Position Title: Deputy Chief of Party

Project: Anticipated USAID-funded Accelerating Reductions in Adolescent Childbearing Activity in Bangladesh

Number of Positions: 01

Location: Based at CARE Bangladesh Dhaka Office

Duration: Duration of the contract will be for five (05) years.

CARE seeks a Deputy Chief of Party for the anticipated USAID-funded Accelerating Reductions in Adolescent Childbearing Activity in Bangladesh. This activity will support efforts to curb adolescent childbearing and early marriage in Bangladesh by addressing gaps and investing in Sexual and Reproductive Health (SRH) of adolescents ages 10-14. The project will support four key objectives: 1) increased ability of adolescents to exercise their right to delay marriage and early childbearing; 2) strengthened social support to delay marriage and early childbearing; 3) strengthened essential services for adolescents and their families; and 4) institutionalized effective solutions. 

The DCoP will support the Chief of Party (COP) to provide overall technical leadership and operational oversighted for the anticipated activity. They will take ensure technical coordination and administrative efficiency to implement high impact, proven interventions, while ensuring that the project meets stated goals and reporting requirements. The DCOP will assume the responsibilities of the COP in their absence.

II. Responsibilities and Tasks:

  • Support the COP in day-to-day program management and serve as Acting COP in their absence. 
  • Coordinate technical inputs on project activities. Hire and supervise technical staff, perform quality control, and ensure appropriate collaboration with partner project teams. 
  • Oversee fulfillment of all contract deliverables including technical and administrative reports. 
  • Manage and supervise the work of project team members, subcontractors, and expert consultants to achieve relevant project objectives and targets and ensure timely implementation of designated activities. 
  • Ensure project activities comply with donor regulations, project management policies, and CARE Bangladesh rules and regulations. 
  • Oversee activity monitoring, evaluation, learning and adaptation. Share information across the consortium to promote shared learning and shared leadership.     
  • Create management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs. 
  • Communicate, implement, and ensure adherence to CARE and project policies, guidelines, and values; develop staff skills and knowledge; and facilitate supervise success and professional development whenever possible.
  • Promote a team approach that emphasizes high-level performance, creative approaches, adaptive feedback and achievement of project goals in a cooperative, collegial atmosphere.    
  • Establish and maintain cooperative relationships with key stakeholders, including government counterparts, grantees, private sector, and implementing partners. 
  • Manage, supervise, and mentor project technical staff across all offices in Bangladesh.  
  • Coordinate regularly with the COP on technical management and decision-making.

Qualification:
  • Minimum of 8 years of progressively responsible experience in international development as Deputy Chief of Party, Project Director or senior management experience on child marriage, adolescent empowerment, and/or sexual and reproductive health projects. 
  • Masters or equivalent degree in related subjects.
  • Deep technical experience and understanding of child marriage, adolescent empowerment, SRH, and maternal and child health, and health systems strengthening programs targeting adolescents.   
  • Experience with monitoring and evaluation; ability to produce and disseminate high quality written qualitative, quantitative, and narrative deliverables. 
  • Experience managing USAID cooperative agreements and/or contracts as well as the implementation of donor priorities including localization preferred. 
  • Experience managing complex activities involving coordination with multiple program partner institutions and consortium with a range of roles and capacities. 
  • Demonstrated commitment to principles of Gender Equity, Diversity, Belonging and Inclusion with particular emphasis on youth participation and voice.  
  • Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH). 
  • Experience managing required programmatic and financial reporting requirements.  
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. 
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills. 
  • Experience recruiting, developing, and managing staff and teams. 
  • Fluency in written and spoken English.  
  • Previous experience in project country and/or comparable international experience.
