Position Title: Finance Analyst under Finance, Grants and Awards Department

Duration: Duration of the contract will be for two years.
I. Job Summary: |

The Finance Analyst is responsible for providing accurate reports and proactively following up and analyzing implications of finance reports to feed into better program and budget management to provide oversight. H/She is responsible for managing compliance, review and budgeting services of the assigned projects and assists the Finance Specialist in the day-to-day functional operations of the Budget Management team. H/She will have dual accountability to finance and respective programs and will also expect to be a part of the program team assisting on the financial management junctures. H/She ensures to review of the donors' agreements, set up of projects charging code, DAB and BAB preparations, FD6 budget preparation and complete timely FD4 audits, regularly monitors and updates budget vs actual expenses, budget revisions, estimates monthly forecast, prepares donor report and ensure compliances, provide MIS reports, prepare internal data tools, review fund flow status and necessary measures of fund management, monitor the trend of exchange rates and remedial actions on the impact of flux. H/She will also be responsible for facilitating external audit jobs (project-specific audits, spot checks, project annual audits, any statutory audits etc) as per donor agreements.
The Finance Analyst will be responsible for ensuring the timely submission of quality financial reports to the budget holders/donors/CMPs following the required protocol, including reconciliation between narrative and financial reports. H/She will act as a Finance point of contact (PoC) for assigned projects under his/her desk. |
II. Responsibilities and Tasks: |

Responsibility # 1: Ensure donor report and donor compliance |

- Prepare Monthly / Quarterly/Bi-Annual/Annual Donor Financial Report.
- Assist to prepare Cash Call to donor or Arrange of Monthly financial reports to CARE USA as per guideline/suggestions of Finance Specialist and Projects Heads.
- Arrange and Prepare Donor/ FD-4 Audit Related financial statement as per Donor/ NGO Affairs Bureau format.
- Support the external auditor during FD4 audit under NGO Affairs Bureau and assists to assigned auditor for Project audit of CARE Bangladesh as per scheduled time.
- Prepare necessary worksheets for audit reports, receive final audit report and forward to FS for submitting Program/Department for their onward submission to NGOAB in coordination with the Accounts Team.
- Document all information related to projects.

Responsibility # 2: Review any budget revisions with the detailed budget to ensure an effective revised Budget |

- Reviewing budget revision for existing projects and ensure adjustments when required.
- Assists to ensure that shared cost amount are budgeted to each proposal as appropriate.
- H/She ensures the review of the donors' agreements and set up of projects charging code, DAB, and BAB preparations in a timely manner.

Responsibility # 3: Receivable / Payable Management |

- Prepare projection of fund requirement for the assigned projects.
- Prepare ensure fund request and fund for the assigned projects.
- Prepare fund status reports (receivable / payable) of assigned projects.

Responsibility # 4: Liaison/communicate with Budget holders, relevant CMPs, program including DCD Programs and other stakeholders on routine financial issues of assigned projects |

- Prepare and review of the Monthly Budget Expenses Summary.
- Prepare budget variance analysis, burn rates and provide feed-back to the individual projects /department on budgetary control and proper monitoring of the burn rate.
- Communication with budget holders and project related finance/program staff in CMPs on necessary updates related to assigned projects.
- Participation and giving necessary guidance on financial aspects during the project startup meetings as well as project closure meetings.

Responsibility # 5: Prepare the Match plan, highlight the gap on monthly basis and communicate with budget holders /other for appropriate actions. |

- Collect all required information from budget holders and document match spending.
- Review all information & input the actual facts for monthly/quarterly progress.
- Update match requirements and funding status based on committed and likely grant information for appropriate decision.

Responsibility # 6: Ensure Financial data integrity through Budget Analysis and ensure timely action through appropriate coordination. |

- Support in identifying gaps of the shared cost within the assigned portfolios to the concerned staffs.
- Monitor exchange rate fluctuations in budgets and provide necessary information to FS for actions as required.
- Communicates any over/under spending of the budget activities to key contacts for appropriate actions.
- Clear all payable receivable status of the assigned portfolio after the project closure.
- Prepare and distribute the portfolio report on a monthly basis and highlight any major issues which needs close monitoring.
- Perform any other budget analysis if required.

V. Qualification: |
- Minimum 3 years working experience in relevant field.
- Masters in Accounting, Finance, or relevant subject.
- CA course complete / CMA Intermediate.
- Experience on budget preparation and management.
- Should have knowledge on Donor budget management and reporting.
- Should have knowledge of donor regulations like USAID, EU, FCDO, GAC, UN, Global Fund, etc.
- Excellent computer skills especially in MS Excel and experience with using email.
- Excellent oral and written English skills.
