Position Title: Technical Coordinator- Market Facilitation

Project: Women Thrive in Bangladesh Activity under Women and Girls Empowerment Program.

Duration: Duration of the contract will be up to 30 September 2025

I. Job Summary:  

CARE Bangladesh, a non-profit international development organization, strives for achieving dignified work for all women across different sectors. The USAID’s Women Thrive in Bangladesh Activity under the dignified work program is funded by USAID and PVH envisions to economically empowering women by creating decent work and ensuring a life of dignity. It specifically aims to enhance skills, leadership, and collective action of female workers in RMG and informal sector for greater security of life and livelihoods, increase resilience of women workers and their communities to adapt to and recover from COVID-19 related impact on life and essential services and increase responsiveness of institutions to address impact of COVID-19 and gender equality in the world of work. It will reach around 100,000 women in Dhaka, Gazipur, Ashulia, Savar, Narayangonj and Chittagong for creating decent work opportunities.

CARE is currently looking for Technical Coordinator- Market Facilitation for exploring and identifying the alternative job options for women workers, and facilitate to link with formal and informal sectors for better employment. S/He will be responsible to negotiate and contract with the market actors for their contribution in order to achieve the goal of the Thrive Activity. S/he is sole responsible to organize and facilitate business education training and conduct sensitization meeting with informal employers. S/He will lead the market assessment and shape the internship for women workers. S/He will play a vital role in planning, implementing, monitoring, report writing and capitalization experience of relevant market concepts and or strategies. S/He will organize job fair closely with Community and Factory Teams. As a core member of the Project s/he will actively take part and contribute in the process of making strategic decisions of the program. S/he will uphold CARE Bangladesh's values and ensure programming and organizational principles.        

II. Responsibilities and Tasks:

Responsibility # 1: Develop concept and identify potential sectors (formal and informal) for better employment of women workers.

30%

  • Support Consultants for conducting marker assessment and mapping the appropriate formal and informal sectors for skills based women workers.
  • Explore alternative job options and link with women workers for better employment
  • Lead to organize business education, internship and job placement activities.
  • Develop guidelines, training modules based on the concept and strategies.
  • Develop action plan based on recommendations and findings of market assessment
  • Map out the potential formal and informal sectors in the project working areas; and link with potential women workers.
  • Facilitate the training need assessment of local service providers, and relevant market actors.
  • Negotiate and keep contact with market actors for better employment of women workers.
  • Understand and facilitate integration aspects between social and market development approaches in urban context for both formal and informal sectors.

 

Responsibility # 2: Capacity building of Staff, Project Participants and Stakeholders

30%

  • Organize meeting with informal sectors, and facilitate to link with project participants.
  • Mange and supervise technical skills training closely with Community and Factory Team
  • Support P.A.C.E. team for identifying and listing the informal workers for P.A.C.E. training.
  •  Work with Community Team for listing potential women workers, and referring to Technical Skills Training, Internship and Business Education training etc.
  • Conduct different capacity building initiatives for local service providers and market actors for boosting the basic services to the citizen. 
  • Identify and analyze the constraints faced by informal sector workers and market actors and provide them guidance to address those constraints.
  • Organize appropriate skill-building initiatives with technical institutes and other stakeholders as per their identified needs and demands.

 

Responsibility # 3: Facilitate the job fair and placement, Liaisons and linkages with Service Provider, GoB and Other stake holders.

  • Facilitate to arrange the job fair with the relevant stakeholders to create the scope for the job seekers.
  • Identify potential service providers and market actors in relevant field and explore opportunities/scopes of work with them.
  • Communicate and negotiate with the market actors like factory management, community leaders, employer, donor, BGMEA, NGO counterparts and other relevant stakeholders.
  • Maintain liaison and professional relationships with relevant stakeholders including the PNGOs, service providers and market actors for smooth implementation of the collaborative activities.

 

Responsibility # 4: Monitoring and Result Measurement (MRM) and knowledge management.

10%

  • Develop, update and manage result chain on each subsector based intervention and its implementation strategies.
  • Update Intervention Guides (IGs) in collaboration with MEL Coordinator and Technical Coordinator-EKATA and Community Mobilization of the project.
  • Support MEL Coordinator to develop output and outcome level indicators, tools and guidelines etc. for the project.  
  • Prepare periodic progress reports, case studies, lesson learnt documents and other communication materials on the IMAGINE market intervention.

 

Responsibility # 5: Contribution in planning and coordination with other projects.

10%

  • Assist Deputy Project Director in developing project’s document for market interventions and preparing budget.
  • Maintain close communication and coordination with other projects under Girls and Women Empowerment Program.
  • Participate in and contribute to other activities for a better coordination and enhanced impacts of the activities (joint events, training, workshops, etc.); if feasible.

 

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

 

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV. Working Condition:  

Based in CARE Bangladesh Gazipur Hub Office with approximately 40% visits to Gazipur, Dhaka, Narayangonj and Chattogram

V. Qualification:  

  • 5 to 6 years working experience in the relevant fields.
  • Master’s in economics, Business Development or in any disciplines from a reputed university if accompanied by excellent relevant experience.
  • Knowledge and skills in developing training curriculum/modules.
  • Interpersonal skills and a good team player.
  • Exposure in dealing with private sector.
  • Understanding in the promotion of private service market.
  • Communication, linkage, networking and negotiation capability with private and public institutions.
  • Analytical and report writing skills.
  • Operational skills of commonly used computer software including internets and websites.
  • Strong in written and verbal English and Bangla communications.
  • Skilled in MS Office software.

VI. Core Competencies:
