CARE Bangladesh is currently shifting towards a program approach, where it has developed longer-term impact visions to have more sustainable changes in the lives of the extreme poor and marginalized.

Data obtained from several secondary sources indicates that more than two million people from the host community population of Cox’s Bazar district have been directly or indirectly affected by the Rohingya influx, about 27% living in Maheshkhali, Kutubdia and Pekua, who are facing disruption on their day-to-day income-generating activities and regular livelihood. Recent research also supports the need for a comprehensive approach to build and improve resilience for the affected communities in Cox’s Bazar, emphasizing economic empowerment of refugee and host community women through home-based enterprises and value chain activities. Women living within these host community areas, especially the ultra-poor and those with disabilities are most vulnerable in this particular context. In the overall context of Bangladesh, women have less access than men to markets, assets, decision making and other livelihood opportunities, and are less resilient to disaster and health shocks. Current livelihood practices in these areas include agriculture, fishing, dry fish and other small-scale business; most of which have been negatively impacted due to the Rohingya crisis, impacting livelihoods of the host communities.

To address these problems in the host community areas, specifically for women, CARE Bangladesh, with generous support from World Food Programme, has undertaken EFSN (Enhanced Food Security and Nutrition) project. The project will help build their capacity and enhance skills, make behavioral change to achieve personal and social wellbeing, at the same time provide direct financial support for entrepreneurship and business development to ensure sustainable livelihoods. In addition to these interventions, this project will also work on improving household resilience and economic sustainability through financial inclusion, market linkage building and promoting collective action. This proposed project will engage with 15,000 extremely poor, marginalized and disabled women whose livelihood has been negatively impacted by the change happened in the local economy due to the Rohingya crisis.

Program Support Officer is responsible for supporting WFP EFSN Project for Administrative operations in compliance with generally accepted practices of CARE’s Financial, Administrative and Human Resources Policies and Procedures. He needs to be familiar with the CARE financial, vehicle, inventory, administrative and HR reporting system and    formats are essential.

II. Responsibilities and Tasks:

Responsibility # 1: Provide administrative and logistical support to programs
40%
  • Provide logistical support and make arrangements for different events, workshops, training and other tasks as required.
  • Ensure vehicle, accommodation, facilitation of donor visits, and project staff support (e.g. with HR, operational support, vehicle requests)
  • Track and ensure maintenance of project furniture, fixtures and IT equipment.
  • Maintain proper documentation and recording of files and information in hard and soft copy, including regular back ups, inventories stock reports.
  • Handle day to day support services requirements for the project staff, with special focus on program needs.

 

Responsibility # 2: Procurement, HR and Inventory Resource management

30%

  • Oversee the Field Office project procurement of including the preparation of the PA and subsequent follow up for procurement and ensure timely receiving of goods.
  • Work closely with HR department in recruitments, staff training & on other staff-related issues.
  • Analyze existing project budgets before the procurement.
  • Ensure full compliance with HR and Procurement manuals, and with donor requirements.
  • Ensure that the recording of all project materials is properly done.
  • Conduct the physical inventory for program materials and resources.
  • Initiate and process the disposal and turn over FF&E items according to the CARE Bangladesh existing policy and procedure.

 

Responsibility # 3: Provide budgetary support and ensure financial management

  • Review & check all project-related financial documentation, including bill vouchers, project advances, travel expenses and miscellaneous expenses, and ensure timely processing and payment.
  • Prioritize financial activities and ensure the financial support to the programs in an effective manner.

 

Responsibility # 4: Liaison and Coordination with other departments and organizations.

  • Maintain effective communication with support section of Cox’s Bazar Regional Office and all support of Pekua field Office to ensure timely supports for project activities.
  • Maintain contact with project Field offices at Upazila/Union regarding administrative, logistics and transport support.
  • Ensure transparent and efficient communication with field staff and others.

 

 


Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV. Qualification:
  • Bachelor/Master’s degree in business administration and equivalent subject.
  • 3-4 years practical experience in relevant field.
  • Should have the ability to conduct `budget management.
  • Should have knowledge of the basics of general administration.
  • Ability to plan and optimum use of available resources.
  • Sound knowledge on budget.
