials on Bijoyee project result areas and cross cutting issues.

- Support organizing quarterly technical reviews (learning conversations), program management team meetings, Large Program Coordination Meeting, Small Program Coordination Meeting and Technical Quarterly Frontline Staff Meeting, Pause & Reflect session, Adaptive management practice meeting.
- Ensure proper documentation of meetings and follow-up on actions points to ensure they are addressed in a timely manner. Ensure documentation of lessons learned from these meetings applying the Collaboration, Learning and Adaptation approach.
- Support and Guide Comms Manager to ensure effective media engagement by organizing media events with journalists and taking them for field visits.
- Design and implement field outreach events and to promote the program objectives among stakeholders.
- Support different teams of the program in organizing events as and when required.
- Play a central coordination role to foster effective collaboration among the Bijoyee team, Program team (CBDO and field), CO Office and the PMU.
- Lead the organization of project learning and reflection review workshops in collaboration with the MEL Coordinator on a quarterly basis.

- Monitor, collect and disseminate learnings and challenges from leading think tanks, academic institutions, regional organizations, as well as International Organizations, including the UN and the World Bank.
- Participate in key knowledge sharing forums at the country level and collate relevant information and data that will enhance learning by Bijoyee project.
- Organize CLA collaboration and knowledge dissemination events in coordination with CARE and other consortium partner knowledge management team members.

- 8 to 10 years of experience in Knowledge management, communications, media engagement, donor reporting and event management.
- Similar experience in USAID Funded project is highly preferable
- Master’s degree in Sociology, Development Studies, Communications or any other discipline.
- Significant experience in collaboration among different components of a project or many projects as a part of a core team member of an organization.
- Highly analytical with excellent verbal, written and presentation skills.
- Proficient skills in reporting and presentation in English is mandatory.
- The ability to meet deadlines under pressure, build consensus and work successfully with diverse stakeholders.
- Desirable knowledge of youth programming
- Excellent oral and written communication skills. CARE core competencies as noted below
- Computer proficiency in MS word, MS-Excel, MS Access, MS PowerPoint, Photoshop, Canva, Adobe premiere and Adobe Illustrator
- PR management skills, management and mentorship skills.

Compensation
