MACP's PRODRIPTA aims to support around 22,000 people directly, where the overall impact group will be 176,620 people i.e., the whole population in the selected unions through structural and non-structural, innovative, and sustainable interventions in collaboration with relevant partners and stakeholders.  In achieving its ultimate purpose, the program will undertake activities to enable the communities to adapt to shocks & stresses, make the DRR institutions accountable to local communities and provide financing for community actions, and support communities to sustain adaptive capacity through strengthened, locally led learning, networking and advocacy. In its endeavor to foster community resilience, the project also has a provision of an emergency fund to respond to both anticipated and unanticipated crises so that community’s distress and incurred loss and damages are adequately addressed and the result of the program are sustained.

CARE Bangladesh’s Humanitarian and Resilience Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.
 
CARE Bangladesh will be implementing the Margaret A. Cargill Philanthropies’ (MACP) “Promoting Disaster Ready Inclusive Preparedness towards Adaptation (PRODRIPTA).” This three-year program aims to foster inclusive community preparedness and resilience through the combination of disaster-ready communities and accountable institutions in the northern char district of Gaibandha and the central coast district of Patuakhali. The MACP’s PRODRIPTA has a multifaceted approach to make a meaningful, measurable, and sustainable difference in a defined period of time in the selected unions of Gaibandha Sadar and Sundarganj of Gaibandha and Rangabali and Kalapara of Patuakhali Districts:
• Address the climatic and systemic barriers faced by the communities
• Introduce and implement structural and non-structural, innovative, and sustainable interventions
• Integrate women and youth as the prime target group and build their capacities to act as change agents
• Support by service providers and foster inclusive community resilience
• Collaboration with community members and GoB agencies, and private sectors
• Create demand in the communities for similar interventions
• Help lead climate adaptation efforts and ensure that the communities are disaster-ready

The Senior Officer - MEAL and documentation based in Gaibandha/Patuakhali is responsible to support the MEAL manager to establish and implement an efficient and effective Monitoring, Evaluation, Accountability and Leaning (MEAL) system as well as a Complaint Feedback and Response Mechanism (CFRM), Capacity building of project particularly partner staff of PRODRIPTA project. S/he will also be responsible for preparing different types of report with quality. S/he will collect and manage all hard and soft data with accuracy to present timely to donors, CARE’s PEARL Department and other stakeholders as necessary. S/he is also responsible, as per guidance of the MEAL manager, to support her/him to produce high quality, reliable, and efficient reports and information systems tailored to the needs of the donor and different levels of management and operational staff’s as well as the GoB. S/he will also assist MEAL manager in program baseline and evaluations and capturing and disseminating learning to wider audience.


II.  Responsibilities and Tasks:

Responsibility # 1: Roll-out MEAL & KM system and partner capacity building

25%

  • Assist the MEAL manager in designing MEAL plan, tools/methodology and inductor tracking mechanism for the MACP’s PRODRIPTA.
  • Lead to roll out MEAL&KM interventions with minimum supervision.
  • Support and ensure incorporation of environmental and climate issues are incorporated in the monitoring tools, and prepare environmental mitigation and management plan (EMMP) and Climate Risk Management Plan (CRM), as per the donor and GoB rules and policies.
  • Guide the project and partners staff to ensure implementation of the MEAL system through regular inputs in tools/ data collection platform and follow up with project staff.
  • Established and maintained project MIS and ensure data quality data entry by the project staff.
  • Work with MEL Manager to develop a robust system to facilitate databased decision making for all the output-wise activities and revision of approach (if needed).
  • Design and carry out digital data collection for Post-Distribution Monitoring (PDMs), Community Score Card (CSC), surveys, assessments etc.
  • Setting up and ensuring accountability mechanism. Ensure that the CFRM is effectively functioning, including and ensure closing the loop of all feedback.
  • -Collect and validate field data on a regular basis for donors and other reporting purposes.
  • Support the MEAL manager in drafting, guiding and managing consultant or project team in conducting baseline, mid-line and end line survey and evaluations and reporting.
  • Design tools/methodology for collecting monitoring data on regular basis.
  • Work with partner and lead to capacity building initiative for smooth operational of MEAL&KM interventions. Taking initiative partner capacity building plan in terms of MEAL&KM perspective.

