CARE Bangladesh, a non-profit international development organization, strives for achieving dignified work for all women across different sectors. The Women Thrive in Bangladesh Activity (or THRIVE Activity) under the dignified work program is funded by USAID and PVH envisions to economically empower women by creating decent work and ensuring a life of dignity. It specifically aims to enhance skills, leadership, and collective action of female workers in RMG and informal sector for greater security of life and livelihoods, increase resilience of women workers and their communities to adapt to and recover from COVID-19 related impact on life and essential services and increase responsiveness of institutions to address impact of COVID-19 and gender equality in the world of work. It will reach around 100,000 women in Dhaka, Gazipur, Ashulia, Savar, Narayangonj and Chittagong for creating decent work opportunities.

CARE is currently looking for Monitoring Evaluation and Learning Coordinator for USAID's Women Thrive in Bangladesh Activity to develop and implement MEL plan, contribute in assessments, supports in documenting and reporting, and maintains database in promoting decent work. The M&E Coordinator will be responsible for development and implementation of monitoring, evaluation and learning functions of Women Thrive Project including using these functions for program effectiveness and improvements. S/he will need to establish an innovative and robust MEL system to track learning outcomes, monitor progress and track effectiveness of activities implemented under the project. The post-holder will lead the design and implementation of Monitoring, Evaluation and Learning system for gathering, interpreting multiple forms of M&E data, research, evaluation, and synthesize for project improvements and learning. S/he will be responsible to roll out of M&E and eventually establishing an effective M&E strategy and systems within the project. S/he will provide guidance to design the comprehensive MIS for progress tracking over key project level indicators. S/he will also initiate data quality assessment process to ensure quality data that feed into further improve project planning and program effectiveness. S/he will work closely with partners to building staff capacity and promote culture of sharing and learning with other stakeholders.

II. Responsibilities and Tasks:

Responsibility # 1: Develop and implement MEL system

35%

  • Lead in designing and implementing projects MEL system
  • Lead and establish M&E policies, protocols, tools, standards, reporting guidelines, oversee their implementation, roll out and monitoring compliance.
  • Monitor the performance and management of M&E across project delivery.
  • Data quality assessments/data audit to ensure better data collection and use of quality data to feed into project development and decision making process.
  • Work closely with partners and the field to establish reporting processes to ensure that all information and data is collected, documented, and collated in an accurate and timely manner.
  • Contribute in up-taking and maintaining CARE’s global monitoring system
  • Build capacity of partners for implementation of MEL system

 

 

Responsibility # 2: Outcome Harvesting, Evaluation and Learning.

30%

  • Lead the process of designing and implementing Baseline, Gender Analysis, Mid-Term, Outcome Harvesting and Final evaluation of the project.
  • Populate Baseline for Outcome Harvesting to setting indicators and measuring outcomes periodically throughout the project performance.
  • Support to conduct Outcome Harvesting for evaluating actual outcomes, and report to USAID, PVH and CARE.
  • Lead the work with evaluation partners on designing the instruments to collect data as a part of the impact evaluation to ensure that all data needed are collected.
  • Capture and disseminate lessons learned from evaluations and follow up on action planning, maintain a lessons learned database.
  • Share learning across care and externally.
  • Synthesize findings from research (baseline, end line, and other research), MIS tracking and regular monitoring on a regular basis to demonstrate this project as a comprehensive intervention to wider people. 

 

Responsibility # 3: Contribution in planning and coordination   

20%

  •  Lead documentation of project’s monitoring, performance and donor reports in coordination with technical experts
  • Maintain close communication and coordination with project implementation team while preparing annual project implementation plan.
  • Participate in and contribute to other activities for a better coordination and enhanced impacts of the activities (joint events, training, workshops, etc.)
  • Develop TORs and Manage consultancies related to MEL

 

Responsibility # 4: System Management (database, MIS), Communication and Dissemination:

15%

  • Ensure the MIS and M&E systems produce information catering to the needs of different Project staff, as well as other important stakeholders such as USAID, GOV, BGMEA, TU, supply chain factories, peers and partners.
  • Lead and support project staff to document and share project learning, innovations and results.
  • Develop innovative presentation, learning briefs and case study for sharing with external and internal audience
  • Co-ordinate with project staff to ensure that lessons learned are properly documented and are incorporated into project implementation and design.
  • Spread information relating to outcome of evaluation and research widely-in particular to government and other development actors and academics.

 

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III. Reporting to:  

The Monitoring Evaluation and Learning (MEL) Coordinator reports directly to Project Director.

IV. Working Condition:  

This position is based at CARE Gazipur Hub Office under CARE Bangladesh Dhaka Office and will require the incumbent to visit the working areas under this project.

V. Qualification:
  • Minimum 7- 8 years’ professional experience on MEL with particular focus on Women Empowerment, skills development, decent work, education or market systems.
  • Master’s degree on Gender, Economics, Development Studies, Business Administration or other analytical field is desired
  • Sound knowledge on worker’s issues particularly in the RMG sector
  • Strong English writing skills is a mandatory requirement for the postion
  • Proven skills on M&E, research and knowledge management in an INGO or research institution in field.
  • Prior experience of delivering large scale women empowerment, decent and dignified work. Working with USAID experience is preferred
  • Proven track of qualitative monitoring learning, KM, review and evaluation, including setting of indicators and collection, analysis and presentation of data relating to project work.
  • Good knowledge of software packages, especially statistical packages.
