Duration: Duration of the Contract will be up to June 30, 2023 with possibility of extension.
I.Job Summary: |

According to the ISCG Situation Report published on 27 Jan 2018, the violence in Rakhine State which began on 25 August 2017 has driven an estimated 0.68 Million Myanmar citizen across the border into Cox’s Bazar, Bangladesh. The speed and scale of the influx has resulted in a critical humanitarian emergency. The people who have arrived in Bangladesh since 25 August came with very few possessions. They are now reliant on humanitarian assistance for food, and other life-saving needs.
The forcedly displaced Myanmar citizen (known as Rohingya) in Cox’s Bazar is highly vulnerable, having fled conflict and experienced severe trauma, and now living in extremely difficult conditions. Population movements within Cox’s Bazar remain fluid, with increasing concentration in Ukhia, where the Government has allocated 2,000 acres for establishing a new camp to house them. People arrived at the new site before infrastructure and services could be established. Humanitarian partners are now building necessary infrastructure in challenging conditions, with extremely limited space. The new cumulative arrival currently stands at 688,000 as of 27 January, according to IOM Needs and Population Monitoring (NPM) Baseline survey. This includes 585,000 arrivals in Kutupalong Expansion Site plus 237,000 arrivals in other settlements and camps and 79,000 arrivals living in host communities.
The Hygiene Promotion Technical Manager is responsible for strengthening the technical capacity of the Project Officers (POs), the Field Facilitators (FFs) and other peer level staff in the Implementation of Hygiene Promotion activities in Myanmar Refugee camp in Cox’s Bazar District under CI supported Program. The Technical Manager-Hygiene Promotion will prepare different training module, training colander related to hygiene promotion, guidelines and other Information, Education and Communication (IEC) and Social Behavior Change Communication (SBCC) materials related to camp based WASH activities. S/He will be responsible for providing the support the Hygiene Promotion issues in different refugee camp. He/she is also monitor, follow up and maintain the quality of sessions, training and different hygiene related events. |

Responsibility # 1: Development and Implementation of Technical Strategies and Guidelines |

- In light of the overall strategies, the local context and dynamics develop the guidelines and capacity building modules for Hygiene Promotion
- Under the leadership of the Sector Lead-WASH and other peers, develop strategic and operational plans to strengthen the Hygiene Promotion in the camp and host community.
- Produce and disseminate all the IEC/SBCC materials related to WASH activities.
- Develop and share the different training materials and posters to relevant stakeholders and communities.

Responsibility # 2: Capacity building of the concerned stakeholders, Project and Program staff and Volunteers. |

- Training of trainers in hygiene promotion (for community volunteers, WASH committee members, teachers, health workers),
- Develop hygiene promotion activities for refugee populations, which target specific demographic groups/populations (such as children, women, men, disabled, etc.), and that include interventions like NFI distributions, awareness-raising campaigns, Child-to-Child activities, health clubs, and focus group discussions (FGDs).
- Assist the WASH technical team and CARE management to analyze, make links between, and make recommendations for actions regarding hygiene implementation.
- Follow-up of the hygiene promotion activities of potential local partners of CARE Bangladesh such as local NGOs, and participate in building their capacity

Responsibility# 3: Ensures the implementation process for Hygiene Promotion |

- Plan and oversee hygiene and/or sanitation construction activities in the camp and Host community and ensure quality deliverables at all times, as per agreed design.
- Support the hygiene team to carry out program implementation activities within the parameters of the public health needs for CXB refugees.
- Ensure that all hygiene programming takes account of gender and disabilities issues in design, implementation, and evaluation phases.
- Setting up of children / Adolescent clubs and hygiene promotion activities in camp and host community.
- Follow-up of activities of Field Facilitators, Volunteers.
- Ensure community mobilization in all field related to of water, hygiene and sanitation.
- Ensure budget planning and logistics for hygiene promotion activities: making and follow-up of internal purchase order, quality control of material delivered by suppliers, planning team movements by vehicle.

Responsibility# 4: Ensures comprehensive and effective monitoring for the high quality of Hygiene Promotion at Rohingya camp and host community level following corporate guideline. |

- Plan, organize, supervise and evaluate the distribution of hygiene, cleaning and water treatment kits for health centers, schools and families’ beneficiaries,
- Approved simple construction monitoring tools and performance monitoring of WASH facilities for School authority is in place before implementation.
- Develop and evaluate home water treatment methodologies in the targeted communities.
- Monitor the impact and effectiveness of hygiene and PHP activities and observe and report upon evolving humanitarian needs of the Yemeni refugee population in Djibouti.
- Reports on inspection/checking the quality of the HP materials and each component of the HP sessions.

Responsibility # 5: Support to Sector Lead-WASH for preparing quality donor reporting on WASH facilities at camp and host community as per guideline |

- Support Sector Lead-WASH in preparing monthly/quarterly progress report with qualitative and quantitative information on the ongoing construction works of the Project

V. Qualifications and Experiences: |
- Master’s degree in any discipline relating to public health and/or hygiene.
- Knowledge at the professional level of any of the following areas: public health, hygiene promotion, community development, education, and/or community water supply and sanitation.
- Minimum of five (5) years practical experience in developing countries in hygiene promotion programs, including in emergency relief programs.
- A good understanding of the hygiene and/or public health needs of poor rural and urban communities, especially communities impacted by displacement, and of appropriate ways of tackling them.
- Awareness of and sensitivity to the particular needs of women in this context.
- Excellent computer skills, including MS Office (Word, Excel, Outlook, Power Point, etc.) and specialized software in the WASH sector.

VI. Core Competencies: |
- Strong planning, organizational, reporting, and problem-solving skills.
- Thorough understanding of and experience using international humanitarian codes of conduct and minimum standards, especially SPHERE standards.
- Good communication skill in both English and Bangla
