CARE Bangladesh, a non-profit international development organization, is implementing a five year long project on Community Nutrition and Health Activity (CNHA) supported by USAID. CARE is hiring the Manager - Training and Advocacy for this project. Under this CNHA Project, CARE Bangladesh will work with different ministries specially MoHFW of the Government of Bangladesh (GoB) at the national, regional and local levels, to improve nutrition status though strengthening community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the Nutrition Committees at the district, upazilla and union levels – focusing on community health system and strengthening Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government line departments, and from the private sector. This project will replicate proven best practices to scale up innovative local governance models for better nutrition outcomes by transforming UDCC to nutrition outcome. Digital solutions related to health and Nutrition services is one of the key strategy to improve nutrition. The project intends to impact on several of the core challenges faced by selected districts in North, Haor, Padma Basin and Coastal belt of Bangladesh.
The Manager – Training and Advocacy is one of the key and strategic positions in the project at Cluster office with overall responsibility to work with local government structures at all levels – district, upazila and union, to build capacities of Core Team, DNCC, UNCC, UDCC and Community Groups for effective implementation, responding to the needs of communities and monitoring progress in nutrition outcomes. And also responsible to build capacities of LNGO and GoB frontline health and family planning staff. S/he will be responsible for working closely with partner organizations to support on mutli-sectoral capacity building at Union, sub-district, and district level government officials and other relevant stakeholders.
The incumbent will be responsible in building capacity of community support group to engage effectively with government systemic structures at the union, upazila and district level. He will be responsible for building the capacity of community support groups in utilizing community score card in nutrition services and ensure findings are influenced in nutrition action plan. The Manager- Training and Advocacy. will work under close supervisor of Cluster Coordinator and take shoulder any pragmatic activities for greater success of the project assigned to him by Cluster Coordinator. He/she will make friendly relation and work in collaboration with peer colleagues including consortium and LNGO and maintain team spirit for success in ultimate nutrition outcome. He/she will done all his/her responsibilities by cascading and skill transformation to LNGO’s and Consortiums staffs and down streaming through them. |
II. Responsibilities and Tasks: |
- Prepare training and advocacy plans for cluster level.
- Organize capacity building training, budget preparation and facilitator assignment.
- Develop, adopt training modules, guidelines and develop facilitator pool at cluster level with the combination of GoB, Consortium staffs and LNGOs staffs.
- Facilitate training, advocacy workshop, dissemination on nutrition intervention, study report as per project need.
- Organize cross learning and monitoring of nutrition intervention for stake holders.

III. Reporting to: |
Manager -Training and Advocacy will reports to Cluster Coordinator and work closely with Senior Technical Specialist – Capacity Building, peer colleagues, relevant partner organization and Cluster Coordination Committee. |
IV. Working Condition: |
The incumbent will be based in Cluster Office, spend 60% time in the field and maintain regular communication with project coordination unit. |

- 3 to 5 years of relevant work experience, incl. capacity building, facilitation in local and regional health and nutrition projects and projects.
- Masters in social science, Nutrition and relevant fields.
- Profound technical expertise and work experience in local and regional nutritional development, local government, Private sector, Nutrition and food security, and investment climate and related fields.
- Committed to achieving results in time frame and under time pressure.
- Sensitivity to political issues; knowledge of political and governance structures in Bangladesh is a necessity.
- Proven track record in developing curricula, training and process manuals and toolkits in the field of health and Nutrition development.
- Experience on partner management
- Excellent computer skills especially in MS Excel and experience with using email.
- Excellent oral and written English skills.
