Position Title: Ekata Facilitator

Project: USAID's Women Thrive in Bangladesh (Thrive) Activity

Location: Based in Gazipur, Ashulia- Savar, Narayangonj and Chattogram.

Duration: Duration of the contract will be up to March 31, 2025.

CARE Bangladesh, a non-profit international development organization, strives for achieving dignified work for all women across different sectors. The Thrive project under the dignified work program is funded by USAID and PVH envisions to economically empower women by creating decent work and ensuring a life of dignity. It specifically aims to enhance skills, leadership, and collective action of female workers in RMG and informal sector for greater security of life and livelihoods, increase resilience of women workers and their communities to adapt to and recover from COVID-19 related impact on life and essential services and increase responsiveness of institutions to address impact of COVID-19 and gender equality in the world of work. It will reach around 100,000 women in Dhaka, Gazipur, Ashulia, Savar, Narayangonj and Chittagong for creating decent work opportunities.  CARE is currently looking for Community Facilitator for Women Thrive in Bangladesh Activity Project to conduct and supervise community and center based activities at the ground. CARE’s approach is designed to ensure that partnerships with targeted stakeholders include workers’ voices and influence business plans and practices, by building a cadre of competent and experienced women worker leaders. Dignified Work for All will promote the wellbeing of women workers by strengthening their capacities and increasing the leadership, representation and voice of women in Bangladeshi industry and society.

The EKATA Facilitators will organize and facilitate the EKATA Circle to using different type of participatory tools, Center-based session, develop and implementing EKATA Action plan, increase to access to the essential services closely with EKATA Participants of the targeted community in Dhaka, Gazipur, Ashulia, Savar, Narayangonj and Chattagram. She will be responsible for organizing and facilitating, monitoring and follow up EKATA sessions along with other activities of the project. She will provide close support to Technical Officer and Technical Coordinator-EKATA to ensure quality of capacity building activities. She will assist to the project management to capturing the learnings, changes & outcomes and in identifying and implementing approaches on the ground particularly with an aim to promote innovative solutions to ensure full participation of the project participants in the empowerment process, awareness building and related training session.      

II. Responsibilities and Tasks:

Responsibility # 1: Facilitate EKATA Approach in the community level

  • Listing household data and developing profiles of EKATA  groups.
  • Facilitate PRA tools with the community people/RMG workers to identify the problem, gap and issues of RMG workers.
  • Prepare the EKATA action plan considering the problem and root cause analysis.
  • Facilitate to implement the EKATA action plan.
  • Considering the prioritize the problems prepare the session plan to conduct the session.
  • Discussion on a regular basis problem and address through discussion or conduct sessions.
  • Conduct and establish the service linkage with the essential service providers- legal aid, trade union or federation, health provider and financial institution with the EKATA leaders.
  • Facilitate to formation of CWA (community worker association), capacity building of CWA, and follow up their activities to establish the worker rights.
  • Facilitate engagement of CWA with local trade union /federation to include /work as an umbrella with local federation.
  • Conduct spouse meetings with the spouses of the EKATA members to reduce the gender-based violence and involvement in their household activities.

 

 

 

 

Responsibility # 2: Facilitate the WFS  & Information Center Activities in the community level

  • Identify the WFS participants for the Session.
  • Conduct WFS sessions with the informal & formal sectors women.
  • Facilitate WFS activities- Indoor games, job counseling, GBV service linkage, and others.
  • Facilitate and ensure information services- CV format, Gob.- hotline number, federation information.
  • Provide and ensure legal services for the women.

     

 

 

Responsibility # 3: Facilitate Wash Champion to continue hand wash campaign at the community level for protection from COVID19 and other disease

  • Facilitate and coordinate with the respective wash champion.
  • Ensure and monitor hand wash campaigns in the respective community.
  • Ensure documentation and reporting of the Wash campaign.
  • Arrange meetings and provide support to the essential service linkage meeting with the EKATA leaders at WFS.
  • Provide support to arrange Men & boys sessions.
  • Conduct day observation and community camping.

 

 

Responsibility # 4: Support Community Facilitator, Technical Officer & Technical Coordinator for other outreach activities

  • Arrange and facilitate Men & boys sessions to reduce gender-based violence.
  • Facilitate to implementation of the EKATA action plan.
  • Capture Learnings, case stories and outcomes at the EKATA level.
  • Commutation platform for developing stakeholders (GO, NGO, and civil society)
  • Ensure quality service from referral points and keep close contact with service providers.
  • Identify advocacy, networking and linking issues for developing the advocacy and communication strategy.
  • Work closely with Technical Officer & Technical Coordinator to develop effective relationships with factory management and other projects working on career advancement.
  • Identify issues that require greater support in the area of career advancement for women workers.
  • Organize learning and sharing events.
  • Lead to organize community-level activities (campaign, day observations, GBV services, etc.).
  •  Conduct and establish the service linkage with the essential service providers- legal aid, trade union or federation, health provider and financial institution.

 

 

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III. Reporting to:  
Directly report to Technical Officer - EKATA and Community Mobilization.
IV. Working Condition:  
This is a field-based position and will require the incumbent to visit the working areas under this project.
Qualification:
  • 2 to 3 years of working experience in development sectors.
  • Bachelor's Degree with 3 years inclusive working experience with women networks (EKATA model) targeting RMG workers.
  • Candidates living and/or working in Gazipur, Narayangonj, Savar, Ashulia and Chittagong will get preference for the position based in their respective location
  • Ability to team building and can perform well under pressure.
  • Proven track-record of work in the community people especially with marginalized groups particularly women.
  • Strong facilitation background including participatory planning, organizing and community mobilization.
  • Ability to coordinate with project partners, counterparts and other stakeholders.
  • Good understanding on Gender.
  • Excellent oral and written communication skills.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
