CARE Bangladesh, a non-profit international development organization, is implementing a five year long project on Community Nutrition and Health Activity (CNHA) supported by USAID. Under this CNHA Project, CARE Bangladesh will work with different ministries specially MoHFW of the Government of Bangladesh (GoB) at the national, regional and local levels, to improve nutrition status though strengthening community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the Nutrition Committees at the district, upazila and union levels – focusing on community health system and strengthening Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government line departments, and from the private sector. This project will replicate proven best practices to scale up innovative local governance models for better nutrition outcomes by transforming UDCC to nutrition outcome. Digital solutions related to health and Nutrition services is one of the key strategies to improve nutrition. The project intends to impact on several of the core challenges faced by selected districts in North, Haor, Padma Basin and Coastal of Bangladesh.
CARE Bangladesh seeks a Manager - Communications for the USAID-funded Community Nutrition and Health Activity (CNHA) project. The position will be based in Dhaka, Bangladesh and reports to the Deputy Chief of Party.
The Manager - Communications will be responsible for ensuring CNHA as well as CARE and USAID’ communication policies and standards are adhered to in implementing initiatives, as well as developing content, promoting the project’s work across various platforms to reach internal and external audiences within and beyond CARE and it’s consortium local NGO partners, promoting CNHA through positioning in relevant media and high-profile events, ensuring branding, marking and visibility across the project. S/he will coordinate across the consortium and local NGO partners ensuring and implementing the visibility, branding and marketing policies of USAID and CARE.
The Manager - Communications will take the lead ad work more independently and will be acting as the contact person for communications with the donor, USAID in relation to communications aspects. In coordination with the Strategic Communications and other concerned units of CARE Bangladesh, s/he will provide strategic coordination and support to CARE Bangladesh’s overall communications, create and disseminate communications and visibility materials that align to CNHA project’s program strategies to strengthen the project’s identity, brand and reputation across donors, different stakeholder groups and the masses. The incumbent will be responsible for ensuring visibility of the partners and compliance with donor’s PR and branding policy.
The Manager - Communications will have a strong understanding of CNHA and as a whole CARE’s work, policies, and approaches, and use this as the basis of CARE’s internal and external communications work. Reporting to the Deputy Chief of Party, CNHA and keeping close contacts with Communications and other concerned units, the Manager- Communications will develop and maintain strong relationships across CNHA project including CARE and its consortium and local NGO partners in order to accurately and effectively engage with stakeholders and external networks, including the donor, development and humanitarian community, and other strategic partners. |

- Identifies key audiences for internal and external communications using web and social media and determines the best way to communicate.
- Generates and co-leads annual plan for the project aligned to project’s objectives.
- Leads and coordinates visibility initiatives that promote project’s goals for inclusion, positive community development, collaboration, etc.
- Produces and provides support in producing branded communications materials, in collaboration with project staffs, Strategic Communications & PR unit of CARE, partners organizations, and donor agency including but not limited to:
- Develops communications materials that promote organizational best practices while complying with brand guidelines.
- Writes, edits and otherwise produces communications and promotional content.
- Devises and coordinates photo opportunities
- Prepares and manages the shooting of videos promoting and supporting program activities.
- Enhances and develops audio-visual resource pool and photo library for future access.
- Assists partners in developing their media and communications capacities.
- Generates and disseminates best practices in the field of communication to ensure relevant capacity building within CARE Bangladesh and the partners.
- Donor and Partner communication:
- Ensures appropriate response and coverage of donor communication needs.
- Supports in generating, creating or providing materials that required by the project including CARE and its consortium and local NGO partners and the donor- UDAID.
- Creates and disseminates impact-based content that would potentially result in project’s successes as well as fundraising opportunities for CARE.
- High-lights partnership events and opportunities and maintaining direct communication with focal persons to ensure maximum coverage.
- Periodic updates:
- Developing and disseminating periodic updates of project activities.
- Leading the production of Annual Report.
- Generating quarterly updates of program achievements and events
- Resource pool for CI:
- Generates visual material (photo, video, graphics, gifs etc.) can capture best practices from CARE Bangladesh, CNHA and partners

Responsibility # 2: Manages social media and other digital communication platforms |

- Ensures that the proposed CNHA’s website is accurate, reflects CNHA’s activities, is accessible and interesting, that content is up to date and on-brand, and that CNHA’s work, and image is promoted in a positive light.
- Works with projects colleagues to improve content, design and navigation of project website, and to ensure these are appropriately linked to the CARE Bangladesh website.
- Leads the overall management of social media platforms, including but not limited to:
- Generating content for social media platforms, with a view to continuously increase reach and impact.
- Ensuring all the social media platforms are updated with latest activities.
- Engaging and supporting the team to generate contents in emergency and crisis situation.
- Monitoring and responding to interaction with project’s online presence where necessary, including requests for information, inaccurate posts or criticism.
- o Ensuring social media content is engaging, professional and reflects CNHA’s messaging

Responsibility # 3: Ensures media coverage through positioning in relevant media, ensure proper branding and marking in high profile events: |

- Supports in developing media relations strategy, to maximise coverage of CNHA and its work
- Provides necessary coordination in research and preparation of research media stories and releases, including in relation to national and sub-national events, in conjunction with relevant CARE or partner staff of CNHA.
- Supporting and managing external visits of Donors, GoB officials, CI, CUSA, CMPs, and communication consultants from Donor or CI.

| V. Qualification: |

Masters or equivalent degree in related subjects in Media and Communications; Public Relations; Development Communications/Studies and CSR; Marketing Management; or equivalent degrees.

6 to 7 years working experience as media/development communications professional, preferably for the not-for-profit sector and in nutrition sector.

Experience in and demonstrated understanding of the field of international development and issues.

Proven ability to develop and disseminate media contents for development communication.

Technical skills are highly desirable, including knowledge of the professional use of emerging media technologies and social media (Twitter, YouTube etc.); with basic proficiency in design and visual media

Excellent relationship with print and electronic media.

Fluency in written and spoken Bangla and English.

Good understanding of MS Office applications.

Compensation
