I. Job Summary:

CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extremely poor and marginalized communities.

Cox's Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region's poor land quality and high risk of natural disasters. Since the Myanmar refugee influx in 2017, over 975,350 refugees or 202,836 households (HH)s have settled in Ukhia and Teknaf. Despite limited resources, the local host community welcomed the arriving refugees by sharing food, shelter, and supplies. However, the refugees' extended presence has strained the community's already scarce resources. Within the sub-region, the residents of Ukhia and Teknaf have been particularly affected, with 336,000 residents directly impacted by the refugee influx, leading to a deterioration of relations between these host community members and the refugees. The region is highly prone to natural disasters; it experiences regular cyclones, floods, and landslides with triple-global average precipitation. Both individual homes and community shelters are weak and in disrepair. Over 40% of households do not meet Sphere standards; they are overcrowded, fragile, and highly susceptible to damage and destruction by strong winds, rain, and flooding. Land degradation, including the removal of over 700 metric tons of firewood daily from the area, has led to a loss of topsoil, coupled with the heightened risk of flash flooding, which has increased the potential resulting destruction. The accumulation of improperly disposed waste and poor pre-existing drainage systems aggravate these risks and increase the likelihood of damage to host communities' houses. Furthermore, community response plans and structures are ill-equipped to safeguard or offer substantive protection.

CARE Bangladesh is providing life-saving DRR services and site improvement and shelter infrastructure to forcibly displaced Myanmar nationals in Camp's Ukhia sub-district, Cox's Bazar. With support from IOM, CARE Bangladesh has acted as the Site Management Support Agency (SMSA) for Camp 16 since November 2017. Since then, CARE has undertaken various Site Management (SM) and Site Development activities in close coordination with the Office of Refugee Relief and Repatriation Commission (RRRC), and in support of the Camp in Charge (CiC) to ensure a safe and dignified life for the people residing in Camp 16. CARE Bangladesh is working to address critical humanitarian gaps and meet urgent needs through coordination and collaboration with different stakeholders, information management, the linking of community members and persons with specific needs to other service providers, camp operations, Disaster Risk Reduction (DRR), and site improvement work.

The MEAL officer will be the key MEAL focal of the project. S/He will be responsible for ensuring the implementation of WFP-provided tools and templates and monitoring the quality implementation and reporting throughout the project. Key deliverables of the MEAL Officer are but are not limited to-Weekly Operational plan update  (reviewed & endorsed by the Project Manager) – Monthly Distribution report (reviewed & endorsed by the Project Manager), 4W Matrix, Log frame, MEAL Framework, MEAL Plan, Indicator Performance Tracking Table (IPTT), management of Complaint Feedback and Response Mechanism (CFRM) services, Beneficiary Database Management, GIS Mapping, Case study, etc. 

II. Responsibilities and Tasks:

Responsibility-1: Monitoring and Evaluation

30%

  • Ensure effective monitoring and evaluation of project quality, using donor monitoring tools appropriately.
  • Work with the Project Manager to ensure quality implementation and adherence to meet the donor's standards.
  • Oversee implementation of the M&E system and tracking of Key Performance Indicators as approved by the donor.
  • Regular field monitoring visits, sharing visit reports, sharing good practices, identifying improvement areas of the project, and sharing with respective project and MEAL staff.
  • To track project progress through Log frame, MEAL Framework, MEAL Plan, and Indicator Performance Tracking Table (IPTT) and reporting.
  • Support management and accountability through routine, accurate collection of CFRM data.
  • Provide support to the MEAL Manager (logistics, data collection, data entry) to conduct project MEAL tasks. 
  • Regular field visits to conduct various MEAL activities like on-spot monitoring, Post-Distribution Monitoring (PDM), cash distribution monitoring, qualitative and quantitative data collection, etc., for project progress reporting.
  • Attend regular project meetings and share MEAL updates with participants.

 

 

Responsibility-2: Accountability & Learning

30 %

  • To ensure CFRM service is active and functioning in all project coverage areas.
  • Regularly collect complaints and feedback from beneficiaries and ensure all received issues are responded to and reported.
  • Managed the CFRM database and analyzed CFRM data for narrative reporting for donors and different project stakeholders.
  • Collect case studies and human-interest stories for learning and communication purposes.
  • Document project-level and sector-level learning from the field and compile them into a monthly learning database shared with the Sector Lead and MEAL Manager.
  • Support organizing lessons learned workshop.

 

 

Responsibility-3: Report Writing

Responsibility-4: Information Management and GIS 

20%

  • Management of project information, including collection, storage, analysis, and archive of the data.
  • To ensure all MEAL deliverables are in place for the Cooperating Partner (CP) assessment of the donor.
  • Analysis of project information, including dynamic and interactive dashboards.
  • Providing project team to produce different GIS mapping materials for project coverage areas, interventions, achievements, etc.
  • Providing support to the project team for beneficiary profiling through KOBO for Cash for Work workers' engagement.

 

Responsibility # 5 Adhere to and support CARE Bangladesh's Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh's Safety and Security policy and systems as part of their day-to-day duties and comply, at all times, to safety & security protocols and directives, including reporting. III. Reporting:  

MEAL Manager and work closely with other sectoral colleagues (Project manager-WFP-DRR, SMSD, GBV, WASH) and with support team.

IV. Working Location:  

Based in the Ukhiya Field Office with frequent field visits to camps and Cox's Bazar Regional Office.

V. Qualification:  

  • Minimum 3 to 4 years of professional experience in the relevant field having relevant job responsibilities.
  • Minimum Bachelor's degree in statistics, economics, or related field. Preferable master. Master's in social sciences/Statistics/ Development Studies/ Geography and Environmental Science or any other relevant subject. 
  • Understanding of DRR, Site Management, and Site Development sector  
  • Professional skills in data analysis and visualization software (Excel, Power BI, Tableau), competence in the use of mobile-based data collection tools (Kobo, ODK), knowledge of GIS, and basic mapping skills.
  • Understanding the context of the Rohingya Refugee Crisis and experience working in Cox's Bazar would be an advantage.  
  • Excellent verbal and written language skills in both English and Bengali. 
  • Computer skills, including knowledge of relevant software, e.g. Microsoft Office.
