CARE Bangladesh, a non-profit international development organization, is implementing a project title Joint Action for Nutrition Outcome (JANO). CARE is currently looking for a Monitoring & Evaluation Coordinator for this project. Joint Action for Nutrition Outcomes (JANO) is a five-year project, funded by the European Union (EU), with co-funding from the Austrian Development Agency (ADA) and implemented by CARE as consortium lead, Plan International, and ESDO, which started its operations in September 2018. The project is working at the national, regional, and local levels of the Government of Bangladesh (GoB) to support the effective implementation of the National Plan of Action on Nutrition (NPAN)-2 and subnational nutrition action plans, to improve the nutritional status of Pregnant and Lactating Women (PLW), children under five years of age, and adolescent girls and boys through a multi-sectoral approach. Activities are implemented in Rangpur and Nilphamari Districts, covering 64 unions in 7 Upazilas over the period of 2018-2023. 

The position will lead the design and implementation of Monitoring, Evaluation and learning system. S/he will also be responsible for capturing project learning, information, research, evaluation, and synthesis for project improvements and learning. S/he is responsible for rolling out M&E and eventually establishing an effective M&E strategy and systems within the project. S/he will provide guidance to design the comprehensive MIS for progress tracking over key project-level indicators. He will also initiate data quality assessment process to ensure quality data that feed into further improve project planning and program effectiveness. He will work closely with partners to build staff capacity and establish a culture of sharing and learning with other stakeholders. S/he will also contribute to the design and assist in managing project-level assessments and evaluations and promote a culture of evidence-based decision-making.  S/he will manage financial matters regarding the Monitoring and Evaluation of JANO project and will work closely with consortium colleagues to allow for smooth implementation of the M&E strategy and rapid uptake of learning and translation into dissemination materials. S/he will assist STL in preparing donor reports and producing monitoring and other periodic reports.

S/he will report directly to Senior Team Leader and liaise on a regular basis with CARE Bangladesh PEARL team to ensure strategic alignments to CI 2020 impact indicators.

Responsibility # 1: M&E System update and Roll-Out.

20%

  • Lead in designing project’s M&E system by working closely with partners, Project Technical Team and CAREBD’s PEARL team.
  • Lead and establish M&E policies, protocols, tools, standards, reporting guidelines and specifications, oversee their implementation, roll out and monitoring compliance.
  • Monitor the performance and management of M&E across project delivery.
  • Data quality assessments/data audit to ensure better data collection and use of quality data to feed into project development and decision-making process.
  • Work closely with partners and the field to establish reporting processes to ensure that all information and data is collected, documented, and collated in an accurate and timely manner.
  • Ensure the MIS and M&E systems produce information catering to the needs of different Project staff, as well as other important stakeholders such as EC, GoB, peers, and partners.
  • Guide for the development of comprehensive MIS to provide necessary advice to the MIS/M&E person to design suitable interface and system management relating to project MIS
  • Work closely with the PEARL team to ensure CARE International’s impact indicators and corresponding measurement mechanism is incorporated in the M&E plan.

 

Responsibility # 3: Research and Evaluation

20%

  • Lead the process of designing and implementing project studies and endline evaluation of the project.
  • Lead the work with evaluation partners on designing the instruments to collect data as a part of the impact evaluation to ensure that all data needed are collected.
  • Synthesize findings from research (baseline, end line, and other research), MIS tracking and regular monitoring on a regular basis to demonstrate this project as a comprehensive intervention to wider people. 

 

Responsibility # 4: Development of capacities of CARE and PNGO staff in M&E.

20%

  • Prepare M&E capacity development strategy and operational plan with specific activities, timelines and estimate budget.
  • Initiate actions and apply multiple approaches and modalities for developing staff capacities like on-the-job training, mentoring distance learning, and rotations.
  • Organize workshops and refresher courses for capacity-building for existing and new staff members based on resource availability.
  • Frequently assess for and identify capacity gaps and provide relevant remedial action to concerned staff/team related to M&E.
  • Ensure that project staff and specifically M&E team are up to date on key reporting and M&E guidelines from donor/CARE and GoB.
  • Ensure that M&E staff have sufficient knowledge and skills on all tools, equipment, and procedures to effectively implement their work.

 

Responsibility # 5: Contribution to planning and coordination     

15%

  • Assist project management in developing project’s APO and preparing budgets.
  • Maintain close communication and coordination with project implementation team while preparing annual project implementation plan.
  • Ensure functional coordination with partner-level M&E and other project staff.
  • Participate in and contribute to other activities for better coordination and enhanced impacts of the activities (joint events, training, workshops, etc.).

 

Responsibility # 6: Knowledge Management, Learning, Communication and Dissemination

25%

  • Lead the process of preparing learning briefs from major evaluation or research activities conducted by the program.
  • Explore other creative options for disseminating learnings consolidated by different programs with a view to enhancing CARE’s visibility and profile as a learning organization.
  • Monitor and review regular sources of information and data from the Monitoring, Evaluation and Learning (MEL) team required for the regular updating of information and knowledge products, e.g. quarterly reports and annual results reports. 
  • Support the preparation of annual learning reports and events, highlighting key learnings documented across different interventions.
  • Documentation of all key activities and learning points for programs and stakeholders' use to facilitate replication of good practices and learning.
  • Lead and manage project staff to document and share project learning, innovations, and results.
  • Work closely with the Consultant- ICT and Knowledge management to communicate project learning (through document sharing, presentations, etc.) internally and externally.
  • Coordinate with project staff to ensure that lessons learned are properly documented and are incorporated into project implementation and design.
  • Spread information relating to the outcome of evaluation and research widely-in particular to government and other development actors and academics.

 

Responsibility # 7: Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

 

  • As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting.   • Reporting:  

The M&E Coordinator reports directly to Senior Team Leader.

  • Working Condition:  

The M&E Coordinator is based at Dhaka, with approximately 40% field travel.

  • Qualification:  
  • Minimum 7 - 8 years of professional experience in a technical management position in M&E, Information Management, and Learning.
  • Sound knowledge and experience of nutrition/health/food security programming and its challenges (situations where populations suffer from medium to long-term chronic food insecurity and recurrent economic or social vulnerability).
  • Proven skills in M&E, research, and knowledge management in an INGO or research institution at the field and country levels. Prior experience in delivering large-scale nutrition, food security, or multi-sectoral, multi-donor funded projects such as EC, DFID, USAID, etc.
  • Proven experience with different methodologies in project monitoring, learning, knowledge management, review and evaluation, including setting of indicators and collection, analysis, and presentation of data relating to project work.
  • Strong knowledge of the Bangladesh context and priorities in nutrition/FSL and health.
  • Master’s degree in statistics, economics, population science, or another analytical field is desired, other may be considered with requisite qualifications.
  • Good knowledge of software packages, especially statistical packages, MS office.
  • Clear understanding and practical experience in EC and reporting requirements, guidance and compliances.
