I. Job Summary:

CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.

According to the ISCG Situation Report published on 27 Jan 2018, the violence in Rakhine State which began on 25 August 2017 has driven an estimated 0.68 Million Myanmar citizen across the border into Cox’s Bazar, Bangladesh. The speed and scale of the influx has resulted in a critical humanitarian emergency. The people who have arrived in Bangladesh since 25 August came with very few possessions. They are now reliant on humanitarian assistance for food, and other life-saving needs.
The forcedly displaced Myanmar citizen (known as Rohingya) in Cox’s Bazar is highly vulnerable, having fled conflict and experienced severe trauma, and now living in extremely difficult conditions. Population movements within Cox’s Bazar remain fluid, with increasing concentration in Ukhia, where the Government has allocated 2,000 acres for establishing a new camp to house them. People arrived at the new site before infrastructure and services could be established. Humanitarian partners are now building necessary infrastructure in challenging conditions, with extremely limited space. The new cumulative arrival currently stands at 688,000 as of 27 January, according to IOM Needs and Population Monitoring (NPM) Baseline survey. This includes 585,000 arrivals in Kutupalong Expansion Site plus 237,000 arrivals in other settlements and camps and 79,000 arrivals living in host communities.

The WASH Technical Manager is responsible for strengthening the technical capacity of the Infrastructure Officers, Field Engineers, Project Officers (POs), the Field Facilitators (FFs) and other peer level staff in the Implementation of WASH components in Myanmar Refugee camp in Cox’s Bazar District under CI supported Program. The Technical manager will prepare Drawing Design and BoQ for WASH Infrastructures, the modules, guidelines and other Information, Education and Communication (IEC) and Behavior Change Communication (BCC) materials related to camp based WASH activities. S/He will be responsible for providing the support of the the construction of water and sanitation establishment in different refugee camp. He/she is also monitor, follow up and maintain the quality work of the construction of WASH facilities.


II. Responsibilities and Tasks:

Responsibility #1: Development and Implementation of Technical Strategies and Guidelines.

15%

  • In light of the overall strategies, the local context and dynamics develop the guidelines and capacity building modules for the WASH activities that will be done at camp level.
  • Under the leadership of the Sector Lead-WASH and other peers, develop strategic and operational plans to strengthen the WASH in the camp and host community agenda in the region.
  • Produce and disseminate all the IEC/BCC materials related to WASH activities.
  • Develop and share the different training materials and posters to relevant stakeholders and communities.

 

Responsibility #2: Capacity building of the stakeholders concerned (Local Private Entrepreneurs, Mason Groups, Camp Authority, WASH Focal Point) for quality construction and proper functioning of WASH facilities at camp and host community

  • Developed better understanding about drawing, specification and construction process in the BOQ (bill of quantities)among Local Private Entrepreneurs, WASH Sector/cluster /PIC and Masons by training/ orientation/ coaching.
  • Orientation/training reports to impart knowledge and skill on proper operation and maintenance of WASH facilities at camp and host community
  • Maintain regular contacts with the Local Entrepreneurs, Union Parishads, CiC, WASH Sector and DPHE for proper functioning of WASH facilities at camp and host community.

 

Responsibility #3: Ensures the implementation process for the installation of WASH facilities in the camp and host community considering particular phenomenon of geo- hydrology and targeted beneficiary of the intervention areas.

  • WASH facilities construction plan at camp and host community is developed and approved before implementation starts.
  • Appropriate drawing, specification and cost estimation on the construction of WASH facilities based on set criteria of the project is finalized and approved
  • Implementation of WASH facilities is achieved to high quality standard with effective and timely expenditure and produced the deliverables.
  • Camp/host community have comprehensive work-plan with the Head Mason/Contractor for the construction works

 

Responsibility #4: Ensures comprehensive and effective monitoring of the high quality of construction works and performance installed WASH facilities at Rohingya camp and host community level following corporate guideline.

  • Periodic reports on the supervision and monitoring the quality of the construction works as per agreed technical drawing and standard in the Bill of Quantities (BOQ);
  • Reports on inspection/checking the quality of the construction materials and each component of the construction works as per BOQ
  • Approved simple construction monitoring tools and performance monitoring of WASH facilities for School authority is in place before implementation
  • Team Office level MIS is updated with generating information from monitoring for management decisions

 

Responsibility #5: Support to Sector Lead-WASH for preparing quality donor reporting on WASH facilities at camp and host community as per guideline.

  • Support Sector Lead-WASH in preparing monthly/quarterly progress report with qualitative and quantitative information on the ongoing construction works of the project.
  • Construction completion reports of WASH facilities and final report with qualitative and quantitative information of WASH facilities of the project

 


Responsibility # 4: OTHER RESPONSIBILITIES AS ASSIGNED

III. Reporting:  

Technical Manager-WASH will be directly reportable to Sector Lead-WASH.


IV. Working Condition:  

The incumbent will be based in CARE Cox’s Bazar Regional Office and frequently move to Camp and Field office.


V. Qualification:  

  • BSC in Civil engineering with 5 years’ experience on WASH
  • Minimum of five (5) years’ practical work experience in the construction, WASH (Water, Sanitation and Hygiene) or protection wall or relevant construction work, especially in Coxs bazar camp context in the field of water/sanitation, public health.
  • Good understanding of Community contracting or LGED and DPHE contract system and manual
  • Develop strategic and operational plans to strengthen the WASH in the camp and host community agenda in the region.
  • Strong capacity to develop the BoQ of WASH facilities in context of Cox's Bazar Rohinga communities.
  • Guide the Technical Team to implement WASH facilities at ground level.
  • Participate and contribute towards WASH Sectors vibrantly.

Compensation

Monthly consolidated salary: BDT 1,46,335.00 (Negotiable).
