I. Job Summary:

Project Engineer will be responsible for monitoring and ensuring day to day construction activities in her/his assigned area. S/he, with guidance from Sr. Technical Coordinator-Infrastructure, will be responsible for monitor and quality assurance of all the structural activities of multipurpose disaster shelters, installing WASH facilities, maintaining high quality physical conditions of the shelters and its furniture and access routes to the shelters. S/he will also support the line management for conducting a comprehensive assessment of all the proposed shelters and make an inventory of the works to be done so that it can be used as a checklist. S/he will monitor construction of the shelters and supply of furniture with the selected contractors, within stipulated timeline and as per the Cyclone Shelter Policy and Ministry of Primary and Mass Education’s Fourth Primary Education Development (PEDP4) Program standards, and other GoB (e.g. LGED or DDM) standards.  The position requires presence in project sites to ensure regular monitoring and quality assurance of activities under her/ his portfolio. Actively work in emergency response activities aftermath of disaster as and when required. Place of posting will be changed within the contract period. Timing and tenure of interim base stations will be changed based on practical scenario of the project.

II. Responsibilities and Tasks:

Responsibility # 1:  Implementation of the MPDS Construction
70%
  • Directly supervise and monitor MPDSs construction including environmental mitigation measures, installing WASH facilities including Rainwater Harvesting (RwH), improving physical conditions and energy efficiency by installing solar system, and access routes/ roadway to the shelters.
  • Assist line management to set the specifications, guidelines and drawings related to shelters and other infrastructural facilities for the project.
  • Day to day supervision of construction of shelters, site improvement and manufacture and supply of furniture (chairs, benches, tables, doors, and windows) related to the project as per the Cyclone Shelter Policy and Ministry of Primary and Mass Education’s Fourth Primary Education Development (PEDP4) Program standards, and other GoB (e.g. LGED or DDM) standards
  • Support construction activities of the shelters and other infrastructures with the selected contractors by providing oversight in construction process.  
  • Ensure construction quality control by use of materials by contractors(s) only after satisfactory quality testing in GoB authorized agencies.
  • Ensure site safety measures are strictly maintained by the contractors(s).
  • Follow up and ensure project materials are delivered in field in a timely manner.
  • Assist in developing and delivering training on shelter management and maintenance
  • Liaise and collaborate with shelter management committees and other stakeholders to ensure smooth completion of repair and refurbishment works
  • Engage with local subcontractors to ensure inclusion of utility facilities of modern industrial buildings, including fire hydrant system, fire detection and protection system, renewable energy system, drinking water, health and hygiene facility, maintaining a high level of structural integrity in line with national and international building codes and safety standards as per the project objective.
  • Support in developing a comprehensive training module on multipurpose disaster shelter management and deliver the training to MPDS management committees and other stakeholders.

 

Responsibility # 2: Documentation and reporting

  • Provide regular progress reports to line manager.
  • Preparation of weekly work plans with expenses projections.
  • Closely coordinate with other Project Engineers and Non-structural team to learn from their experience.
  • Assist in organize learning –sharing and coordination workshops at Upazila and district level.
  • Assist with reporting (e.g. Government required reports, FD6, FD4, donor report etc.).
  • Conduct assessment and capture case studies related to infrastructural interventions under the project.

V. Qualification:
  • Minimum 03 years professional experience in repair/construction of shelters and/or repair/construction of public buildings.
  • Diploma in Civil Engineering, relevant certifications will be an advantage
  • Familiarity with BOQ formats, FAR and FIDIC based Construction Contracts
  • Experience working in shelter and or DRR program is an added advantage.
  • Good interpersonal skills.
  • Computer skills on computer software e. g MS office, internet.
  • Gender awareness and a commitment to gender equality.
  • Able to drive Motorcycle (MC) with valid license.
  • Good communication and report writing skill in English and Bangla.
  • Computer skills on computer software e.g. MS office, internet and AutoCAD.
