I.             Job Summary:

CARE seeks a Coordinator - Finance and Administration for the anticipated USAID-funded Communities for Gender Equality (CGE) Activity. This activity will be focused on gender equality and inclusive development in support of Sustainable Development Goal 5. The activity may support interventions that address the full cycle of Gender-Based Violence (GBV) prevention, mitigation, and response.

The Coordinator - Finance and Administration will provide leadership and direction to the finance and operations team with a strong focus on overseeing the project's financial aspects, including financial analysis and accounting management, as well as providing administrative and logistical support. The successful candidate should possess significant experience in managing finances and operations of USAID or other international donor-funded projects.
This activity is expected to be a five-year program in the $10-$24.99 million range.
This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding.  National and international candidates are encouraged to apply.

II. Responsibilities and Tasks:

  • Support the Deputy Chief of Party in day-to-day financial management and ensure that the program meets all CARE, USAID and host country regulations and requirements related to USAID funds usage, accountability, and operations within the country.
  • Establish efficient financial and operational systems including internal audits, compliance, record keeping and risk management.
  • Support the annual budgeting process and review all financial plans and budgets, keep track of the progress and changes.
  • Administer payroll, benefits, and relevant taxes, ensuring compliance with local regulations and international standards.
  • Lead the preparation and submission of monthly financial reports, including bank reconciliations, tax reports, and cash advance requests.
  • Manage and track routine payments, maintain digital supporting files, and handle any specific financial requests or requirements.
  • Assist in the logistics coordination for events and activities, including travel arrangements, scheduling, and managing travel-related expense reports.
  • Monitor program budget and inform management on burn rates and other programmatic considerations; assist in providing necessary reporting and maintain financial records for program activities.
  • Periodically review and assess the efficiency of finance and administrative procedures to ensure timely delivery of activities.
  • Collaborate with the team to ensure funds are appropriately utilized by the end of the fiscal year.
  • Coordinate with external partners to ensure compliance with all audit and financial review requirements.
  • Liaise with CARE’s home office financial, compliance, and field operations teams.

Based in Dhaka


  • Qualification:
  • Master’s degree or equivalent in finance, business administration (MBA), accounting, or a related field.
  • 8 years of relevant experience in international development, preferably in supporting role for humanitarian or development projects.
  • Demonstrated operational experience and knowledge of one or more of the following: financial management, procurement, compliance, security and/ or human resources management.  
  • Experience managing USAID cooperative agreements and/or contracts.
  • Experience of prior working in Bangladesh preferred.
  • Experience recruiting, developing, and managing staff and teams.
  • Knowledge of host country legal and regulatory context.
  • Fluency in English required (spoken and written). 
  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
  • Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
  • Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
  • Ability to travel within Bangladesh as required and as security conditions allow.
