I. Job Summary:

CARE Bangladesh, a non-profit international development organization, is implementing a project on Local Nutrition Governance. CARE is currently looking for Senior Team Leader for leading this project from front. Under this project, CARE Bangladesh will work with the Government of Bangladesh (GoB) at the regional and local levels, to support the effective implementation of the National Plan of Action for Nutrition (NPAN). This will work at multiple levels of local government institutions, specifically with the Nutrition Committees at the district, upazilla and union levels – focusing on strengthening local nutrition-governance mechanisms, and scaling-up multi-sectoral nutrition-sensitive programming. The project will facilitate developing solutions emerging from communities, government line departments, local government and the private sector. This project will replicate proven best practices to scale up innovative local governance models for better nutrition outcomes. The project intends to impact on several of the core challenges faced by selected districts in the Rangpur region of Bangladesh.

The Senior Team Leader will lead the implementation of the project as per the agreement with the donor. Senior Team Leader will ensure that the technical direction of the project is geared to achieve desired impact, and project operations maximize value for money, while maintaining donor liaison and stakeholder relationships, and overall management of the project. The Senior Team Leader will coordinate with the consortium partners, technical specialists, regional teams and other stakeholders in the development and implementation of project concepts, approaches and operational strategies, as well as achieving standards set for staff development, project impact, and monitoring and result measurement.

Under the direct guidance of Director ERPP, the Senior Team Leader will facilitate Project Senior Management Team, represent the project in Project Steering Committee (PSC) and coordinate with National Nutrition Council (BNNC) in developing demand driven innovations and interventions. The Senior Team Leader will also be responsible for guiding the Technical Specialists in different domains, Program Manager-Finance & Admin and the regional implementing partners in ensuring sound administrative and financial management systems at different levels. The STL will promote and support anchorage at regional office level so that the field team can work with a good level of independence and undertake initiatives by their own.

S/he will ensure proper talent management, talent review, staff development, talent retention and uphold CARE Bangladesh’s approach to gender and diversity and the core values and the basic principles, followed by CARE.

Finally Senior Team Leader will be responsible and accountable for the overall program quality of the project. S/he will play a pro-active role to ensure required supports from different technical teams within CARE Bangladesh

II. Responsibilities and Tasks:

Responsibility # 01: Coordination, strategic guidance and operational leadership.

30%

  • Support the technical team in taking responsibilities with adequate authorities in regard to program planning, implementation, monitoring and management at regional level.
  • Take the lead in developing programmatic and technical inputs to develop project strategies, policies and implementation plan.
  • Make sure that implementation strategies are in place and extend support to the technical teams and consortium to make it operational.
  • Build capacities of technical teams and consortium partners to manage resources and monitor the impact of the project.
  • Guide technical team and consortium partners in flexible project operations to ensure quality project implementation and manage diverse priorities.
  • Introduce and expand new initiatives in the region in context of geographical dynamics, innovation, action research, documentation and learning.
  • Oversee any revisions and fine-tuning of the plans as per relevant information from field, donor feedback and up-to-date local/Regional knowledge.

 

 

Responsibility # 02: Staff Management

25%

  • Prepare annual plan of action for the project as per project proposal.
  • Lead budget preparation guidelines and assist/monitor budget preparations.
  • Review budget before submission to CBDO and regularly monitor the project budget and take appropriate actions.
  • Ensure that program is implemented in a cost-effective manner, within the budget framework and make sure that burnt rate is up to the expected level.
  • Regularly monitor status of record keeping and provide feedback to project management.
  • Ensure that all the positions in the region are filled with skilled staff in a timely manner and are being served with adequate guidance so that they can perform their jobs properly.
  • Create a Gender Equitable, women friendly, sensitive work environment in the regional office.
  • Coach & mentor program staff to improve their programming and analytical skills, which include skills in project planning, management, communication and monitoring activities.
  • Develop team spirit and cooperative attitudes among project personnel and project partners.
  • Facilitate talent acquisition, development and retention.
  • Review all annual performance appraisals and provide inputs where needed.
  • Identify staff needs for training or improvement and devise appropriate modes of achieving these.

 

Responsibility # 03: Liaison with Donor, Project Steering Committee, Government and other relevant stakes

20%

  • Liaison, coordinate and nurture excellent relationship with Donor and Project Steering Committee and consortium partners.
  • Attend donor’s meeting, update progress and represent CARE Bangladesh.
  • Prepare periodic narrative and financially reports and ensure timely submissions to the donor.
  • Maintain excellent relationship with relevant units of CARE Bangladesh i.e. PSE, Inclusive Governance, Health, Comm., PEARL, HRM, Finance and other programs and ensure appropriate engagement of these units to respond to the needs of the project to maintain higher standards of programming at fields.
  • Take the lead in exploring possibilities of leveraging resources with other projects, organizations/development partners.
  • Regularly coordinate and update learning from multi-sectoral engagement to national nutrition advisory committee in collaboration with MUCH project of FAO.
  • Ensure nutritional coordination committees in district, upazilas and UDCC in unions are operationalized as per NPAN through direct assistance of UNICEF.

 

Responsibility # 04: Ensure sound monitoring and result measurement systems for the project.

  • Guide the M&E Coordinator to make sure appropriate M&E system is developed and in place.
  • Support the thematic coordinators, consortium partners in systemic interventions identification, result chains and result chain measurement plans development.
  • Support data collection and analysis for baseline, periodic monitoring, case study, special study and experience capitalization of the project.
  • Plan, initiate and oversee all project evaluations, as required by donors, as well as undertake special assessment as required.
  • Guide field teams in establishing a culture of reviewing findings from the monitoring visits and initiating actions for qualitative improvements of interventions.
  • Document innovations, case studies and other pilot initiatives involving the partner organization and Technical managers in the region.
  • Coordinate with EC funded ‘National Information platform for Nutrition’ (NIPN) and make synergies in information management and data analysis.

 

Responsibility # 05: Communication and information management, effective networking and collaboration.

  • Take initiatives and lead the process of networking, alliance building with Right to Food platform, FNS projects of ICCO, WV, UP, SCI, FAO and UNICEF’s initiative on operationalize Nutrition Coordination Committees.
  • Disseminate information on the Overall Strategic Directions of the project to all staff & consortium partners.
  • Contribute and support to new initiatives undertaken by mission in areas of nutrition governance, climate smart and nutrition value chain agriculture.
  • Ensure a system of communication across the staff, partners, concerned government officials and communities related to project policies, strategies and implementation activities established.
  • Guide on developing National Nutrition Information Portal to strengthen information flow between eight prioritize ministries of Bangladesh which is part of BNNC.

IV. Working Condition:

The Senior Team Leader is based at CBDO, with approximately 40% time in field travel.

V. Qualification Experience:

  • Minimum 10 to 12 years of professional experience in senior positions with 7 years’ experience of leading/managing large development projects/programs.
  • Master’s in Nutrition, Agriculture, Business Administration, Economics, Public Administration or Social Science or Bachelors with higher relevant experience.
  • Well conversant with the multi-sectoral governance, nutrition specific and nutrition sensitive intervention, climate smart and nutrition value chain agriculture, and ICT based information portal.
  • Excellent conceptual understanding of key development priorities in nutrition and nutrition policy in Bangladesh.
  • Demonstrated skills in managing finance, HR and procurement of large donor funded projects.
  • Strong communication, report writing and presentation skills both in Bangla and English
  • Experience in rural development work, specifically in the area of evaluating social and impacts as they affect disadvantaged groups, particularly women and children.
  • Experience of working with communities in participatory approaches and conceptually strong in implementing program through consortium partnership with local NGOs.
  • Good knowledge on M&E systems that can feed information and data required for improving program quality and generating deeper impact.
  • Good networking and liaison skills with national government departments, nutrition and governance platforms and private sector in nutrition specific and sensitive service delivery
  • Oversight of budget and other resources, able to manage multi-year grants ensuring donor compliance.
  • Staff performance management skills, including team building, coaching and counseling
  • Skilled in MS Office Suite, social media.
