I. Job Summary:

Women and girls are at the core of all CARE programs because they represent half of the marginalized group, and it is not possible to overcome poverty until all people have equal rights and opportunities. CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extremely poor and marginalized communities.

Since August 2017, the heavy influx of Rohingya refugees into Cox's Bazaar has required an emergency response in accordance with CARE's humanitarian mandate to meet the needs of crisis-affected populations in the poorest communities. CARE is responding to the crisis in multiple sectors including GBV, Health, WASH, Nutrition and SMSD programming. To lead the design, coordination, management, quality implementation of the WASH Sector, CARE is recruiting WASH Sector Lead for its emergency operation in Cox’s Bazar.

The principal purpose of the position and overall responsibility is lead on a) designing of WASH response mechanisms based on assessments/analysis of WASH situations of households and communities, working with team members to provide inputs for project proposals and compile regular action plans and quality program reports; b) coordination with relevant stakeholders and WASH actors (UN agencies, Inter Sector Coordination Group, WASH Cluster/Sector, Government agencies, INGOs, local and international partners), positioning CARE as key leading agency for the WASH response; c) providing technical assistance to the field staff and partners, designs and rolls out capacity building activities (on the job assistance) on WASH and oversees the strategic management and successful program implementation ensuring program quality according to CARE standards and incorporating learnings into the programming cycle.

Reporting to the Head of Cox’s Bazar Regional Office, the WASH sector lead will be based in the Cox’s Bazar and lead the field-based team in collaboration with CARE partners’ staffs and volunteers.

II. Responsibilities and Tasks:

Responsibility # 1 Strategic and quality management of CARE's WASH response

25%

  • Prepare and oversee the implementation plan of WASH projects to ensure timely and quality delivery of program activities.
  • Accountable for the quality of WASH work and technical inputs to CARE and Partner NGO field teams.
  • Ensure gender, disability, and child protection are systematically mainstreamed in WASH programming.
  • Lead and oversee technical procurements of WASH items.
  • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team on the development of the WASH MEAL framework to ensure quality activity and impact monitoring.
  • Ensure reports are prepared on a regular basis as per donor/ organization requirements.
  • Oversee and keep track of WASH project expenses against the budget.
  • Advise on appropriate problem-solving measures to keep projects on track.
  • Oversee and ensure CARE and donor compliance requirements.
  • Ensure team coordination in the field, organize periodic meetings with staff and Partner NGOs for quality delivery of WASH project as well as team building.

 

Responsibility # 2 Ensure coordination and positioning of CARE for WASH sector

  • Represent CARE in coordination forums, including WASH Sector/Cluster, ISCG (Inter Sector Coordination Group), Government, INGOs and provide updates on CARE's progress and response plan.
  • Act as the lead and first contact person for CARE's WASH program in Cox's Bazar.
  • Initiate and develop good diplomatic working relations with local and national government authorities, the ICRC, UN agencies and partner NGOs.
  • Work with Government departments involved in refugee response planning and coordination, as well as ensure approvals required for project implementation.
  • Host meetings for the team as well as with stakeholders as and when necessary.
  • Promote CARE's work and impact for positioning in consultation with the Communications and PR Unit. Ensure appropriate branding of donors and CARE's work in the field.
  • Host, arrange and lead WASH-related field visits.
  • Prepare and deliver briefings/presentations on WASH activities for the team, donors, and visitors, as and when required.
  • Keep abreast of developments in good practice and policy issues regarding WASH programming in emergencies.
  • Contribute to WASH-related advocacy aspects with relevant stakeholders.

 

Responsibility # 3 Design WASH response mechanisms based on concrete analysis

  • Identify the most appropriate programming interventions for meeting the immediate needs of the affected populations based on assessment findings and taking into account the needs of the community.
  • Prepare detailed implementation plan(s) in consultation with the field team, maintain regular tracking, and ensure necessary adjustments as needed for timely completion. 
  • Promote the use of WASH facilities for affected communities, ensuring equal access for women and men and prioritizing the needs of people with disability according to the Sphere standards.
  • Identify funding opportunities and lead on/contribute to the development of high-quality funding proposals to key donors. Develop WASH proposals in close coordination with the Program Development Coordinator, other thematic sectors and field staff.
  • Identify and integrate innovative and high-impact approaches in new proposals.
  • Work with other sector staff to promote integrated programming across sectors in order to maximize the impact of response and recovery programming and avoid knowledge and performance gaps.

 

Responsibility # 4 Staff Management

  • Act as the line supervisor for WASH staff and volunteers.
  • Develop and lead WASH team coordination mechanisms (set up meetings, groups, teams etc.)
  • Lead the staff recruitment process for the WASH team.
  • Ensure (and lead) direct report staff performance management and development.

 

Responsibility # 5 Program Quality & MEAL

15%

  • Ensure establishment (and continuation) of appropriate Information management systems and protocols.
  • In close coordination with the M&E Manager, ensure that data and information are exchanged with response coordination structures and, in particular, fed into relevant Information Management systems established by the coordination structures, wherever feasible and appropriate.
  • Facilitation of sharing and learning of approaches and tools between program teams, focusing on best practices.
  • Supporting technical support specialists with data/information.
  • Develop and implement strategies for capturing impact, lessons learned, and best practices.

 

Responsibility # 6 Adhere to and support CARE Bangladesh's Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh's Safety and Security policy and systems as part of their day-to-day duties and comply, at all times, to safety & security protocols and directives, including reporting. V. Qualifications & Experiences:  

  • Master's degree in Engineering or humanitarian/disaster management, with significant experience in the WASH sector.
  • Minimum 6-8 years experience in managing WASH programs in emergencies; experience working in camp settings is an added advantage.
  • Experience leading water, sanitation and hygiene assessments and in designing, implementing and monitoring innovative and suitable interventions.
  • Experience in developing high-quality funding proposals.
  • Experience in writing clear and complete project reports.
  • A thorough understanding of and ability to apply the Sphere standards on WASH is a must.
  • Sound knowledge of and experience in working in the UN cluster system.
  • Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
  • Strong commitment to accountability, social justice, and promoting gender awareness and equality.
  • Excellent interpersonal, leadership, and management skills.
  • Experience in managing a team as a strong team player with a positive attitude.
  • Strong communication skills in both verbal and written English and Bangla.
  • Computer skills in MS Word, Excel, and PowerPoint.
