I. Job Summary:

CARE has been active in Bangladesh since 1949 and is one of the largest programs in CARE confederation. Women and girls are at the core of all CARE programs because they represent half of the marginalized group, and it is not possible to overcome poverty until all people have equal rights and opportunities. CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.

There is continuous new influx of refugees resulting in increase in population at multiple sites, which is overloading existing WASH facilities due to heavy use. Settlements are expanding quickly, with many more people still searching for space to make temporary shelters. There are acute humanitarian needs in the new settlements especially for emergency/lifesaving WASH support. The shortage of WASH facilities has also raised the risk of AWD outbreak.

CARE Bangladesh is implementing the ‘Provision of life-saving WASH services to the Rohingyas refugee population in the Camp-15 and Camp-16 under Ukhia sub-district, Cox's Bazar district’ with a project funded by UNICEF. The location of the project is Ukhia Upazila under Cox’s Bazar district.

The major responsibility of the Field Facilitator is to ensure the maintenance of hygienic conditions in camp and/or non-camp settings through conducting assessments on personal and environmental hygiene, identifying key issues and planning hygiene promotion activities, supervising Volunteers in hygiene activities, and training/leading a variety of hygiene promotion activities. Other than hygiene promotion, s/he will support other WASH activities going on at the particular Block as she has to play Block Focal role for the project. For day-to-day activities, the Field Facilitator reports directly to Project Officer and oversees the daily activities of the Volunteers-HP.


II. Responsibilities and Tasks:

Responsibility #1: Assist Community Groups’ to produce community action plans through forming/re-forming community Groups/Committee:

  • Build a rapport with community people, especially with the community.
  • Identify the hamlet for each of the Camps.
  • Form/reform community cluster groups.
  • Facilitate to develop action plans of each community/cluster group.
  • Assist community groups to convey the acquired knowledge at their camp level groups.

 

Responsibility #2: Capacity building of the ‘community groups’ for delivering hygiene messages effective at the community:

  • Organize training for selected members of ‘community groups.
  • Assist to develop implementation plans of the trained community/cluster members for the effective delivery of the acquired messages.
  • Conduct regular follow-up with the community groups and members.

 

Responsibility #3: Documentation and reporting:

  • Provide regular progress reports to the line manager.
  • Preparation of weekly and monthly narrative progress reports for activities undertaken.
  • Preparation of weekly/monthly work plans and expenses projections, etc.
  • Conduct assessments and case studies on best practices.

III. Reporting:  

Field Facilitator-HP will be directly reportable to Project Officer- Hygiene promotion.


IV. Working Condition:  

The incumbent will be based in Camp, spend significant time in the Ukhiya Field Office.


V. Qualification:  

  • Bachelors of art in public health, social sciences, or related fields. Education or equivalent training/experience in the related field (such as water and sanitation, public health, hygiene promotion).
  • Minimum of three (3) years’ practical work experience working with vulnerable communities specially Coxs bazar camp context in the field of water/sanitation, WASH, hygiene, or public health. Highly Preferable who is very familiar and experienced with Rohingya language.
  • PHAST training, WASH in Emergency training, Training on MHM, CLTH, RANAS approach.
  • Familiarity with key health and hygiene issues and hygiene promotion/education activities in camp and/or non-camp settings.
  • Proven experience in community mobilization, training, advocacy and teaching.
  • Deep understanding of age, gender, and diversity issues regarding WASH.
  • Knowledge of minimum WASH standards (e.g. Sphere).
  • Proficiency in using computer software e. g MS office, excel and Internet.
  • Communication skills in both verbal and written English and Bangla and good command to speak and understanding the Rohingya language.
  • Experience in community mobilization and organizing learning-sharing events involving community, practitioners and researchers, and policymakers.
  • Good communication, report writing, and presentation skill in Bangla and English.
  • Good interpersonal and team management skills.
  • Computer skills in computer software e. g MS office, internet.
  • Gender awareness and a commitment to gender equality.
  • Experience in maintaining stakeholder relations with local government, administration, and civil society.

Compensation

Monthly consolidated salary: BDT 65,749.00 (Negotiable).
