CARE Bangladesh is currently shifting towards a program approach, where it has developed longer-term impact visions to have more sustainable changes in the lives of the extreme poor and marginalized.

The Collective Impact on Future of Work in Bangladesh Project will support women working in the Readymade Garment (RMG) sector to Increased share of women in managerial and supervisory roles in RMG due to improved redressal and action on GBV, reduction in harassment and biases at-home and at-factory, and through gender-equitable policies and practices at factories.

The overall goal of the project is Female garment workers have an improved enabling environment that supports their career progression, empowerment, and employability, in a future where the textile industry is defined by automation and digitalization. We intended around 20,000 women will have greater capacity to respond to and recover from future and current adverse impact on livelihood. This program is implemented under the program on dignified work which aims to create dignified work for all women. This thematic program implements multiple projects on capacity building of workers and the entire eco system within the RMG sector.

The Project Officer will assist in ensuring planning, budget management, organizing and implementation of Collective Impact activities in the project operation areas. This includes technical guidance and facilitate to the WFS Facilitator, Psychosocial Counselor for smooth and effective planning and organizing the center based GBV services, factory-based activities and community-based response activities with the project participants and counterparts to ensure implementation of activities following the plan of operation. S/he will work closely with WFS Facilitators and Psychosocial Counselor for mobilizing community and create enabling environment so that the Collective Impact program will implement smoothly in the ground. The Project Officer will assist the Senior Team Leader in identifying and implementing strategies on the ground, particularly with an aim to promote innovative solutions to ensure full participation of the project participants in the GBV-related services, collaboration with other CI partners, and factory-based intervention.

The Project Officer is mainly responsible for the budget management and field implementation. The position is required to take the initiative for project management, improving work approach partnerships, and contributing to developing and strengthening CI initiative programs. This position will work to strengthen coordination and collaboration within teams and across all CI initiative program teams, maintain and ensure constructive communication, build team morale within individual, teams and within the organization and, contribute to a positive working environment. This position reports to the Senior Team Leader and will have various positions reporting to him/her. The Project Officer directly manages the Psychosocial Counsellor, Women Friendly Space Facilitator, Admin Associate and Accounts & Finance Associate.

The Project Officer’s responsibilities will also include day to day supervision of WFS Facilitator’s functions and monitoring of the response activities in the project operation areas and maintain appropriate and purposeful liaison with LGI, local service providers, civil society organizations and communities. S/he will assist the Senior Team Leader in participatory planning, budgeting, designing, facilitation, and networking along with implementation of appropriate approaches, strategies, and program management. The Project Officer will also be responsible for building the capacity of the WFS Facilitators in providing continuous support to field staff for enhancing the quality of work.

S/he needs to ensure the quality of the intervention, facilitate innovation, documentation of best practices and learning. He/she will work closely with project team to ensure that the concerns, information, learning and recommendations generated through field facilitation are well understood by different stakeholders and are well communicated with project management and impact groups for enhancing the quality of field planning and implementation.


II. Responsibilities and Tasks:   
 

Responsibility # 1: Guide and facilitate quality implementation of the Collective Impact Project activities through budgeting, budget management, planning, organizing, monitoring, and transforming the learning and recommendations into actions.

  • Work closely with Senior Team Leader and other team members for effective implementation of the Collective Impact on Future of Work in Bangladesh Project activities in communities and garment factories.
  • Develop budget and action plans for achieving the project objectives.
  • Manage project budgetary issues with Finance Department staff, Cost Proposal Unit, Government Relations, and other departments of the organization.
  • Prepare NGOAB documents i.e., budget forecasts in collaboration with CARE Bangladesh’s Government Relations and Award Management (GAAM) Team
  • Prepare reports for the Upazilla and District Administrations and collect certificates from DC and UNO offices.
  • Monitor and track the progress/achievement of the planned Collective Impact program.
  • Support WFS Facilitators in organizing information center-based activities properly and timely.
  • Ensure proactive actions on addressing challenges in the implementation of the response program in the community settings.
  • Ensure logistic support to both WFS Facilitators for timely implementation of response activities and GBV-related services.
  • Facilitate innovations, maintain flexibility, and ensure a learning culture to examine best practices around sustainable empowerment of the women garment workers.

Responsibility # 2: Facilitate the CI partners for collaboration and synergy on the ground.

  • Identify the collaboration area on the ground with other CI partners and ensure effective synergy.
  • Keep effective communication with other CI partner organizations.
  • Understand the CI approach and intervention across the enabling environment and soft skill component activities for effective collaboration.
  • Maintain operational synergy within the different CI components and also with the different funding.

 

  • Responsibility # 3: Assist in the Capacity Building of on-ground staff.

  • Develop WFS Facilitator’s capacity through coaching, mentoring, and providing ongoing support and guidance to staff in the field.
  • Assist in developing activity plans and implementing training and community engagement initiatives.
  • Track regularly the progress of the WFS-based program vis a vis project target.
  • Assist in ensuring that project guidelines, approaches and strategies are well understood by the WFS Facilitators are adequately supported in implementing relevant approaches and strategies.

 


Responsibility # 4: Assist to develop effective linkages and networking with key stakeholders especially at the community level and related to impact group.

  • Work closely with Senior Team Leader to develop effective relationship with LGI, local service providers, local administration, power elites, community leaders and different platforms of impact groups that are facilitated collective impact supports as planned and follow -up.
  • Assist in developing effective collective impact strategies to influence stakeholders to take proactive actions in securing and empowering the vulnerable women garment workers.
  • Identify issues of greater support to the women working in the informal sectors.
  • Proactively engage in learning from different stakeholders to identify innovative solutions for addressing vulnerabilities and shocks due to COVID-19 pandemic.
  • Identify existing social mobilization opportunities/resources within the community to promote the issue of capacity building of the vulnerable women garment workers.
  • Organize learning and sharing events.

 

Responsibility # 5: Assist in ensuring implementation of the M&E plan, capture best practice.

  • Assist in collection of data based on the project needs.
  • Organize regular monitoring/field visit.
  • Assist in documentation of learning through capturing processes of change or identifying good practices and challenges.
  • Assist in different kinds of assessments, conducting PLA exercises.
  • Assist in capturing learning and innovation and feeding information into M&E system.

 

 

Responsibility # 06: Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

 

• As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties, and comply, always, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV.  Working Condition:   

This is a Gazipur based position and will require the incumbent to visit the working areas under this project.

V.        Qualification: 

  • Minimum of 3 to 4 years of robust experience in budgeting, budget management, in line with NGO Affairs Bureau requirements, project planning and implementation preferably in the areas of GBV support services in industrial communities and apparel factories.
  • Masters or equivalent degree with a major in Economics, Law, Gender Studies or other social science disciplines.
  • Proven track record of working with Women Garment Workers and other marginalized groups particularly women.
  • Strong facilitation background including participatory planning, organizing and community mobilization.
  • Ability to team building and can perform well under pressure.
  • Ability to coordinate with project partners, counterparts and other stakeholders.
  • Good communication skill in both verbal and written in Bangla and English.
  • Notable people management skills, budgeting, budget management, project planning etc.
  • Candidates should have excellent communication and analytical skills in both Bangla and English.
