I.             Job Summary:

CARE Bangladesh, a non-profit international development organization, strives to achieve dignified work for all women across different sectors. Under the dignified work program, the Thrive Activity is funded by USAID and PVH, which envisions economically empowering women by creating decent work and ensuring a life of dignity. It specifically aims to enhance the skills, leadership, and collective action of female workers in RMG and informal sector for greater security of life and livelihoods, increase the resilience of women workers and their communities to adapt to and recover from COVID-19-related impact on life and essential services and increase the responsiveness of institutions to address the impact of COVID-19 and gender equality in the world of work. It will reach around 100,000 women in Dhaka, Gazipur, Ashulia, Savar, Narayangonj, and Chittagong to create decent work opportunities. 

CARE is currently looking for a Senior Technical Coordinator - Communication, for USAID's Women Thrive in Bangladesh Activity, to contribute to the area of documentation and communication. Senior Technical Coordinator - Communication will play a critical role in organizing national and local level communication events. S/he will, in coordination with other team members, identify the areas of communication and communication materials and develop innovative ideas for strategies to reach out at the grass-root and national levels. S/he will regularly support the Project Director, Deputy Project Director, and other team members in planning, implementation, and management of communication actions. This position will also ensure effective communication with the government, donors, media, partners, and other stakeholders. S/he will be primarily responsible for developing and leading communication strategies and coordinating communications initiatives closely with the partners. S/he will also play a critical role in establishing and nurturing relationships with national networks, trade unions, and other relevant stakeholders, including but not limited to mainstream social media and influencers.

II. Responsibilities and Tasks:

Responsibility # 1: Lead, organize and coordinate the Activity  communication strategy

45%

  • Compile donor’s reports, and making it ready to go, as per donor’s expectation.
  • Lead and develop communication strategy for USAID's Women Thrive in Bangladesh Activity.
  • Undertake research and secondary literature review for developing communication material.
  • Lead documentation for the Activity and other necessary documentation related to the women empowerment program.
  • Maintaining relationship with Trade Union, Employer Association, and civil society actors, including supportive media personnel, to cover issues as and when required.
  • Ensure that all communication products are of high quality and delivered on time.
  • Represent USAID's Women Thrive in Bangladesh Activity in national and local networks.
  • Ensure adequate media coverage for the Activity.
  • Lead to develop all publication-related activities for USAID's Women Thrive in Bangladesh Activity.

 

Responsibility # 2: Collaborate and organize events with relevant external stakeholders

  • Collaborate with external stakeholders to implement the objectives of the Activity.
  • Organize various events with relevant stakeholders like the Ministry of Labour and Employment, DIFE, BEF, Women and Children Affairs, BGMEA, BKMEA, and Local Gov.
  • Organize events at the factory, community, regional and national levels, ensuring that all events contribute to each other.
  • Assist in building the capacity of partner organizations to design and implement various events. Develop quality communication products for sharing with different stakeholders at a different levels.
  • Identify, develop ToR and oversee consultants/ resource organizations providing technical assistance for developing campaign materials and tools.
  • Provide technical support to the partners to implement various initiatives.

 

Responsibility # 3: Prepare policy/learning briefs, best practices guidelines, and case studies to generate resources for evidence-based CARE's programming on women empowerment and violence against women in particular.

  • Work with the Activity team to prepare policy briefs and best practices in line with advocacy, communications, and learning strategies.
  • Develop necessary guidelines for identifying best practices and case studies.
  • Provide technical support to the Activity team and CARE staff when necessary.
  • Ensure that policy/learning briefs are of high standard both in terms of content and design. 

 

Responsibility # 4: Assist PD, DPD, and other colleagues in planning, implementing, and supervising the Activity.

15%

  • Contribute to the development of USAID's Women Thrive Activity's operational plan and strategy.
  • Provide strategic and technical support to field staff of CARE and PNGOs, especially in the area of social mobilization, and communication.
  • Undertake field visits and share field findings with concerned individuals/colleagues and supervisor.
  • Carry out any other responsibilities assigned by the management or the organization.
  • Contribute to the planning and implementation of capacity building of Activity staff.
  • Provide feedback and support team to develop modules or manuals on capacity building for workers and other relevant issues.

 

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Senior Technical Coordinator -Communication reports directly to the Project Director of USAID's Women Thrive Activity

IV. Working Condition:  

Senior Technical Coordinator - Communication position is based at Gazipur Hub Office with approximately 30% of the time spent in the field.

V. Qualification:
  • 5 to 6 years of experience in the field of communication a similar position with USAID-funded Activity. Experience in the RMG sector and preferred.
  • Masters in Social Science, Mass Communication, Journalism, or other relevant disciplines emphasize development.
  • Ability to develop a relationship with various stakeholders independently.
  • Excellent written and spoken skills both in English and Bangla. Language skills are a mandatory requirement for this position.
  • Excellent knowledge of various communication software and editing skills
  • Good understanding of Workers' Rights and women's issues in Bangladesh.
  • Experience in implementing communications strategies on women's rights/ social change issues.
