CARE has been active in Bangladesh since 1949 and is one of the largest programs in the CARE confederation. Women and girls are at the core of all CARE programs because they represent half of the marginalized group, and it is not possible to overcome poverty until all people have equal rights and opportunities. CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extremely poor and marginalized communities.
Since August 2017, the heavy influx of Rohingya refugees into Cox's Bazaar has required an emergency response in accordance with CARE's humanitarian mandate to meet the needs of crisis-affected populations in the poorest communities. CARE is responding to the crisis in multiple sectors, such as GBV, SRH, WASH, and SMSD programming.
CARE is seeking an experienced and highly motivated Communications Manager who will be accountable to the Head of Cox's Bazar Regional Office. S/he will be in direct contact with the Strategic Communications Unit of the country office and will lead/work to produce various communication products for all the sectors in the Cox's Bazar portfolio, understanding donor and CARE's needs and peer activities in line with CARE's communication and advocacy strategy. The successful candidate will contribute by proposing new approaches toward maintaining and creating communications reflecting the values and impact of CARE and must be a highly motivated individual to communicate across cultures and social strata. |

Responsibility # 1: Approaches for communication |

- Develop and maintain a harmonized communication strategy aligned with the country office program strategy for the Cox's Bazar Regional Office in coordination and compliance with CARE's communication guidelines.
- Ensure tailored and adaptive approaches for communication with specific audiences.
- Monitor/use adherence to communication guidelines (such as logo, colors, templates, language, etc.) and keep track of the progress of communication strategy and action plan implementation.

Responsibility # 2: Coordination and networking |

- Take a leadership role in coordinating with internal stakeholders to ensure maximum visibility of program outcomes.
- Work closely with advocacy focal points for effective strategy rollout.
- Coordinate organizing of communication and advocacy events like seminars and workshops.
- Archiving communication and advocacy materials.
- Submission of visual content such as photos, videos, and field stories to the relevant authorities, including the central communications unit.
- Be the focal point of contact with CARE's Strategic Communication Unit.

Responsibility # 3: Content development |

- In coordination with the MEAL team and Information Management, develop infographics, factsheets, and other knowledge materials and update them periodically.
- Develop case stories and design creative communication materials on project activities for advocacy and dissemination, such as flyers, posters, booklets, or any other IEC/ BCC materials.
- Contribute to (and assist) developing quarterly/ annual/ final project reports.
- Translate complex messages and technical information into understandable and meaningful messages.
- Lead processes for producing high-quality content for media (print & electronic), social media, websites, and more.

Responsibility # 4: Media and visibility management |

- Initiate innovative ways of storytelling/communicating program outcomes and case stories for various platforms using websites, blogs, social media, etc.
- Coordinate with partner organizations' communication focal points to implement branding plans and contribute to policies and procedures to ensure proper branding and visibility at the desired level.
- Network, build, and maintain liaison with media representatives to ensure coverage of program activities and coordinate necessary visits.
- Contribute to the central media list and coordinate with the central comms team to leverage for coverage.

IV. Qualification: |
Education/training/experience
- Minimum 4 years of experience in relevant fields of work, e.g., communication, journalism, public relations, and media.
- Master's in Media, Communications, Advocacy, Sociology, Politics, or other relevant fields.
- Excellent interpersonal, communication, negotiation, and facilitation skills.
- Strong coordination, networking, and advocacy skills.
- Excellent verbal and written language skills in both English and Bengali (understanding of the Rohingya dialect will be an advantage).
- Excellent editing skills.
- Computer skills, including knowledge of relevant software, e.g., Microsoft Office and photo editing software.
