I. Job Summary: |

CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.
According to the ISCG Situation Report published on 27 Jan 2018, the violence in Rakhine State which began on 25 August 2017 has driven an estimated 0.68 Million Myanmar citizen across the border into Cox’s Bazar, Bangladesh. The speed and scale of the influx has resulted in a critical humanitarian emergency. The people who have arrived in Bangladesh since 25 August came with very few possessions. They are now reliant on humanitarian assistance for food, and other life-saving needs.
The forcedly displaced Myanmar citizen (known as Rohingya) in Cox’s Bazar is highly vulnerable, having fled conflict and experienced severe trauma, and now living in extremely difficult conditions. Population movements within Cox’s Bazar remain fluid, with increasing concentration in Ukhia, where the Government has allocated 2,000 acres to establish a new camp to house them. People arrived at the new site before infrastructure and services could be established. Humanitarian partners are now building necessary infrastructure in challenging conditions, with extremely limited space. The new cumulative arrival currently stands at 688,000 as of 27 January, according to IOM Needs and Population Monitoring (NPM) Baseline survey. This includes 585,000 arrivals in Kutupalong Expansion Site plus 237,000 arrivals in other settlements and camps and 79,000 arrivals living in host communities.
There is continuous new influx of refugees resulting in increase in population at multiple sites, which is overloading existing WASH facilities due to heavy use. Settlements are expanding quickly, with many more people still searching for space to make temporary shelters. There are acute humanitarian needs in the new settlements especially for emergency/lifesaving WASH support. The shortage of WASH facilities has also raised the risk of AWD outbreak.
CARE Bangladesh will implement the ‘Construction and upgradation of piped water systems in the Rohingya refugee in Camp-15, sub-district, Cox's Bazar district with a project funded by UNICEF. The location of the project is Ukhia Upazila under Cox’s Bazar district.
The Infrastructure (IO) is responsible for ensuring implementation and monitoring of WASH infrastructure and environmental activities in the field and refugee camp level. Technical surveys, estimation, funding report preparation, monitoring and environmental assessment are the regular activities for an IO). S/he will help developing PNGO staff capacity in implementation of infrastructure activities and adhering to the environmental regulation of the program. The IO will help facilitating community participation in infrastructure and environmental activities. Working in closely with CARE and PNGO staff, s/he will ensure effective use of resources at field level. She/he will closely work with FFs, Volunteer, and water option mechanics. |

- Review structure expense and arrange final payments.
- Ensure community mobilization activities before and after implementation of infrastructure.

- Get oriented on the environmental compliance activities of the program.
- Orient volunteer and CARE staff as well as volunteer on implementation.
- Perform environmental assessment and monitor environmental assessment activities by the staff and volunteers.
- Ensure implementation of the mitigating measures.

- Organize orientation and periodic review sessions with Camp Maji’s.
- Regular monitoring with CARE staff and volunteer of on-going schemes and follow-up monitoring recommendation for both guest and host executed schemes.
- Ensure timely completion of infrastructure schemes and closure reports.
- Trouble shoot problem related to infrastructure schemes.

III. Reporting: |
Infrastructure Officer will be directly reportable to Technical Manager-WASH. |
IV. Working Condition: |
The incumbent will be based in Ukhiya Field Office and frequently move to Camp. |
V. Qualification: |
- BSC in Civil engineering with 5 years’ experience on WASH
- Minimum of five (5) years’ practical work experience in the construction, WASH (Water, Sanitation and Hygiene) or protection wall or relevant construction work, specially in Coxs bazar camp context in the field of water/sanitation, public health.
- PHAST training, WASH in Emergency training.
- Good understanding of Community contracting or LGED and DPHE contract system and manual
- Develop strategic and operational plans to strengthen the WASH in the camp and host community agenda in the region.
- Strong capacity to develop the BoQ of WASH facilities in context of Cox's Bazar Rohinga communities.
- Guide the Technical Team to implement WASH facilities at the ground level.
- Participate and contribute towards WASH Sectors vibrantly.

Compensation
Monthly consolidated salary: BDT 76,935.00 (Negotiable).
