CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.
CARE Bangladesh, a non-profit international development organization is implementing the USAID BIJOYEE Activity, a five-year project with a consortium of youth-led and youth serving organizations funded by the USAID. It aims to empower youth not in education, employment, or training (NEET) particularly young women and socially marginalized young people, by equipping them with market-oriented soft and life skills, resources and social capital for green and gainful employment and greater social and environmental impact. Strengthening youth ecosystem, organizational development support to national and grassroots youth organizations, incubation and start-up support to young entrepreneurs, youth inclusive policies and planning are some examples of key interventions of BIJOYEE to be implemented in urban/ per-urban areas in five hubs encompassing seventeen districts. Department of Youth Development (DYD) and relevant govt. and private sectors are strategic partners of this project.
CARE Bangladesh is hiring for the role of Senior Team Leader, under this project. The Senior Team Leader (STL) will serve as the technical lead of the USAID BIJOYEE Activity. S/he will lead a technical team of four including Youth Skills Specialist, Private Sector Engagement Specialist, Civic Engagement Specialist and Gender and Inclusion Specialist. The project aims to increase the meaningful participation of Bangladeshi youth within their communities and in the economy. This will be achieved through three objectives: 1) Improved youth access to equitable economic opportunities, 2) Strengthen youth-led organizations and 3) Reinforced local youth systems.
The Senior Team Leader will work under the supervision of the Chief of Party (COP) and provide the overall vision and strategic support to the PMU and hub-level teams in the areas of skills and employment, private sector engagement, civic action, gender and inclusion. STL will oversee the technical quality of activities across various levels and ensure the quality of deliverables as per the intended objectives as stated in the logical framework. The successful candidate should possess significant experience at the senior level with particular focus on managing youth skills and empowerment program, especially with USAID or other international donor-funded projects. |
II. Responsibilities and Tasks: |
- Develop strategies to increase sustained youth participation and leadership in political, electoral, and civic processes.
- Coordinate youth-focused special initiatives developed in BIJOYEE, such as youth advisory groups, dissemination of knowledge products, events for international awareness days, or other special programs.
- Guide the development and implementation of the BIJOYEE youth political inclusion learning agenda.
- Promote the implementation of USAID youth-centered priorities among stakeholders including BIJOYEE partners, implementers, and the YLOs.
- Build the technical capacity of BIJOYEE staffs, sub-grantees, and partners to design and implement youth skills and employability programming, civic engagement and youth system initiatives that integrate positive youth development, social behavior changes interventions, and intersectional and cross-sectoral approaches to youth empowerment.
- Provide strategic backstopping to the technical leads of BIJOYEE project
- Provide technical assistance to regional, technical, and administrative teams on effective approaches to promoting youth participation, social and economic empowerment and mainstreaming youth considerations into BIJOYEE project implementation and CARE’s internal and external policies and processes.
- Enhance the capacity of field staff and local partners to conduct youth-focused programming through training, information-sharing, and resource development.
- Work with the Project Management Unit of BIJOYEE and CARE Management Team to develop communications products that highlight BIJOYEE generated learnings that inform the donor and the community about effective programming practices and approaches related to youth political inclusion.
- Engage with key external stakeholders, including youth and inclusion points of contact at USAID, to keep up to date on emerging youth political inclusion trends and to communicate key aspects of BIJOYEE’s youth practice.
- Support the COP to promote a holistic skills development approach across BIJOYEE project.
- Fulfill youth-related reporting and other requirements as requested by USAID, including quarterly reports, annual reports, workplans, and data calls.
- Lead collaboration with CARE’s mentor pool and staff from different partner organizations to ensure a smooth implementation. .
- Foster cooperation and drive consensus by ensuring buy-in on consortium-level decisions pertaining to youth civic participation.
- Ensure strong collaboration with Livelihood and Governance initiatives of CARE’s Extreme Rural Poverty Program and along with USAID projects of CARE Bangladesh for alignment.
- Ensure that CARE’s PSHEA and Safety & security policies and procedures are applied to all program and staff operations.
- Promote a culture of reflective learning and adaptation across the broad spectrum of partnerships and project teams.

V. Qualification: |
- At least seven (7) years of relevant experience including programs focused on youth leadership and engagement, youth economic empowerment/workforce development, youth civic education, or civil society strengthening. USAID program management preferred.
- Master’s / bachelor’s degree in political science, international development, gender studies, or related field.
- Proven leadership in the management, implementation, monitoring, and evaluation of international donor-supported programs, with skills in strategic governance planning and thinking, management and supervision, and experience managing complex activities involving coordination with multiple program partner institutions.
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Experience in implementing a project’s vision, aligning key stakeholders with that vision and ensuring that vision is translated into achievable strategies.
- Experience in managing required programmatic reporting.
- Demonstrated commitment to gender equity.
- Demonstrated skills in adapting project team and scope to the rapid evolution of the context.
- Required oral and written fluency in English.
- Ability and willingness to travel as required.
