CARE Bangladesh’s (CARE BD) Humanitarian and Climate Action Program is committed to providing people affected by climatic and geophysical disasters and conflicts with life-saving assistance and longer-term resilience support, with a special focus on women and girls who are disproportionately affected by shocks and stresses. Our action includes preparedness and early action, emergency response and recovery, and adaptation to climate change for sustainable and equitable development.
The principal purpose of the position is to provide support in the Humanitarian and Climate Action programs’ initiatives related to Geographical Information Systems (GIS) and Information Management (IM). The supports include, but are not limited to, managing related information from both primary and secondary sources, information generation, sharing and dissemination, data-driven decision-making, and managing/updating spatial databases. Primarily, this position will support initiatives of two UK Foreign, Commonwealth and Development Office (FCDO) funded projects – Supporting Bangladesh Rapid Needs Assessment (SUBARNA III) and Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব). SUBARNA project has been crucial for ensuring data-driven decision-making in the humanitarian arena in Bangladesh. On the other hand, the NABAPALLAB is a new project, a consortium-driven project focusing on two ecologically critical areas – Sundarbans and Hakaluki Haor and will work on diverse areas.
Furthermore, s/he will liaise with diverse stakeholders – consortium members, CARE program colleagues, and relevant government counterparts to ensure smooth operation regarding information collection/collation to produce efficient maps, joint needs assessment reports, data collection tools and processes, analytical framework, and other related knowledge products. |

- Maintain/Develop a Data Management system of efficient project implementation and Data-driven decision-making from an implementation perspective.
- Maintain Global standards of Data Management across the whole project ecosystem (Planning, Data Collection, Process, Analysis, Communication/dissemination).
- Working Closely with the H&CA program team to explore challenges/findings and critical reasoning by utilizing the MIS system for smooth project implementation.
- Preserve and maintain all project-related databases in a systematic manner.
- Maintain all National databases besides updating program-related data systems.
- Intake Spatial Analysis and visualization of data through GIS-based mapping, which is most relevant to measuring the project results.
- Collect, Collate, Update, and store related pre-crisis databases – population data, GIS shape files, and beneficiary databases.
- Maintain Close liaison/working relations with all relevant staff across the project consortium team to create data systems that enable challenge identification, taking timely strategic measures for successful implementation.
- Ensure the utilization of data systems in regular project reporting. (Monthly, Quarterly, and Annual).
- Supporting tools development with the appropriate synchronization of project objectives, Output, Outcomes, and activity for enriched and evidence-based project reporting that maximizes the highest possible utilization of the data-centric systems.
- Integrate data collected and collated through different sources systematically for broader dissemination across the consortiums that can be accessed, analyzed, and utilized for more meaningful project planning and implementation.
- Exploring for essential/prior linkage regarding contribution at the National Level through evidence/data-based outputs from different project initiatives.
- Vigilant and incorporate the most possible and suitable new methods and tools for overall data management in project implementation.
- Support in all initiatives of the Humanitarian and Climate Action team of CARE Bangladesh regards Information Management, Data Analysis, Visualization, and GIS mapping.

Responsibility # 2: Ensuring smooth and timely Information Flow for effective program/project implementation. |

- Ensuring timely information collection and collation through efficient coordination across the NABAPALLAB project consortium.
- Maintain communication/liaison with key technical colleagues across the consortium for collecting required information.
- Developing a standard template for collecting information from different stakeholders by the consensus of all relevant members across the consortium.
- Capacitated all the colleagues from the ground regarding data collection using a standard data collection template and data literacy through intensive troubleshooting-oriented training.
- Maintain regular communication/liaison with relevant project staff to collect data in a timely manner.
- Always be prepared with relevant tools and methodology prior to starting the data collection process.
- Ensure meaningful and efficient access to information to relevant colleagues from all stakeholders across the consortium.
- Maintain Close relations and coordination with relevant stakeholders of the National Need Assessment Working Group (NAWG), starting from Department of Disaster Management to Humanitarian Coordination Task Team (HCTT) members, Cluster/Working Group Coordinators, Relevant National/International/Local NGOs, UN agencies, Red Cresent and Red Cross organizations for ensuring timely information flow during a disaster and pre-disaster period.
- Technical Lead of all NAWG ventures, including Joint Need Assessment (JNA), Anticipatory Impact Analysis, Joint Intersectoral Analysis Framework, Response GAP Analysis and 4/5W response monitoring.
- Represent NAWG in the Information Management Working Group (IMWG) and all other relevant platforms.
- Technical Support in any nationally Triggered assessment/analysis/study by Humanitarian Coordination Task Team (HCTT)/Inter-cluster coordination group (ICCG) and other relevant stakeholders. (e.g. IPC analysis, Pre-crisis survey).
- Maintain Pre-crisis database and Ensure Meaningful access.
- Training and Capacity-building support to NAWG members at National and Local Levels for smooth real-time JNA operation.
- Identify CARE and partner staff knowledge gaps on MIS reporting skills and facilitate capacity-building sessions and on-the-job support as required.
- Closely work with the assigned MIS development consultant firm to ensure that MIS is addressing NABAPALLAB programme needs.

