Women and girls are at the core of all CARE programs because they represent half of the marginalized group, and it is not possible to overcome poverty until all people have equal rights and opportunities. CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.
CARE Bangladesh, a non-profit international development organization, strives for achieving dignified work for all women across different sectors. The Women Thrive in Bangladesh Activity (or THRIVE Activity) under the dignified work program is funded by USAID and PVH envisions to economically empower women by creating decent work and ensuring a life of dignity. It specifically aims to enhance skills, leadership, and collective action of female workers in RMG and informal sector for greater security of life and livelihoods, increase resilience of women workers and their communities to adapt to and recover from COVID-19 related impact on life and essential services and increase responsiveness of institutions to address impact of COVID-19 and gender equality in the world of work. It will reach around 100,000 women in Dhaka, Gazipur, Ashulia, Savar, Narayangonj and Chittagong for creating decent work opportunities. CARE is currently looking for Technical Officer for Women Thrive in Bangladesh Activity Project to support the EKATA process and community mobilization works for smooth and effective implementation of community and Information Center based activities at the ground. CARE’s approach is designed to ensure that partnerships with targeted stakeholders include workers’ voices and influence business plans and practices, by building a cadre of competent and experienced women worker leaders. Dignified Work for All will promote the wellbeing of women workers by strengthening their capacities and increasing the leadership, representation and voice of women in Bangladeshi industry and society.
Technical Officer-EKATA and Community Mobilization will support in implementation of EKATA Sessions, ensure development and implementation of a community based activities closely with EKATA-Facilitators and Community Supervisors. S/he will be responsible for monitoring and following up EKATA Sessions, training activities and the participants. He/she will provide close support to EKATA Facilitators and Supervisors to ensure quality of EKATA. The Technical Officers will assist Technical Coordinator- EKATA in identifying and implementing strategies on the ground particularly with an aim to promote innovative solutions to ensure full participation of the project participants in community based session following the CARE Bangladesh guided COVID19 protocol. S/he will be responsible for all supporting community outreach and mobilization related activities of the project. |

- Ensure necessary logistic support to Community Facilitators and EKATA Facilitators for timely implementation of project activities.
- Assist in developing EKATA Facilitators and Community Facilitators capacity through training and providing ongoing support and guidance to staff in the field.
- Independently organize and facilitate community-based activities such Financial Literacy training, Men Engagement Sessions, Community Talk show, campaign, training, workshops and make linkage with Local Counselors and service providers.
- Assist in developing activity plans and implementation of community engagement initiatives.
- Support to EKATA Facilitators for organizing information center-based activities properly and timely.
- Track regularly the progress of the training and center-based program vis a vis project target.
- Assist in ensuring that project guidelines, approaches and strategies are well understood by the field and Factory based staff are adequately supported in implementing approaches and strategies.
- Support provides to prepare the training materials for community.
- Monitor the training and session quality on a regular basis.
- Ensure the center wise progress report and capture the outcomes and changing factors.
- Support provides to capacity building of Community Worker Association (CWA) and Trade Union
- Conduct training and Refreshers for the EKATA Facilitators, partner staff and Community supervisor.
- Supervise and monitor the Women Friendly Space (WFS) activities and in persons to work with.

Responsibility # 2: Collaborate and network with Local Service Providers, Trade Union, Local Federations, CSO, LGIs, formal and informal sectors, vocational training centers, partners etc. those who are working with RMG sectors. |

- Work closely with Technical Coordinators-EKATA and Deputy Project Directors to develop effective relationship with Local Service Providers, Trade Union, Local Federations, CSO, LGIs, formal and informal sectors who are working on career advancement of RMG workers.
- Work closely with Trade Union and Local Federations for promoting collective voice, leadership, and representation of women to ensure rights and entitlement.
- Identify issues that require greater support in career advancement for women workers.
- Organize periodic learning, reflection and sharing events with EKATA Facilitators and Partners.
- Contribute to building capacity of partner staff, EKATA Facilitators and Community Worker’s Associations.

Responsibility # 3: Development of capacities of CARE and PNGO staff in the area of M&E. |

- Prepare M&E capacity development strategy and operational plan with specific activities, timelines and estimate budget.
- Organize workshop and refresher courses for capacity-building for existing and new staff members based on resource availability.
- Frequently assess for and identify capacity gaps and provide relevant remedial action to concerned staff/team related to M&E.
- Ensure that project staff and specifically the M&E team are up to date on key reporting and M&E guidelines from donor/CARE and GoB.
- Ensure that PNGO staff have sufficient knowledge and skills on all tools, equipment, and procedures to effectively implement their work.

Responsibility # 4: Guide and facilitate quality implementation of the capacity building initiatives through planning, monitoring and transforming the learning and recommendations into actions. |

- Assist in developing EKATA Facilitators and Community Supervisor’s capacity through coaching, mentoring and providing ongoing support and guidance to staff in the field.
- Assist in developing activity plans and implementing of the COVID sensitization training and community engagement initiatives.
- Assist in ensuring that project guidelines, approaches and strategies are well understood by the Partners staff, EKATA Facilitators are adequately supported in implementing relevant approaches.
- Work closely with TC-EKATA, DPD and other team members to develop modules for the project.
- Monitor and track the progress/achievement of planned community-based program.
- Ensure pro-active actions on addressing challenges in implementation of the training program in the factory and community settings.
- Ensure necessary logistic support for timely implementation of programs in factory and community.
- Facilitate innovations, maintain flexibility, and ensure learning culture to examine best practices around capacity building.

This is a Gazipur field-based position and will require the incumbent to visit the working areas under this project. |
V.Qualification: |
- 3 - 4 years of experience in Community engagement program, capacity development, program implementation, monitoring and developing training methodology and conducting training. Previous experience in promoting EKATA/P.A.C.E model will get preference.
- Master’s in social science or relevant subjects.
- Ability to team build and can perform well under pressure.
- Ability to coordinate with counterparts and other stakeholders.
- Good communication skill in both verbal and written in Bangla and English.
- Good interpersonal communication
- Experience of work with RMG workers and informal sector female workers.
- Creativity: Ability to think creatively and translate creative thinking in tangible outputs.
- Influencing: Ability to generate commitment and build consensus among others and gain their support.
- Proficiency in written and spoken English and Bengali.
- A true team player.
- Planning and Organizing: Able to define work goals and objectives and execute work-plans and contribute to the achievement of workgroup objectives.
- Other competencies include analysis, facilitation, networking, negotiation, and decision making.
- Computer knowledge & typing capability both in English and Bangla is highly required.
