CARE Bangladesh, a non-profit international development organization, is implementing a five year long project on Community Nutrition and Health Activity (CNHA) supported by USAID. Under this CNHA Project, CARE Bangladesh will work with different ministries specially MoHFW of the Government of Bangladesh (GoB) at the national, regional and local levels, to improve nutrition status though strengthening community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the Nutrition Committees at the district, upazilla and union levels – focusing on community health system and strengthening Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government line departments, and from the private sector. This project will replicate proven best practices to scale up innovative local governance models for better nutrition outcomes by transforming UDCC to nutrition outcome. Digital solutions related to health and Nutrition services is one of the key strategies to improve nutrition. The project intends to impact on several of the core challenges faced by selected districts in North, Haor, Padma Basin and Coastal of Bangladesh.
The Cluster Coordinators are responsible for offering Cluster/field level project implementation support to partners and GoB departments. He/she will manage a technical team based in cluster of CARE Bangladesh, and maintain collaboration, coordination with consortium technical staffs based at clusters. And the technical team provides technical support to local level implementing partners for smooth operation of CNHA project at sub national level. He/she will prepare Detail implementation Plan (DIP) jointly with collaboration of consortium members, local partner and GoB. Oversee compliance and grants management activities at the field office that involve ensuring proper financial planning, budget monitoring and accuracy of the financial information that relates to Program. The incumbent will lead the regional CNHA grant management support to regional management and partners and coordinate with the support/administration team in the regional office to ensure proper financial management and sub grant management in the program implementation. The incumbent will plan and lead partner capacity building initiatives in proper fund management, procurement, and ensure proper utilization of fund. He will provide technical assistance on review monthly progress and financial reports, guide for proper clarifications against under/over achievement against budget, work on bimonthly fund disbursement and timely adjustment of sub-grant advance.
Will ensure program compliance (donor, GoB, organizational) for both PNGO and CARE offices and support to ensure Government policies associated with program implementation. He/she will act as cluster resource person of donor compliance and respond to queries of donor on sub grant compliance issues. S/he is trusted to ensure adherence to donor and program policies of control and fraud prevention to avoid risk associated to non-adherence to these policies. |
II. Responsibilities and Tasks: |
- Support and guide ensure implementation of quality program at cluster level.
- Facilitate and lead the initiative to capacity building of cluster based staffs from CARE BD, Consortium staffs and local partners in the areas of CNHA results.
- Facilitate Coordination of Field Level Activities among the consortium partners and local partners
- Facilitate ensure efficient resource Management and generate impact (funds, products, human)
- Facilitate effective Information & Communication Management and effective networking and collaboration among the SH’s
- Learning, sharing and coordination with program staff and stakeholders.
- Facilitate to prepare annual planning, monitoring and reporting mechanism.
- Ensure program compliance to USAID, CARE and Government policies in field operation

This is a position based at Field/Cluster Office(Rangpur, Kishoreganj, Madaripur and Patuakhali Field Offices). Works in very strict donor compliance requirement. Requires agility to prevent risk associated with being non-compliant in program implementation. |

- 5 to 7 years’ relevant experience, of which 3 years (preferably) in Health and Nutrition program planning and implementation.
- Master’s degree in development studies/Sociology/Nutrition or any related discipline.
- Strong knowledge and skill of project management.
- A good conceptual understanding of Health system, National Nutrition Policy, NPAN2 in Bangladesh.
- Conceptually strong to understand and analyze program strategies and the underlying causes of malnutrition including gender dimension.
- Experience of working with communities in participatory approaches and conceptually strong in implementing program through partnership with local NGOs.
- Good networking and liaison skills with counterparts and partners.
- Experience in budgeting and project/budget monitoring.
- A good understanding of USAID rules and regulations.
- Analytical and report writing skills.
- Excellent computer skills especially in MS Excel and experience with using email.
- Excellent oral and written English skills.
- Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
