CARE Bangladesh, a non-profit international development organization, is implementing numbers of projects under its Dignified Work Program. CARE is currently looking for Technical coordinator – Capacity Building  for its Collective Impact on Future of Work in Bangladesh Project under Dignified Work Portfolio to contribute the area of capacity building in this project as well as other project of Dignified Work Program. CARE’s approach is designed to ensure that partnerships with targeted stakeholders include workers’ voices and influence business plans and practices, by building a cadre of competent and experienced women worker leaders. Dignified Work for all female workers and to sustain the economic and social empowerment of women workers and to enhance their readiness and preparedness to tap new and different opportunities of work in future

Technical coordinator – Capacity Building will be responsible for developing and executing capacity building plan for project staff. S/he will be responsible for ensuring that staff are well equipped to apply gender transformative approaches in the project. She will be responsible for contextualizing CI approaches and strengthening curriculums in terms of gender responsiveness. S/he is expected to provide technical guidance and prepare training manuals and program guidelines to ensure that all guidelines, program messages, manuals meet the quality standards of gender transformative and social norms approaches. S/he will also be responsible for developing and executing strategies to foster staff transformation. The incumbent will also be responsible for developing tools of analysis, planning and implementation to mainstream gender equality. This position will take a lead role in ensuring capacity of the staff on gender mainstreaming and gender transformative facilitation in implementing the project.

S/he will be also responsible to help female workers access leadership roles through aspiration workshops. S/he will work to design and help factory management in building systems and policies for capacity building of women workers and their career advancement. S/he will also follow the programmatic and financial policies and principles of CARE Bangladesh. S/he will ensure that the project implementation plans are developed and executed effectively and on time. S/he will ensure necessary support for all team members including trainers so that project outputs/deliverables can be achieved on time. The incumbent will also provide necessary support to M&E officer for ensuring progress and quality monitoring systems for the project and provide support to TC-Knowledge management and Communication for capturing the project learning and sharing with internal and external stakeholders. S/He will maintain liaison with both internal and external stakeholders especially with factory management, HR, BGMEA, NGO counterparts and other relevant stakeholders.

S/he will also be responsible for undertaking capacity building initiatives of the ‘Dignified Work’ Portfolio as a thematic focal point for other projects under the theme.

The Technical Coordinator – Capacity Building will work with the guidance of Senior Team Leader-Collective Impact on Future of Work in Bangladesh and is expected to advise the Senior Team Leader (STL) on about TNA of the staff members, figure out plans and their execution as per the project implementation approaches. She will uphold CARE Bangladesh's values and ensure programming and organizational principles.

Responsibility # 1: Guiding/developing technical materials (training guidelines, manual, etc.)

  • Develop technical guidelines, training modules and guide project staff to implement the project related strategies and activities that meet quality standards and enable consistent implementation of quality standards.
  • Develop basic training, advance training for the factories under intervention, involving gender transformative approaches.
  • Provide thematic and mentoring support to trainers of the project in developing gender-transformative factory management training materials and support strategies for adoption within the project with quality standards.
  • Develop guidelines/tools for training in the industry level and community training/sessions.

 

Responsibility # 2: Develop and Implement Capacity Building strategy for CARE-Bangladesh Staff

30%

  • Develop capacity building strategy for the project in detail and develop year-round plan for providing training to the project staff.
  • Facilitate the process of continuous capacity building of field-based staff and ensure training on Women and Empowerment & GED approaches
  • Assist field implementation team to identify mechanisms/best practices/instances for supporting women to advance careers
  • Provide regular technical assistance to the CARE staff with feedback to identify gaps and further improvements in training specific areas for the women-centric interventions.
  • Provide recommendations on capacity statement on a regular basis.

 

Responsibility # 3: Mainstreaming gender in project planning, implementation, and monitoring

  • Support TC (Knowledge Management and M&E) in designing gender inclusive M&E System.
  • Develop WE & GED assessment tools of analysis, planning and implementation to mainstream gender equality.
  • Present the gender strategies, tools, formats and guidelines to the relevant donors and stakeholders to ensure buying-in.
  • Assist project staff to document the implementation process and case studies to capture the best practices relating to WE and disseminate to the relevant stakeholders.
  • Support to present best practices through preparing cases.

 

Responsibility # 4 : Lead to Conduct Training and Workshop in Factories/communities and project trainers

10%

  • Support HR consultant to identify women with potential to be promoted in working factories.
  • Lead development of capacity building strategies for factory based career advancement and training programs.
  • Develop modules & training materials to conduct training for the factory workers.
  • Conduct TOT of HR person / project trainers to deliver the capacity building initiatives for factory workers

 

Responsibility # 5: Facilitate to ensure Enabling Environment in the factory by working with respective stakeholders.

  • Identify appropriate and influential management staff other stakeholders to ensure support and collaboration of key stakeholders.
  • Work closely with key stakeholders within factories/Communities to ensure an enabling environment for women workers.
  • Facilitate conversations with key stakeholders to help change social norms.
  • Assist HR persons/consultant to carry out review of their current HR systems and identify gaps and actions.
  • Update CARE international about project activities.
  • Coordinate among the factories, CARE Bangladesh and Global Teams in relevant areas.
  • Develop and maintain professional, formal and functional relationships with key stakeholders relevant to women empowerment through workforce engagement.
  • Establish good linkage and coordination with industries, health and legal service providers, community people, local government and other local civil society organization and stakeholders.
  • Represent CARE in relevant meetings and workshops organized by partners, other civil society organizations and networks and government.
  • Share project level learning, best practices and experiences in different forums and with concern line agencies.
  • Conduct workshops with workers, factory management and workers committee to ensure women workers in a leadership position.

V.            Qualification and Experience:

  • 5-6 years proven knowledge/experience on programs/projects specifically focused on gender equality
  • Knowledge and skills in developing training curriculum/modules particularly in the context of female workers in the formal sector such as RMG
  • Masters in Social Science from a reputed university (Masters on Gender Studies and Law will be preferred)
  • Very good understanding of current thinking on gender transformative approaches, labour rights especially women worker rights, gender sensitive industrial relations in line with Bangladesh Labour Act and relevant UN and international labour standards.
  • Experience in working with women workers issues in RMG and knowledge on the ecosystem of the sector
  • Strong preference for the candidates with experience of coordinating/facilitating trainings in garment industries.
  • Experience of work on capacity building particularly on HR systems.
  • Experience in supporting women into leadership roles in labour intensive factories i.e., garment and textiles.Good skill in communication, networking, and liaison with local counterparts.
  • Training and facilitation experience.
  • Experience in data collection.
  • Knowledge on budgeting and expenditure monitoring.
  • Computer skills on MS word, Excel, Power point.
