CARE Bangladesh, a non-profit international development organization, seeks to hire three Capacity Building Officer – Finance, Procurement, and Compliance for a five-year USAID-funded Bijoyee project that aims to strengthen more effective, inclusive, locally led development by and with Bangladeshi youth as core participants and decision-makers. This will be achieved through three objectives: 1) Promote equitable access to economic opportunities, 2) Strengthen youth leadership through targeted support of local youth-led and youth-serving organizations in order to promote youth participation as decision makers and key contributors to individual, household, community, and national well-being and 3) Strengthen youth systems, in partnership with youth, to provide more coordinated and effective services, practices, and policies that embody the principles of Positive Youth Development (PYD).
CARE Bangladesh is hiring for the role of Capacity Building Officer – Finance, Procurement, and Compliance for this project. The Capacity Building Officer – Finance, Procurement, and Compliance will be based at the partners hub (Dhaka & Chattogram) and reports to the Capacity Building Manager-Finance, procurement, and Compliance. S/he is responsible for reviewing partner organization bills and vouchers, finding the gaps and support for rectifications, sharing standard practices for robust financial systems, providing hands-on support to Finance & operations staff of partner organizations, reviewing and monitoring small grants/youth future grants facilities, and strengthening financial systems. The incumbent will be responsible for supporting partners following USAID standard policies and procedures and reviewing and verifying the financial reports of each partner. |
II. Responsibilities and Tasks: |
Responsibility #1: Support to partners award management (Finance, Procurement & compliance) |

- Gathering and communicating donor rules and regulations with the assigned Bijoyee partners organization.
- Liaising with partners to solve compliance issues with adequate problem-solving skills and passable corrective actions by donor expectations.
- Providing inclusive support to the partner's program & finance specifically day to day project operations and Grants Management and compliances.
- Assist to Capacity Building Manager on financial & grants management, amendment by coordinating the internal review and approval process.
- Closely work/guidance with assigned partners/hub office for day-to-day financial operation, procurement, accounting, and other administrative and logistics issues to ensure the compliance of USAID, CARE, Govt, and organizational policy/procedures.
- Support partner organizations to facilitate the internal, external and donor audit process.
- Support to proper hub financial planning, budget monitoring, and accuracy of the financial information to the project.
- Assist to partners month end closing, financial reporting, VAT coupon usage & reporting, and ensure error-free reporting.

- Provide on job training/orientation to relevant partner staff
- Support to Capacity Building Manager in the design and implementation of the donor compliance and financial management training/any other planned training.
- Support to maintain proper documentation of partners financial & administrative and procurement related matters.
- Assist to partners newly recruited staff’s orientation on program, budget, compliances, etc.
- Closely work with partners program, finance & operations staff and to provide support to Hub & spoke office level.
- Any support require from partners as well as immediate supervisor.

- Support & ensure timely fund flow to partners and liquidation of expense.
- Review partner's activity plans and preparation for the monthly reports
- Support to partners timely preparation and submission of the cash call and expense reports
- Review partners cash call including activity plan properly and keeping tracking of fund.
- Support Capacity Building Managers by providing input on DAB, BAB, accrual & projection reports, and CARE & Partner’s budget and monitoring.

III. Reporting: |
Capacity Building Officer – Finance, Procurement, and Compliance will be directly reportable to Capacity Building Manager – Finance, Procurement, and Compliance and work closely with Hub Coordinators, Implementing partners, and peer colleagues. |
| IV. Working Conditions: |
The incumbent will be based in the partners Hub offices i.e. Dhaka & Chattogram, in the field, and support day-to-day Bijoyee Activity. |
| V. Qualification: |
- 3 to 4 years of relevant work experience, including capacity building, financial & grants management, compliances, procurement & logistics.
- Master or equivalent degree in related subjects in Finance, Accounting, Business Administration, and relevant discipline.
- Experience working with USAID funded projects preferred
- Good computer skills: Microsoft Office applications
- Committed to achieving results in a short time frame and under time pressure.
- Ability to build effective relationships with all clients, peers, and stakeholders
- Sound skills in communication, presentation, facilitation, relationship building, networking, and negotiation.
