The position is designed to assist in the management of the program in Program, Finance & Administrative issues while carrying out his/her day-to-day responsibilities. In this position, he/she will be responsible for providing the C19RM Project staff with program, financial, administrative and logistic support for the project funded by Save the Children International and other funds assigned by the supervisor. Activities will include cash payment to PWID, filing; CDIC/DIC/Outlet staff salary payment, prepare financial status, advance adjustment, procurement, asset management, maintenance and reports related to the projects. He/she is responsible to check bills & vouchers for the project expenditures assist to management for the same payment and maintaining records of expenses. He/ she is responsible to maintain working relationship with Program, HRD&M, ATSD, Finance and other CARE sectors and projects. He/she has to perform responsibilities in close collaboration with the Grants and Finance Manager and other program staff of C19RM and PWID NFM3 Project, Health Unit. He/ She will also provide guidance and training to the C-DIC/DIC/Outlet and Sub-Sub-Recipients (SSRs). |

- Staff recruitment at service center level as appropriate (as a board member).
- Coaching/ Staff Development at Service Center & SSR level staff on financial/ administrative issues.

| Responsibility # 2: Financial Activities |

- Assist to prepare of Project’s Donor budget in consultation with G&FM /TCs/TL
- Ensure advance to the project staff & SSR and make necessary arrangement for adjustment of their advance in time.
- Prepare Service Center staff salary statement and take appropriate measures for payment in time.
- Prepare Annual Procurement Plan.
- Perform monitoring and guidance to the SSRs to maintain financial procedure for their expenses.
- Performing close monitoring and tracking of budget expenditures with CBDO finance and budget section as well as partners
- Arrange payment to consultants, vendors and service providers, etc.
- Facilitate external audit, monitor through prepare financial statement; provide bill/ vouchers, documents, SR/SSR’s financial report, etc.
- Bill voucher cross verification with the vendor virtually/ physically.

| Responsibility # 3: Financial Reporting and Assist Administrative Activities |

- Assist G&FM for preparing the Donor(s) financial reports.
- Conduct physical verification of project fixed assets at various locations like Direct Service Center and Partners.
- Prepare Donor(s) fixed asset report with the assistance from Service Center and Partners.
- Taking note of the meeting and finalizing the minutes, especially any financial issues.
- Take care of project financial filing and ensure all financial documents are well organized.
- Visit to Service Center and assist to maintain financial records in an organized manner.
- Support the project in organizing the event.
- Drafting letters, applications, and other relevant documents for stakeholders’ communication.
- Ensure staff recruitment as per policy and preserve all necessary documentation for SR and SSR (if required).

| Responsibility # 4: Communication, Liaison and Preparing MOU |

- Maintain effective communication with other projects of the Health Unit and different sections at CBDO.
- Maintain effective communication with TCs and TL and donors (if required).
- Effective communication with Service Center and SSRs on financial and administrative issues matters.
- Maintain filing according to CARE's policies and procedures.

| Responsibility # 5: Oversee project activities |

- Ensure nutrition and social support list and make necessary arrangements to ensure error-free payment.
- Update full non-payroll staff list under PWID NFM3 and C19RM projects for additional allowance payment.
- Ensure logistic support to conduct the different events (payment to participants, vendors, and stakeholders for different campaigns, meetings, training, workshop, etc.)
- Processing PR against Project materials purchase.
- Prepare quarterly procurement report as per Donor prescribed Format.
- Oversee the procurement of project equipment, including the preparation of the PR and subsequent follow-up for procurement.
- Ensure and arrange adequate supplies of stationery and project materials and also procurement of training materials on time.
- Prepare six monthly procurement plans as per the prescribed format provided by Procurement Section.
- Prepare Goods Receive Note (GRN) for Health Unit

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems |
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole. |

| The Program Development Officer-Finance (PDO-F) will be reporting to the Grants and Finance Manager (G&FM), PWID NFM3 Project, Health Unit. |
| IV. Working Condition: |
| This is a CBDO based position but needs to visit PNGO/CDICs/DICs/Outlets (frequently). |
| V. Qualification: |
- Master’s degree in accounting/finance/economics/MBA/other related discipline with
- 3 to 4 years’ of relevant experience.
- Should have knowledge of financial operation and management.
- Good knowledge on budget preparation and tracking.
- Fairly communication skill in both verbal and written in English and Bangla.
- Computer skills on MS word, Excel, Power point
