Bangladesh’s flat topography, low-lying and climatic features makes it one of the most disaster-prone countries in the world. It is also particularly vulnerable to the more frequent, and severe effects of climate change. Cyclones, floods, landslides and other natural disasters over the years have caused a widespread loss of lives, assets, infrastructure and livelihoods. The South-eastern districts of Bandarban and Cox’s Bazar in the Chittagong Hill Tracts (CHT) region have been identified as the top two ‘climate hotspots’ in Bangladesh.1
Over the years, Bangladesh has made significant efforts to reduce its disaster vulnerability and strengthen its resilience. Disaster shelters and strong community infrastructure have played a vital role in reducing fatalities. The growing network of disaster shelters and community based early warning system has enabled Bangladesh to save lives and assets during natural disasters. Adaptive measures and coping strategies combined with the construction of inclusive disaster resilient shelters will further reduce casualties, protect assets, and safeguard development.

CARE Bangladesh, with generous support from USAID, has launched the project ‘Multi-purpose Disaster Shelter (MPDS)’ to support communities in Cox’s Bazar and Bandarban to anticipate and be resilient to natural hazards and disaster. The goal of the project is to reduce the risk of natural disasters and increase community resilience through construction of shelter and resilient community infrastructures, increase access to community spaces; conducive to learning and social cohesion, and strengthen disaster preparedness. The project is targeted to reach 200,000 individuals in Bandarban and Cox’s Bazar districts by constructing 25 new multipurpose shelter facilities (20 in Bandarban and 5 in Cox’ Bazar), community infrastructures, training and other demand based supports. The project has secured a substantial designated fund to respond to both anticipated and unanticipated crises during the project period for any unmet humanitarian needs. By increasing access to multi- purpose disaster shelters (MPDS) and improving other basic services and protection measures, communities will have safe, accessible shelters and resilient infrastructure that is adapted to natural hazards. During non- emergency situation, MPDS will function as primary schools or community centers, providing safe classrooms that are essential for effective learning or community centers that serve as a gathering place to foster social cohesion, support training on disaster risk reduction, and meet other demand-based community needs.

MEL and GIS Officer will focus on major technical aspects, such as Geographic Information System (GIS) and Monitoring, Evaluation and Learning (MEL). As GIS specialist, S/he will primarily be responsible for all sorts of designing, innovation and execution of an integrated on-line based GIS, MIS, MEL and CLA systems and demystify information management system and visualization.

II. Responsibilities and Tasks:

Responsibility # 1: Development and Implementation of the MEL system
40%
  • Support MEL Manager in Design/improve MEL framework for the MPDS project.
  • Provide technical support on Digital Data Collection for Post-Distribution Monitoring (PDMs), surveys, assessments etc.
  • Responsible to validate and provide field data on a regular basis for donor and other reporting.
  • Work closely with MPDS project staff for developing post-activity effectiveness monitoring and outputs which provide information for management decision.
  • Provide technical support in conducting baseline/end line survey.

 

Responsibility # 2: GIS data collection, analysis, and mapping
30%
  • Plan, coordinate and implement GPS data collection, analysis, and information dissemination.
  • Create different types of GIS map for visualization and taking approval for need basis.
  • Research, draft and present any other documents necessary for project development, reporting and donor liaison purposes.

 

Responsibility # 3: Report preparation and knowledge management
20%
  • Liaise with project team for establishing effective information sharing/updating/ reporting mechanism.
  • Assist the MEL Manager, CoP and other colleagues through submission of timely data and information as requested.
  • Ensure that the projects collect and organize all necessary information to produce substantial evidence against the indicators as was set in the proposal and log frame.
  • Develop dashboard, infographics, maps, databases for providing basis of planning and strategy.
  • Monitor info by self and through sector colleagues, collate, compile and update dashboard to present updated need, gap, constraints, challenges, resources etc.

 

Responsibility # 4: Others
10%
  • Capacity building of volunteers, key project staff around MEAL.
  • Participate in kick off internal and external meetings, training and workshops, as agreed by the CoP MPDS project.
  • Undertake intensive field visits to monitor progress using Post Activity Effectiveness Monitoring and other MEL initiatives.
  • Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.

 

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV. Working Condition:  
This position based at Chakaria Team Officer with frequent field visit.
V. Qualification:
  • 3 to 4 years’ experience in the relevant field focused on Humanitarian activities, preferably in emergency project.
  • Masters in Statistics, Social Sciences, Geography/GIS or equivalent with combination of qualifications and practical experience in relevant field.
  • Professional training with working experience in GIS data collection, analysis and mapping.
  • Proven Skill in GIS, statistical and M&E software packages. SPSS, MS Access and Excel is essential.
  • Proven skill in using Kobo tool box for data collection and management.
  • Ability to work effectively in a culturally diverse organization.
  • Ability and willingness to work in stressful situation and travel away from home and stay in the field.
  • Strong communication skill in both verbal and written in English and Bangla.
  • Computer skills on MS word, Excel, Power point.
