Position Title: Senior Manager - Grants and Compliance

I. Job Summary:

CARE Bangladesh, a non-profit international development organization, seeks to hire one Senior Manager -Grants and Compliance for a five-year USAID-funded Bijoyee Activity that aims to strengthen more effective, inclusive, locally led development by and with Bangladeshi youth as core participants and decision-makers.   This will be achieved through three objectives: 1) Promote equitable access to economic opportunities, 2) Strengthen youth leadership through targeted support of local youth-led and youth-serving organizations in order to promote youth participation as decision makers and key contributors to individual, household, community, and national well-being and 3) Strengthen youth systems, in partnership with youth, to provide more coordinated and effective services, practices, and policies that embody the principles of Positive Youth Development (PYD).

CARE is hiring for the role of Senior Manager - Grants & Compliance for this project. The Senior Manager - Grants & Compliance will be based at the Project Management Unit and report to Grants & Finance Coordinator. S/he will be responsible for preparation of annual project budget and monitoring, all project financial reports (external & internal), support in implementing sub-grants management activities as well as being responsible for financial management of the implementing Partner NGOs. S/he will be responsible for facilitating different audits including single audit and will also be responsible for tracking expenses and present variances with explanation for deviation, as well as being responsible for fund status, pipeline projection for proper reporting and timely fund requests.

Being based in Dhaka, the incumbent will also be extending support as Capacity Building Manager for the hubs (regional offices) in Dhaka North and Dhaka South by leading design and planning of capacity building plan for BIJOYEE with partner organizations, and thus making them operationally compliant and capable of designing, implementing and managing big projects.

ii. Responsibilities and Tasks:

Responsibility #1: Grants and Compliance Management

  • Preparation of annual project budget, mid-year exercise, Budget modification and monitoring etc.
  • Prepare financial reports, review and analyze them, compile the necessary information, and ensure timely submission to both the supervisor and CARE core finance team (both external and internal).
  • Assist in sub-grant management activities and oversee the financial management of partner NGOs involved in implementation.
  • Facilitate different audits including single audit also responsible for tracking expenses and present variances with explanation for deviation also responsible of fund status.
  • Preparation of pipeline projection for proper reporting and timely fund requests.
  • Collection and review the partners Bi-Monthly fund request, review, submit to CARE central finance and ensure the timely disbursement.
  • Review partners USAID accrual & projection report on a quarterly basis and follow-up.  
  • Closely collaborate work with the CARE core team for FD-6 revision, fund clearance & others NGOAB related task.
  • Reviewing overall financial monitoring system, ensuring program compliance in the field level.

 

Responsibility #2: Team leading and Capacity Building support to Partners as well as capacity building team

  • Coordinate and closely work with capacity building team, CARE core finance and Others procurement and admin team of CARE Bijoyee project.
  • Lead the Capacity building team-Finance, Procurement and Compliance and ensure the capacity building support to the partners through the capacity building team.
  • Support to develop training module for partners capacity building on Finance, Procurements and Compliance.
  • Oversee the financial and procurement operations of partner organizations to ensure full compliance with donor policies and procedures & provide adequate support.
  • Support to partners for proper hub/spoke financial planning, budget monitoring and accuracy of the financial information that relates to project.
  • Oversee and ensure donor compliances of partners, monitor, guide & support to the partners.
  • Assist to Capacity building team for month end closing, financial reporting, VAT coupon usage & reporting, and ensure error-free reporting.
  • Facilitate the capacity development of partner staff by providing on-the-job training in effective financial management. Coordinate these efforts with the Capacity Building Team to ensure comprehensive and impactful training.

 

Responsibility #3: Reporting/ Deliverable and monitoring (CARE, GoB & Donor)

  • Support and ensure the prompt disbursement of funds to partners, as well as the timely liquidation of expenses.
  • Support Partners in Timely Preparation and Submission of Cash Calls and Expense Reports
  • Review partners' cash calls, including their activity plans, and maintain accurate tracking of funds. Provide support to the Grants and Finance Coordinator by contributing input on DAB, BAB, accrual and projection reports, as well as monitoring CARE and partner budgets.
  • Support the preparation of the annual financial statement for the FD-4 audit and provide detailed commentary on any variances.
  • Carry out regular financial monitoring visits to partner organizations, reviewing all financial and operational documents. Offer feedback and support to partners to facilitate improvements and ensure adherence to best practices.
  • Safeguard all grant and finance-related documents by storing them securely. Additionally, maintain and manage shared folders to ensure accessibility and organization.

III. Reporting:  

Senior Manager  - Grants & Compliance will be directly reportable to Grants & Finance Coordinator and work closely with Capacity Building Manager-Finance, Procurement, and Compliance, Hub Coordinators, Implementing partners, peer colleagues, CARE’s Govt. relation team and the mentors pool for this project.

IV. Working Condition:  

The incumbent will be based in Dhaka office, spend significant time in the hubs and fields and maintain regular communication with Spoke (district) teams.

V. Qualification:
  • 6 to 7 years of relevant work experience, incl. capacity building and logistics management, financial management and compliance.
  • Master’s in finance/accounting/business administration or any other relevant discipline.
  • Committed to achieving results in a short time frame and under time pressure.
  • Sensitivity to political issues; knowledge of political and governance structures in Bangladesh is a necessity.
  • Previous Skills in team leading &Team capacity building.
  • Knowledge of USAID cost principles, CFR-200 and others USAID rules and regulations.  
  • Highly communicative and transparent; excellent writing skills.
  • Proven track record in developing curricula, training and process manuals and toolkits in the field of financial management.

Compensation
