There is a continuous new influx of refugees resulting in an increase in population at multiple sites, which is overloading existing WASH facilities due to heavy use. Settlements are expanding quickly, with many more people still searching for space to make temporary shelters. There are acute humanitarian needs in the new settlements, especially for emergency/lifesaving WASH support. The shortage of WASH facilities has also raised the risk of AWD outbreaks.
CARE Bangladesh will implement the ‘Provision of life-saving WASH services to the Rohingyas refugee population in Camp-15,16 Ukhia sub-district, Cox's Bazar district’ with a project funded by UNICEF. The location of the project is Ukhia Upazila under Cox’s Bazar district.
The Technical Manager – Wash is responsible for strengthening the technical capacity of the Infrastructure Officers (IOs), Water Quality Testing Officer, Project Officers (POs), Field Facilitators (FFs), and other peer-level staff in the Implementation of WASH components in the FDMN camp in Cox’s Bazar District under UNICEF, DFAT, and CI supported Program. The Technical manager will prepare Drawing Design and BoQ for WASH Infrastructures, the modules, guidelines, and other Information, Education, and Communication (IEC) and Behavior Change Communication (BCC) materials related to camp-based WASH activities. S/He will be responsible for providing support for the construction of water and sanitation establishments in different refugee camps. He/she also monitors, follows up, and maintains the quality work of the construction of WASH facilities. |

Responsibility # 1: Development and Implementation of Technical Strategies and Guidelines |

- Considering the overall strategies, the local context and dynamics develop the guidelines and capacity-building modules for the WASH activities that will be done at the camp level.
- Under the leadership of Sector Lead-WASH/Program Manager-WASH and other peers, develop strategic and operational plans to strengthen the WASH in the camp and host community agenda in the region.
- Produce and disseminate all the IEC/BCC materials related to WASH activities.
- Develop and share the different training materials and posters relevant.

Responsibility #2 Capacity building of the concerned stakeholders (Local Private Entrepreneurs, Mason Groups, Camp Authority, WASH Focal Point) for quality construction and proper functioning of WASH facilities at camp and host community |

- Developed a better understanding of drawing, specification, and construction process in the BOQ (bill of quantities) among Local Private Entrepreneurs, WASH.
- Sector/cluster /PIC and Masons by training/ orientation/ coaching.
- Orientation/training reports to impart knowledge and skill on proper operation and maintenance of WASH facilities at camp and host community.
- Maintain regular contact with the Local Entrepreneurs, Union Parishads, CiC, WASH Sector, and DPHE for the proper functioning of WASH facilities at camp and host community.

Responsibility# 3 Ensures the implementation process for the installation of WASH facilities in the camp and host community considering the phenomenon of geohydrology and targeted beneficiaries of the intervention areas. |

- WASH facilities construction plan at the camp and host community is developed and approved before implementation starts:
- Appropriate drawing, specification, and cost estimation on the construction of WASH facilities based on set criteria of the project is finalized and approved.
- Implementation of WASH facilities is achieved to a high-quality standard with effective and timely expenditure and produced deliverables.
- Camp/host community has a comprehensive work plan with the Head Mason/Contractor for the construction works.

Responsibility# 4 Ensures comprehensive and effective monitoring for the high quality of construction works and performance installed WASH facilities at Rohingya camp and host community level following corporate guidelines. |

- Periodic reports on the supervision and monitoring of the quality of the construction works as per the agreed technical drawing and standard in the Bill of Quantities (BOQ).
- Reports on inspection/checking the quality of the construction materials and each component of the construction works as per BOQ.
- Approved simple construction monitoring tools and performance monitoring of WASH facilities for School authority is in place before implementation.
- Team Office level MIS is updated with generating information from monitoring for management decisions.

Responsibility # 5: Support to Sector Lead-WASH for preparing quality donor reporting on WASH facilities at camp and host community as per guideline |

- Support Sector Lead-WASH/Program Manager-WASH, in preparing monthly/quarterly progress reports with qualitative and quantitative information on the ongoing construction works of the Project.
- Construction completion reports of WASH facilities and the final report with qualitative and quantitative information on WASH facilities of the project.

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems |
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. V. Qualification: |
- BSC in Civil engineering.
- Five years of professional experience in the construction, WASH (Water, Sanitation, and Hygiene) or protection wall or relevant construction work.
- Good understanding of Community contracting or LGED and DPHE contract system and manual Should have experience in WASH programs experience.
- Should have a good understanding of Auto-CAD, and MS Office tools.
- Good small-scale construction knowledge.Expert in producing community contracts.
- Good communication skills in both English and Bangla.
