I.Job Summary:

CARE Bangladesh's Humanitarian and Climate Action Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.

The UK Foreign, Commonwealth and Development Office (FCDO) has selected a CARE Bangladesh led consortium to implement the project titled 'Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব)' in two Ecologically Critical Areas (ECA) – Sundarbans and Hakaluki Haor. The other consortium members are CNRS, CordAid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action.  It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO's flagship Bangladesh Climate and Environment Programme (BCEP). The programme will make a significant contribution in Bangladesh to progress against GoB's policies and priorities e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five Year Plan, etc. And it will also contribute to UK's commitment to International Climate Finance (ICF).
 
Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage with climate change exacerbating the current situation. FCDO's NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation solutions.  It will increase climate resilience of more than 250,000 vulnerable households and ecosystem-based protection and restoration of 5,000km2 area in, especially in the districts of Bagerhat, Satkhira and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor. To achieve FCD's NABAPALLAB goal, CARE and its partners   will work with different ministries specially , Ministry of Environment, Forest and Climate Change (MoEFCC), Department of Forest, Department of Environment (DoE), Ministry of Land, Local Government Engineering Department (LGED),  Bangladesh Water Development Board, Department of Public Health Engineering (DPHE) etc. of the Government of Bangladesh (GoB) at the national, regional and local levels, to implement the most appropriate NbS and Locally-led Adaptations (LLA) solutions for the Sundarbans and Hakaluki haor ecosystems.

The Community Mobilization Facilitator will be responsible for program implementation, planning, capacity building of community groups, conducting surveys, community meeting facilitation, networking and coordination with union-level service providers and establishing linkage among community and service providers in Mongla and Rampal Upazila in Bagerhat.

II.  Responsibilities and Tasks:   % of Time
Responsibility # 1: Mobilize the Community and Ensure support for the effective implementation of project interventions

  • Frequent field visits and rapport building with the community at the respective union level and the other stakeholders.
  • Sharing objectives of the project with the community members.
  • Collect data for the beneficiary selection survey.
  • Arrange and facilitate court-yard sessions regularly to engage the community.
  • Organize learning and sharing events with the respective stakeholders.
  • Create positive linkages/relationships with all community stakeholders, sensitize them on proper initiatives, and engage them in different project interventions.

 

Responsibility # 2: Implementation of climate-smart livelihood solutions and disaster-resilient shelter
30%
  • Work with the Upazila Project Officer to carry out locally led and nature-based climate-smart livelihood solutions to drive successful climate action across target sectors and stakeholders and equip communities and participants with tools and techniques to rejuvenate their lost livelihoods and shelters.
  • Support the assessment and participant selecting process, planning and implementing climate/disaster resilient livelihood and shelter schemes for vulnerable and marginal communities to ensure the security of lives and livelihoods by adopting nature-based solutions and ensuring adaptation to climate change.
  • Assess potential and develop mechanisms for market linkage and networking with Private Sectors at the union-level.

 

Responsibility # 3: Assist in monitoring, reporting and information collection

  • Assist to understand the progress of intervention through monitoring.
  • Help the Upazila Project Officer to compile monthly reports by providing information.
  • Provide necessary information to the Upazila Project Officer for documentation and any other field information for other requirements of the project

 

Responsibility # 4: Work closely with identified stakeholders to ensure efficient and effective engagement in project implementation

  •  Coordinate with Union Parishad, Consortium members, NGOs and different relevant stakeholders at the union level for effective project implementation.
  • Support the project team in conducting participant selection assessment.
  • Ensure timely and effective communication and coordinate with the Department of Aquaculture and Fisheries, the Department of Agricultural Extension and other relevant stakeholders in designing and implementing project activities.
  • Work closely with the UPO development of localized and climate-smart livelihood solutions and implementation.

V. Qualification:
  • 3 years’ experience in a similar position.
  • Bachelor’s degree in social science or equivalent with a minimum of three years of professional experience in the relevant field.
  • Must have a valid Motorcycle License and willing to drive motorcycle in field.
  • Experience in mobilizing large group of people and community, especially with Agricultural or shelter and settlement interventions, will be appreciated.
  • Familiarity with Online Data Collection tool – Open Data Kit (ODK), KoBo Toolbox will be an asset.
  • Computer skills on MS word, Excel, Power point.
  • Good oral and written English skills.
  • Proficiency in both Bengali and English.

Compensation