 

Responsibility # 2:  Reporting and documentation

25%

  • Lead to prepare/develop different type of reports including monthly, quarterly, six-monthly, annual and project completing report.
  • Work with the MEAL manager and the project team for establishing effective information sharing, updating and reporting mechanism.
  • Assist the MEAL manager in preparing primary narrative donor reports (e.g., weekly, monthly, bi-monthly, semi-annual, annual), including results frame indicators as per donor’s prescribed template/requirement and approved activity plan as the project continues to achieve targets.
  • Collect and organize all necessary information and data to produce substantial evidence against the indicators as was set in the proposal and log frame.
  • Support the MEAL manager to develop dashboards, info-graphics, maps, databases for providing basis of planning and strategy.
  • Monitor info by self and through sector colleagues, collate, compile and update dashboard to present updated need, gap, constraints, challenges, resources etc.
  • Support the program manager and MEAL manager for timely submission of annual report, budget/revised budget/ revised FD-6, FD-4 audit report and report to NGOAB.

 

Responsibility # 3: Data management & storing, analysis, report and sharing

20%

  • Lead to mage data and storage for further use and analysis.
  • Regularly review and find out error of data from MIS and provided feedback for making sure quality data.
  • Analysis and prepare major findings from MIS data and share with team in different meetings or individually.

 

Responsibility # 4: Knowledge Management and Learning for generating evidence

15%

  • Support the MEAL manager to identify initiatives of interest, provide information and quality case studies, web updates etc. around these areas.
  • Identify top-line findings from monitoring activities, anonymized and summarized analysis of Complaint Response Mechanism data and any relevant project updates and share with MEAL manager and KML coordinator.
  • Assist humanitarian and resilience team through submission of timely data and information as requested.
  • Record knowledge and experience of the program, and make it accessible to the PRODRIPTA staff, partners staff and the organization through MEAL manager.
  • Collect project evidence (photos, quote, case study, change story, event report, filed visit report, meeting minutes, etc.) periodically and share with project management and PEARL team.
  • Support MEAL Manager and KMAL Coordinator to organize periodic review and learning session to capture key lessons and good practices from the project.
  • Support to incorporate data and insights of the baseline, mid-line and end line survey and evaluations in program design, modification and dissemination.

 

Responsibility # 5: Compliance of government, donor and CARE requirements

10%

  • Follow donor and GoB compliance and standards in the monitoring tools to ensure required standards are followed in structural and non-structural work.
  • Ensure compliance of the donor’s requirement in quality assurance, monitoring and accountability by both CARE and partner organizations’ team through digital/online monitoring tools and applications.
  • Follow carefully all CARE International and CARE Bangladesh requirements in the implementation of the MEAL system.
  • Assist MEAL Manager to organize and facilitate training on MEAL functions/ MEAL plan and tools for capacity development and awareness of implementing partners and CARE field staff.
  • Representing Project in Upazila and District level forums, as and when needed.

  • Qualification:
  • 4 to 5 years’ experience in the relevant field-focused program in humanitarian and resilience, preferably in preparedness and adaptation projects.
  • Master’s in social sciences, Economics, Development studies, Statistics, or equivalent with combination of qualifications and practical experience in relevant field.
  • Experience in MEAL plan and implementation in supporting role in various donor’s programs.
  • Strong analytical and conceptual skills on humanitarian & resilience, accountability, social justice, promoting gender awareness and equality.
  • Proven skill in using Kobo toolbox for data collection, data management and analysis through software packages e.g., SPSS, MS Access and Excel are essential.
  • Ability to work effectively in a culturally diverse organization. Ability and willingness to work in stressful situations and travel away from home and stay in the field.
  • Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.
  • Excellent demonstrable analytical skills in managing data to produce effective information.
  • Strong communication skill in both verbal and written in English and Bangla.

Compensation
