Position Title: Senior ICT Officer - Network Support

Location: Based at CARE Bangladesh Dhaka Office
Duration: The duration of the Contract will be for two years

I.Job Summary:

The Senior ICT Officer - Network Support will provide ICT support to the end user. In this position, He/She will work with a talented team of professionals to maintain, troubleshoot, and enhance our network systems. His/her major responsibilities will include but not limited to: Network Support, Desktop Support, Anti-Virus Measures, Data communications, LAN server administration, Hardware Support, Replication of IT Policies & Procedures, Operation of ICT/Audio visual equipment pool, User Training and Telephony support. He/She will assist Manager-Application & Network Operations to provide technical & maintenance support of ICT Servers, network equipment, LAN / WAN management and maintenance, Email administration. He/She will be responsible for proper data backup and timely recovery of network data as per audit recommendations. He/She will provide technical support to field-based ICT focal points and ICT Field colleagues as and when required. He/She will provide remote / telephone support to users, both during and after office hours (if required). He/She will make maintenance visits to the field offices as and when required.  

II. Responsibilities and Tasks: % of Time
Responsibility # 1: LAN / WAN & Email Management 30%
  • Assist Manager-App & Net Ops. to administer data-center equipments, security equipments, authentication server, File server and maintenance of Network Servers.
  • Assist to Install, configure and maintaining of Router, Firewall, Core switch and Access switch, Network attached storage (NAS).
  • Ensure proper software licensing on servers and network computers.
  • Installation, configuration, and repair of network equipment, e.g., Routers, Hubs, Switches, routers, modems, etc.
  • Ensure physical security and controlled access to network servers and equipment.
  • Update and maintain email address book and distribution lists
  • Troubleshoot telecommunication problems
  • Network users' administration and maintenance with proper documentation
  • Responsible for administering Email users on Office 365 server
  • CARE Academy user administration/password reset
  • Setting up network and email user ID’s list in compliance with IT policy procedure with proper documentation
  • Troubleshooting of password and access-related problems
  • Troubleshooting of security & access related problems
  • Monitor network traffic & take appropriate measures for any trouble
  • Monitor broadband redundant connectivity at all times with failover switching through the backup link
  • Network cabling - Documentation & Maintenance
  • Daily/weekly/monthly Data backup, integrity test, recovery functions and log maintenance with documentation.
  • Monitor power management in Data-center e.g., online UPS, generator, voltage stabilizer and take necessary measurements as and when notification is received.
  • Monitor and maintenance co-located DR-site equipment.
  • Provide remote / telephone support to users, both during and after office hours (if required).

 

 

 

 

 

Responsibility # 2: Internet communication 25%
  • Provide WiFi access to CARE staffs and Guest users as per CARE guide line.
  • Assist in installing and configure all network equipment e.g., user’s PC, printer, scanner, server, etc. as per the network blueprint prepared by C/USA.
  • Creating, maintaining and documenting VPN connectivity and other remote applications as and when required.
  • Configure mail and internet of both CBDO and Field offices.
  • Configure Zoom account, MS Teams and One-drive of network users.
  • Troubleshoot all e-mail and internet related problems.
  • Assist in establishing and maintaining internet connectivity both at CBDO and Field offices
  • Manage and monitor the browsing facility of users
  • Create, update, maintenance the remote office email account based on requirements complying policies and procedures of CARE Bangladesh
  • Responsible for installation, maintenance of Fiber, DSL, Radio equipments and Internet backbone.
  • Ensuring appropriate action to take in collaboration with CARE USA Cyber Security team for suspected end user devices.

 

 

 

 

Responsibility # 3:  Helpdesk Support 20%
  • Install, configure and troubleshoot PCs, Laptops, desktop applications and operating systems.
  • Monitoring and removal of unauthorized software.
  • Monitor warranty of equipment and plan timely replacements.
  • Evaluate hardware and make recommendations for replacements/purchase
  • Ensure the quality of newly purchased IT equipment and software
  • Configure & install new hardware
  • Install and configure network and stand-alone printers and print servers.
  • Ensure effective use of pool equipment as per policy and preserve documentation.
  • Ensure proper operation of the pool equipment at the time of handover and receipt.
  • Recommend ICT equipment for replacement or phase-out
  • Evaluate hardware and determine need for repair and send Hardware for external repair
  • Liaison with vendors & service providers and follow up external repair/maintenance
  • Return back out of order parts and keep appropriate records for bad spares and write off
  • Maintain accurate records of network configurations, changes, and incident reports.
  • Monitor and track Vendor’s service warranty for the repaired equipment
  • Ensure proper charging information and necessary line manager approval in the ICT service request form
  • Provide Zoom-Room and Audiio-visual support at the meeting room.

 

 

 

 

Responsibility # 4:  Training and Staff Capacity Building

10%
  • Plan and conduct routine training for all users in coordination with Manager-Application and Network Operations.
  • Provide hands-on guidance and coaching.
  • Prepare and distribute training hand-outs and tips to users.
  • Provide orientation to new users on organization IT recourse uses.
  • Provide practical tips to increase users' efficiency.

 

 

Responsibility # 5:  Other Duties

15%
  • Make routine support visits to field/team offices for ICT troubleshooting & maintenance.
  • Assist in the preparation of the ICT budget and monitor spending
  • Ensure user compliance with ICT policies & procedures
  • Ensure adherence to relevant ICT policies, procedures, and compliance with ICT standards.
  • Attend monthly ICT meetings and other meetings as and when required to provide advice/assistance on ICT issues.
  • Assist in maintaining up-to-date ICT inventory.
  • Provide logistical support as and when required.
  • Maintain GED sensitive environment.
  • Proper documentation of all ICT processes as per policy.
  • Visit external markets to explore ICT products and price.
  • Work with external service providers and vendors to procure network equipment and services, and manage vendor relationships effectively.
  • In the absence of the Manager of Application and Network, perform the duties, such as managing application systems, coordinating network projects to ensure smooth operation of applications and network services.
  • Perform and assist to review the ToR and provide feedback to project.

IV. Working Condition:  

The Senior ICT Officer-Network Support will be based at CARE Bangladesh Dhaka Office. Close contacts are required with the field offices and CBDO departments/projects. Requires visiting Field offices for maintenance and troubleshooting of computers, accessories and training as and when required.

V. Qualifications:  
  • Bachelor of Engineering / Computer Science/ Applied Physics.
  • Minimum 5 years practical experience where at least 3 years in ICT service management.
  • Microsoft professional certification courses on MCSE or MCSA and CCNA will be considered as an added advantage.
  • Maintenance and troubleshooting, installation and configuration of LAN/WAN equipment, email
  • Administration and network troubleshooting
  • Experience on LAN Administration (Windows server 2016 or above).
  • Experience on Virtual server, Cloud technology and Cyber Security.
  • Experience on installation of network and communications equipment.
  • Hardware troubleshooting and repair skills.
  • Good training, interpersonal and communication skills, and must be a team player.
  • He should possess budget preparation/monitoring and staff development skills.
  • Good speaking and writing skill both in English and Bangla.