Responsibility # 3: Climate Information Service (CIS) and Locally led Adaptation Planning (LLAP) |

- Support in overall CVCA and LLAP operation in the project area, primarily technical prospects, including tools finalization, Data Management, Data Integration and Reporting.
- Working with the project team to provide capacity-building support to relevant field staff regarding real-time CVCA operation at the field level.
- Explore all available information sources and collect/collate information in an agreed usable format for wider dissemination of Climate Information across the project area.
- Maintain a Database of all climate information and advisories efficiently, ensuring proper arrangement for quick dissemination.
- Support in terms of maintaining liaison with all relevant national authorities (BAMIS, BMD) to ensure a smooth flow of Climate Information.
- Follow up and work closely with colleagues from regional offices to efficiently disseminate climate information in the project area.
- Work closely and maintain close collaboration/coordination with all relevant Weather and Climate Information Service (WISEN) stakeholders.
- Technical Support in enhancing overall Weather and Climate Information Service (WISEN) operation capacity with different stakeholders.
- Support in Overall Climate Information Service (CIS) implementation across the project area.

Responsibility # 4: Project Monitoring and Progress tracking, including knowledge management and learning. |

- Work closely with the program's project Monitoring, Evaluation and Learning (MEL) team.
- Support the Head of MEL to demonstrate results, produce evidence of impact and generate learning to scale up its impact and influence.
- Collaborate with consortium members in finalizing the logframe, ToC, MEL plan, tools/methodology and indicator tracking mechanism for the NABAPALLAB programme.
- Support in coordinating drafting ToR, guiding and managing consultant or project team in conducting baseline, mid-line and end-line surveys, evaluations, and reporting.
- Support the Head of MEL and consortium members in setting up complaint, response and accountability mechanisms.
- Manage project monitoring data, complaint response data, community score card (CSC) data, and lead the preparation of different knowledge products.
- Effectively coordinate with NABAPALLAB’s knowledge partner, C3ER, for project-related knowledge product preparation and dissemination.

Responsibility # 5: Learning and Documentation |

- Document Design and implement effective learning activities – in collaboration with other NAWG members to scope and implement appropriate and effective knowledge capture and sharing activities.
- Capture NABAPALLAB- MIS user’s experience, including challenges and good practices.
- Manage knowledge sharing events –scope and manage the successful execution of knowledge sharing events including workshops, conferences, and peer learning sessions.
- Manage NAWG website community engagement – Regularly update content and maintain Needs Assessment Working group website and NABAPALLAB web-based MIS platform.
- Document and share learning – ensure requirements, lessons learned, and best practices for developing IEC products and other knowledge management documents.

IV. Working Condition: |
Based in CARE Bangladesh Dhaka Office with approximately 30% time to travel in the field. |
V. Qualification: |
- 7 to 8 years experience in information management, data tabulation, and report writing in emergency, humanitarian or development programs.
- Masters in Management Information Systems (MIS)/ Statistics/ Disaster Management or relevant field.
- Experience in using online data collection tools such as KOBO Toolbox or any other ODK platforms.
- Preferably experience of emergency needs assessments (knowledge of JNA/MIRA is desirable).
- Previous experience of working in UN/INGOs/NGOs.
- Strong in written and verbal communication in English and Bangla.
- Have proven computer skills in MS Word, Excel, PowerPoint, MS ACCESS, SPSS/Stata, GIS.
- Preferably familiar with HDX and humanitarian response.info/ReliefWeb platform and managing web-based MIS.
- Skills in using PowerBi and Tableau for developing dashboards and data visualization will be an asset.
- Experienced and skilled in anticipatory analysis is desirable.
- Preferably familiar with Freedom of Information Act 2000, Environmental Information Regulations 2004, the General Data Protection Regulation (GDPR) (EU) 2016/697, and the Data Protection Act 2018 (DPA).
- Computer skills on computer software e. g MS office, and Internet.
