CARE Bangladesh, a non-profit international development organization, is implementing a five year long project on Community Nutrition and Health Activity (CNHA) supported by USAID. Under this CNHA, CARE Bangladesh will work with different ministries specially MoHFW of the Government of Bangladesh (GoB) at the national, regional and local levels, to improve nutrition status though strengthening community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the Nutrition Committees at the district, upazilla and union levels – focusing on community health system and strengthening Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government line departments, and from the private sector. This project will replicate proven best practices to scale up innovative local governance models for better nutrition outcomes by transforming UDCC to nutrition outcome. Digital solutions related to health and Nutrition services is one of the key strategies to improve nutrition. The project intends to impact on several of the core challenges faced by selected districts in North, Haor, Padma Basin and Coastal of Bangladesh.  

The Senior Finance Officer is entrusted with the overall responsibility of Partners members at local level fund Management (budgeting, disbursement, adjustment, checking and monitoring of accounts and financial operation system). The incumbent is responsible to ensure the compliance of USAID and CARE's policy/procedures in project operation and expenditure. S/he is responsible that all Partner NGOs/Consortium members and project staff oriented and followed policies and procedures defined by the USAID and financial management at all levels.

The Senior Finance Officer is responsible to ensure effective use of the sub-grant money. S/he will develop a mechanism of tracking expenditures and will also closely work with CARE’s core finance team, STL to review performance against program and expenditure targets--thus enable the CNHA project team to take evidence-based decisions. The incumbent is responsible for ensuring support for financial report preparation, analysis, and monitoring of project budget (Annual and Multi-Year) including pilot initiatives. The responsibilities may be revised as per project requirement as and when necessary.

II. Responsibilities and Tasks:  

  • Ensure Preparation of Project Budget and  look after Project  fund management  in accordance with Donor/Mission guideline
  • Ensure timely support to the Partner NGOs/Consortium members for their financial management and compliance.
  • Conduct regular monitoring of expenditure trend of the project and Partner NGOs in accordance with approved budget.
  • Ensure financial support to project team for smooth implementation of project activities.
  • Communication, networking, and reporting.
  • Provide training support to the Partners and support Project implementation team (if needed).

Grants and Finance Coordinator of this project

IV. Working Condition:  

The position based in CARE Bangladesh Dhaka Office with a provision of spending 40% of total time at field.

  • Qualification:  
  • Master’s degree in accounting/Finance/Business Administration.
  • Minimum 3-5 years practical experience in relevant field.
  • Should have the ability to conduct cost analysis.
  • Should have knowledge of financial operation and management.
  • Good knowledge on budget preparation and tracking.
  • Excellent computer skills especially in MS Excel and experience with using email.
  • Excellent oral and written English skills.
