Position Title: Deputy Manager under Community Led Innovation for Climate Risk Mitigation in Bangladesh (CLIMB)

I.Job Summary:

CARE Bangladesh’s Humanitarian and Resilience Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.

CARE Bangladesh is implementing a project titled, “Community Led Innovation for Climate Risk Mitigation in Bangladesh (CLIMB)” funded by funded by DANIDA SPA and Telethon. This 37-months project aims to strengthened adaptive capacity and climate resilience of vulnerable groups impacted by climate-induced saline intrusion in coastal communities in Bangladesh. The objective will be reached through three primary solution areas: 1) promoting small-scale, sustainable shrimp aqua farming; 2) mangrove and local biodiversity protection and restoration by promoting mangrove and indigenous tree species plantation forests as true, nature-based solutions; and 3) saline-resistant crop varieties and markets.

The primary target group is climate-vulnerable persons in two unions (Royenda and Southkhali) of the Sarankhola Sub-District of Bagerhat District. There is a particular emphasis on the poorest demographics, especially women, youth, and socially marginalised indigenous groups, contributing to the principle of Leaving No-One Behind. The direct beneficiaries are approximately 3,400 people or 850 households in Bagerhat, but the programme aims to develop solutions, which are relevant and scalable across delta communities in Bangladesh.

The Deputy Manager - CLIMB will be based in Saronkhola upazila of Bagerhat district and directly report to Senior Program Coordinator – Humanitarian and Resilience, overall responsible for managing all field operations, liaising with local partner organizations; coordination and collaboration with local government & stakeholders; budget monitoring and tracking in accordance with approved work plan. S/he will ensure timely and quality implementation of all components through regular monitoring visits, including reporting to MACP and NGOAB as per their requirements. 

The Deputy Manager - CLIMB will work closely with the KML coordinator, Program Manager - CLIMB and PC- Humanitarian & Climate Action program to ensure proper and timely implementation and delivery of the program activities.

II. Responsibilities and Tasks: % of Time
Responsibility # 1: Project Planning, Implementation & Budget Management
60%
  • Prepare implementation plan/joint plan (as appropriate) aligning with project proposal.
  • Prepare project operations manual including guidelines of each intervention; arrange all staff orientation and training on the same.
  • Ensure all project activities are done as per workplan and level of aspired quality of the cooperative agreement (CA)
  • Demonstrate both innovative and managerial leadership to the project team including partners, as appropriate, allowing opportunities for them to communicate openly and positively.
  • Be aware of the need for budgetary control and ensure that other staff members (including partners) are aware of their responsibility in this area. Always ensure that staff numbers are monitored and remain within agreed budgets.
  • Develop training and development programmes for staff in a structured way in line with PM- CLIMBS.
  • Ensure that staff are instructed in their responsibility for the safeguarding of communities, visitors, and staff and that they comply with the necessary policy and guidelines.
  • Ensure compliance with the donor’s grant agreement and managing the sub-grant agreements with partners.
  • Coordinate with finance department/ finance analyst and ensure correct charging of costs within donor-approved budget. Suggest any modifications required to adjust under/ over utilization of budget through regular/monthly review.
  • Assist the program manager in the implementation of a quality assurance scheme and ensure that the highest standards of compliance are achieved.
  • Capture innovation initiatives, analyse and validate as a team (both CARE & Partner).
  • Take charge of the care home in the manager’s absence.
  • Any activity assigned by CARE Humanitarian & Climate Action Management

 

Responsibility # 2: Monitoring, Evaluation and Learning
10%
  • Make sure that the project’s monitoring and evaluation (M&E) framework is in place and operational.
  • Coordinating with MEL Manager and Program Manager CLIMB while developing and implementing the MEL Plan.
  • Ensure measures for cross-learning, downward accountability, and monitoring of integration aspects are put in place and utilized, including shared monitoring tools and accountability minimum standards will be developed.
  • Ensure joint field missions to support and assess the delivery of the aspects of programming.
  • Ensure that knowledge sharing among the team members & partners and learning workshops are regularly held, at which field staff can share successes and seek to resolve challenges.
  • Ensure timely delivery of quality reports and learning documents as per the project workplan.

 

Responsibility # 3: Donor and NGOAB Reporting
10%
  • Prepare weekly, monthly, bi-monthly, semi-annual, annual donor reports as a team according to the reporting calendar and finalize it with PM CLIMBS for further sharing.
  • Work with Finance and Government Relations Department for timely submission of budget/revised budget and report to NGOAB.
  • Ensure collection certificate from Local Admin.

 

Responsibility # 4: Communication, Coordination and Representation
10%
  • Regular coordination with local humanitarian/DRR/CCA clusters, DMCs and actors by representing project and take inputs for improved implementation of project interventions.
  • Ensure effective mechanisms for information sharing and cooperation among Implementing partner organisations at country level, including organizing regular meetings with Project member agencies.
  • Support effective mechanisms for information sharing and cooperation among Implementing partner organisations at the national and field levels.
  • Responsible for external representation of the Project at district and upazilla level.
  • Represent the Project to key stakeholders (e.g. Government and CSO) and provide them with information about project objectives, risks, constraints, and progress.
  • Communicating and coordinating with implementing partner organisations Project Managers and provide them technical guidance to complete project activities.

 

Responsibility # 5: Managing the project office and team members
10%
  • Support PM, CLIMB ensuring overall office management, and safety security of the staff considering COVID-19 context.
  • Contribute in team building to achieve efficient team work.
  • Take the lead role in identifying and arranging staff training.
  • Internal coordination with CARE’s regional, field and team offices’ officials to get required admin and logistics supports for the project.

 

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV. Working Condition:  
Based in CARE Bangladesh Sarankhola Office with approximately 60% time to travel in the project field
V. Qualification:
  • More than 5 years of project management experience (planning, monitoring, evaluation) in humanitarian and resilience context, including in a leading position, with an overall experience of at least 8 years.
  • Masters in Disaster Management/ Climate and Environmental Science/ Agricultural Science/ Development Studies will be an advantage.
  • Should have knowledge on CVCA, Climate Change Adaptation, Cash-based Programming, DRR/ CCA courses, WASH, Food Security and Livelihood, Emergency Market Assessment, LLA, NbS etc.
  • Strong experience in monitoring and evaluation of complex projects.
  • Experience in organizational representation, coordination and liaison.
  • Experience in narrative and financial reporting on complex projects to international donors.
  • Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia a strong advantage.
  • Willingness and ability to travel within project locations in two districts Bagerhat & Cox’s Bazar.
  • Excellent conceptual, planning, organizational, and leadership skills.
  • Excellent communication, negotiation, and problem-solving capacities.
  • Fluency in English (written and spoken).
  • Strong computer literacy.
