Location: Based at Comprehensive DIC of PWID Project in Dhaka city, Mymensingh, Cumilla, Narayangonj and (Tongi-Gazipur).

Duration: Duration of the Contract will be up to 31 December 2023.

The incumbent shall be responsible for providing clinical services and implementation of Harm Reduction program at the assigned OST Center under PWID project at Dhaka ,Cumilla, Narayangonj,Mymensing,and Gazipur (Tongi). S/he will be stationed at OST Center for managing and operating program including HIV positive management & Methadone maintenance Therapy. As a part of this management s/he will be responsible to provide the clinical services to the MMT client & HIV positive client such as OST enrollment, ART enrollment, Opportunistic infection management, co-infection management, dose adjustment of MMT clients etc.  S/he will ensure programmatic & functional coordination with other relevant staffs and will play the key supervisory role of the OST center service provider team.

The Technical Officer – Service will work under direct supervision of Technical Coordinator - QA/QI of PWID project and also in consultation with Technical Coordinator-Program. S/he will ensure the OST implementation of PWID & as well as to HIV positive people according to the relevant guidelines, frameworks and in collaboration with NASP, SCI etc. S/he will responsible for management of clinical service, OST Center management. Furthermore S/he will manage the OST clients of OST center at stabilized stage and will ensure adjustment of methadone dose, follow up & referral services for OAST clients & HIV positive clients. One of the Key responsibilities will be to ensure necessary record keeping as set tools/technique, prepare monthly/ quarterly/ need base report as required. S/he will maintain necessary coordination, collaboration, networking with CTC, SCI, DNC, NASP, and other stakeholders as guided by the supervisor. S/he will be responsible for ensuring OST center license and carrying pass issue and renewal from respective DNC office.

II. Responsibilities and Tasks: % of Time
Responsibility # 1: Ensure effective implementation of OST program as per set strategy and technical guideline as appropriate including lab test. 25%
  • Ensure eligible OST clients screening based on defined criteria of inclusion and exclusion, stated in the project proposal.
  • Ensure sorting and listing all the primarily selected clients who are not fit for MMT immediately or not accommodated in all at a time but will undergo for MMT after minimize their physical complexity and availability of space to enrollment new clients.
  • Determine methadone dose of individual OST client through physical examination and others laboratory diagnosis like urine test as well as considering behavioral data of the client.
  • Prescribe additional drugs for the client as and when require.
  • Planning and follow-up of critical clients and ensure referral of critical clients for proper management.
  • Follow-up & monitoring of daily consumption of methadone at OST center.
  • Ensure the Infection Prevention Systems are in place and practiced properly by all medical personnel and other relevant staffs.

 

Responsibility # 2:  Ensure effective implementation treatment, care & Support Service for HIV Positive OST clients and their partners and oversee clinical services of OST centers.

  • Ensure WHO staging to identify eligible ARV client and ensure ARV for each HIV positive OST client and make available ARV for them.
  • Provide clinical service for HIV positive OST clients including ARV, OIs management, GH as needed.
  • Conduct nutritional assessment for each HIV positive client and ensure their nutrition support as per guideline.
  • Provide OJT, conduct clinical training sessions for technical staffs.

 

Responsibility # 3: Technical staff management & monitor all clinical services provided by OST centers 20%
  • Monitor and supervise all activities under OST centers to ensure the quality implementation
  • Ensure day to day monitoring and supportive supervision for the assigned technical staff like Counselor, Nurse & POW etc.
  • Provide coaching, mentoring, feedback, direction and necessary guidance to all technical staffs in order to effectively and efficiently perform their assigned roles and responsibilities.  
  • OST center’s staff capacity development and Performance Management.
  • Conduct various training, workshop, consultation with staff and project participants.

 

Responsibility # 4:  M&E, reporting and dissemination 15%
  • Ensure collection of appropriate behavioral data of PWID including OST & ART etc.
  • Ensure regular supervision , monitoring , and follow-up  of data collection
  • Ensure submission of all relevant data to project team and key stakeholders for OST accommodate feedback and incorporate/edit as and when required.
  • Ensure necessary record keeping as set tools / techniques, prepare monthly/ quarterly/ need base report if required for any operation study process.
  • Document and disseminate study findings, learning with key agency, stakeholders as and when required.
  • Prepare various progress report with quality and timely submit to supervisor and team members.

 

Responsibility # 5: Ensure effective communication, coordination and collaboration with NASP, DNC, SCI and other stakeholders and counterpart

  • Ensure effective communication, coordination and collaboration especially with NASP, SCI and other relevant stakeholders and counterpart for OST, treatment, care & support services.
  • Participate in different national, international and local level meeting, training, workshop, seminar/symposium related to OST operation in Bangladesh.
  • Develop strategic paper, concept note, presentation, briefing paper, key note, abstract for CARE’s OST intervention.
  • Participate any assignment of the PWID project or CARE Mission management as and when needed.
  • Conduct effective coordination and communication with local level stakeholders (including law enforcing agencies) and service providers for ensure effective program implementation as well as access to public services by PWIDs.
  • Internalize and practice CARE’s core values and principles, promote appropriate organizational culture and be role models for other in the team.
  • Conduct regular effective communication with respective DNC official to issue/ renewal   of license and carrying pass.

 

Responsibility # 6: Oversee PSM (procurement supply management) and ensure effective OST center’s based procurements for program operation and efficient use of resources.

  • Monitor PSM in coordination with CBDO staff (and SCI if require) and record keeping system
  • Assist responsible OST center’s staff to prepare list of logistics/commodities requirement and accordingly ensure procurement following organizational policy and procedures.
  • Ensure efficient use or consumption of logistics, goods, commodities following regular monitoring and providing supportive supervision to responsible staff.
  • Support other staffs for effective store management following PSM guideline.
  • Ensure proper finance management and timely submission of advance adjustment report, TER, etc. following policy and procedures to CBDO.
  • Ensure regular data entry to CIS and generate report by responsible OST center staff.

IV. Working Condition:  

Based in any Comprehensive DIC of PWID Project in Dhaka city, Mymensingh, Cumilla, Narayangonj and (Tongi-Gazipur) and closely acquainted in CARE Bangladesh Dhaka Office (CBDO). Required to frequent travel CARE’s PWID project operated CDIC/OST centers/DICs/outlets under Dhaka or other area if and when needed.

V. Qualification:

  • At least 2-4 years working experience in Methadone maintenance Therapy, sexual and reproductive health, clinical service at community level and working experiences in HIV or in study work will give preference.
  • MBBS degree from any recognized public or private medical institution.
  • Registered with Bangladesh Medical and Dental Association-BMDC.
  • Conceptually sound in planning, designing, implementing, analyzing, monitoring and reporting on the public health field.
  • Able to work with any diverse situation and with most-at-risk-population like People Who Inject Drugs (PWIDs).
  • Good coordination, collaboration and networking ability with different organization, Institutes, GoB, I/NGOs and UN agencies.
  • Excellent oral and written communication skills and experience of presenting information succinctly.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
