Duration: Duration of the Contract will be up to 29th February 2024 with possibility of extension.

There is continuous new influx of refugees resulting in increase in population at multiple sites, which is overloading existing WASH facilities due to heavy use. Settlements are expanding quickly, with many more people still searching for space to make temporary shelters. There are acute humanitarian needs in the new settlements especially for emergency/lifesaving WASH support. The shortage of WASH facilities has also raised the risk of AWD outbreak.

CARE Bangladesh will implement the ‘Provision of life-saving WASH services to the Rohingyas refugee population in the Camp-15, 16 Ukyhia sub-district, Cox's Bazar district’ with a project funded by UNICEF. The location of the project is Ukhia Upazila under Cox’s Bazar district.

The Project Officer – Hygiene Promotion contributes to the maintenance of hygienic conditions in camp and/or non-camp settings through conducting assessments on personal and environmental hygiene, identifying key issues and planning hygiene promotion activities, supervising Field Facilitator- HP in hygiene activities, and training/leading a variety of hygiene promotion activities. Daily, the Field Facilitator- HP reports directly to Technical Manager- Hygiene Promotion and supervises the daily activities of the Field Facilitator-Hygiene Promotion.

II.         Responsibilities and Tasks:

Responsibility # 1: Supervise filed implementation team and provide technical support elaboration of hygiene promotion material

  • Lead the field WASH sector project team (Community Mobilizers, Community Volunteers) in the field level.
  • Identify the most appropriate message regarding the target population.
  • Write clearly and understandable message.
  • Evaluate the necessary material needed for a campaign/activity.
  • Assist the Technical Manager to delivering comprehensive training programs on WASH User Groups/Management committee at the Camps, behavioral change communication, collective action etc. 
  • Prepare and follow a detailed implementation work plan and maintain regular tracking with necessary adjustments to ensure timely completion of all Lifesaving WASH services activities.
  • Extend technical support to the community mobilizers, as and when required.
  • Arrange and participate in the Camp level CiC coordination meeting and share the community regular update.

 

 

Responsibility # 2: House to house visit and hygiene campaign

  • Execute work plan in consultation with project staff and line management.
  • Mobilize the community to change behavior regarding hygiene practice.
  • Ensure the work is properly done and the material use wisely.
  • Conduct participatory hygiene promotion sessions within communities, schools, groups of persons with specific needs, according to age, gender and diversity, community-based committees, and other groups. Animate focus group, giving clear message on good hygiene practice.
  • Mobilize, organize, and supervise, through facilitators or other means, members of the communities to take ownership of maintaining best practices in personal, community and environmental hygiene.
  • Provide support to the distribution of hygiene items (NFI), and conduct monitoring and follow up to ensure proper usage of items and appropriateness.

 

Responsibility # 3: Documentation and reporting

  • Provide regular progress reports to the line manager.
  • Preparation of weekly and monthly narrative progress reports for activities undertaken.
  • Preparation of weekly/monthly work plans and expenses projections, etc.
  • Conduct assessments and case studies on best practices.

 

Responsibility # 4: Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day-to-day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

V.   Qualifications and Experience:  

Experience & Technical Skills:

  • Master of art in public health, social sciences, or related fields
  • Minimum of three (3) years’ practical work experience working with vulnerable communities in the field of water/sanitation, WASH, hygiene, or public health. 
  • Familiarity with key health and hygiene issues and hygiene promotion/education activities in camp and/or non-camp settings.
  • Proven experience in community mobilization, training and /or teaching.
  • Deep understanding of age, gender, and diversity issues with regard to WASH.
  • Knowledge of minimum WASH standards (e.g., Sphere).
  • Proficiency in using computer software e. g MS office and internet.
  • Communication skills in both verbal and written English and Bangla.
  • Experience in community mobilization and organizing learning-sharing events involving community, practitioners and researchers, and policymakers.  
  • Good communication, report writing, and presentation skill in Bangla and English.
  • Good interpersonal and team management skills.
  • Computer skills in computer software e. g MS office, internet.
  • Gender awareness and a commitment to gender equality.
  • Experience in maintaining stakeholder relations with local government, administration, and civil society.
  • Motorcycle driving with a permanent and valid driving license is highly preferable.

VI.  Core Competencies:  

  • Facilitation skills and knowledge in pro-poor program implementation.
  • Leadership and managerial skills to supervise large field force.
  • Knowledge of multicultural intervention and ability to deal with GO, NGO, CBO & LEBs.
  • Experience in participating Learning Action and Community Led development approach.
  • Good understanding about rural community, its dynamics, power structure and development issues.

Camp Focal, Technical Manager, Disability Inclusion Officers, Program Support Officer, Data Management Support Officer,  CiC, Site Management, & Development and relevant agencies in the Camps/host community.
