I. Job Summary:

CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.

CARE Bangladesh, a non-profit international development organization is implementing USAID Bijoyee Activity, a five-year’s project with a consortium of youth-led and youth serving organizations funded by the USAID. It aims to empower youth not in education, employment, or training (NEET) particularly young women and socially marginalized young people, by equipping them with market-oriented soft and life skills, resources and social capital for green and gainful employment and greater social and environmental impact.  Strengthening youth ecosystem, organizational development support to national and grassroots youth organizations, incubation and start-up support to young entrepreneurs, youth inclusive policies and planning are some examples of key interventions of Bijoyee to be implemented in urban/ per-urban areas in five hubs encompassing eighteen districts. The Department of Youth Development (DYD) and relevant govt. and private sector organizations are the strategic partners of this project.  
 
CARE Bangladesh is inviting young Bangladeshi professionals to apply for the position of Organizational Development Specialist at USAID Bijoyee Activity. The Organizational Development Specialist will be based at the Project Management Unit (PMU) in Dhaka and will report to the Bijoyee Deputy Chief of Party. His/her primary responsibility will be assessing the organizational capacity of youth-led and youth serving partner organizations and designing organizational development and capacity building plans to address identified gaps. S/he will be responsible for monitoring partner organization progress towards improving and revitalizing their organizational vision, mission and strategy, inclusive and youth friendly work environment, and enhancing organizational effectiveness in terms of legal, financial and technical compliances, resource mobilization and sustainability in line with USAID’s localization principles.  
 
The incumbent, in collaboration with other designated CARE technical specialists, will provide mentoring support to partner organizations throughout the capacity building process. The position will also support the process of leadership development, succession planning, and performance management systems. S/he will identify skill gaps and develop strategies to enhance organizational capabilities and growth opportunities.

ii. Responsibilities and Tasks:  
Responsibility #1: Assess organizational capacity of YLO/ YSO partners

  • Lead/ coordinate the assessment of partner organizations in terms of governance, structure, legal status, policies and processes and identify areas for development and change.
  • Design and deploy tools and methodologies for capacity assessments in collaboration with Bijoyee PMU and the CARE Mentors Pool.Mobilize youth-led and youth-serving organization partners, Define and prioritize areas for capacity building and recommend action plan for development

 

Responsibility #2: Support to YLO/ YSO partners in formulating organizational development strategy

25%

  • Provide technical support to the partners in renewing/ revitalizing their organizational goals and priorities. 
  • Facilitate partners in formulating action plans for enhancing organizational capacities (in line with the renewed perspective).
  • Promote the concept and culture of green organization and sustainable business practices.
  • Follow up on plan implementation and progress. 
  • Oversee capacity building plan of grassroot YLOs and implementation of development plan.

 

Responsibility #3: Provide institutional development support to the partners in association with CARE Mentors Pool

  • Organize and schedule formal institutional development support to the partners from the CARE resource pool as well as external sources.
  • Identify and engage mentors for on-the-job mentoring and coaching to relevant partner focal/ teams (both HQ and hub level). 
  • Engage/ appoint internal and external experts/ mentors for legal and policy requirements and process optimization.
  • Attend regular meetings with Hub Coordinators, review monthly progress report and provide strategic support in collaboration with Deputy Chief of Party.

 

Responsibility #4: Organizational Effectiveness

15%

  • Analyze and improve organizational processes, workflows, and systems to enhance efficiency, productivity, and performance.
  • Act as an advocate for organizational development initiatives, promote a culture of continuous improvement and innovation throughout the organization.  
  • Lead and inspire partners for transition.  

 

Responsibility #5: Periodic Review and Evaluation 

10%

  • Schedule joint periodic review with CARE Mentors Pool, partners and PMU.
  • Review the progress and update the action plan if needed.
  • Evaluate the outcomes of capacity-building initiatives to ensure impact.

III. Reporting:  

 Organizational Development Specialist will be directly reporting to Deputy Chief of Party. S/he will be horizontally and vertically connected with CARE Mentors Pool, Capacity Building Team and other peers in a matrix management model.

IV. Working Condition:  

Organizational Development Specialist is based at CARE Bangladesh Dhaka Office, with approximately 40% field visit.

V. Qualification:
  • At least 5 years of relevant experience in the areas of institutional development, system strengthening and organizational management.
  • Master’s degree in organizational development/ management/ development studies/ business administration/ public administration or related fields from reputed universities.
  • Experience of working in international donor supported programs and track record of working with youth led and youth serving partner NGOs/ non-profit agencies and relevant govt. regulatory bodies.
  • Knowledge and skills in the areas of OD assessment, strategy development, legal compliance, planning and system development. 
  • Strong oral and written communication, interpersonal and negotiation skills.

Compensation
