Location: Based at Swamibagh, Narayangonj, Nayabazar, Chankharpul and Aganagar CDIC.

Duration: Duration of the Contract will be up to 31 December 2023.

The incumbent shall be responsible for providing clinical services and ensure service quality at the assigned OST centers & DICs under GFPWID project at Dhaka. S/he will be stationed at OST center to managing and operating the OST service. Besides that, S/he will also be responsible to provide the clinical services to the HIV positive PWID such as ART and Opportunistic Infections management, eligibility assessment for Nutrition support etc. as required and conduct QA/QI visits at Dhaka DICs under direct implementation area of CARE. As focal person of Community based OST center, s/he will ensure programmatic and functional co-ordination with the relevant Project Development Officer of GFPWID Project and will play the key supervisory role of the OST service provider team.
The Senior Technical Officer – Treatment & Program will work under direct supervision of Technical Coordinator - QA/QI of GFPWID project and will ensure the OST implementation according to the relevant guidelines, frameworks and in collaboration with icddr, b. S/he will responsible for primary selection and enlisting of PWID for OST service and will refer to CTC if needed for final selection and enrollment. S/he will responsible for management of clinical service and program quality. Furthermore s/he will manage the PWID at DIC at stabilized stage and will ensure adjustment of methadone dose at DIC site, follow-up of OST client, referral of complicated OST client and for psychiatric consultation. One of the Key responsibilities will be to ensure necessary record keeping as set tools / techniques, prepare monthly/ quarterly/ need base report as required. S/he will facilitate necessary support for the study team and for CARE for training, exposure visit and will demonstrate about the study process to external stakeholders as and when required. S/he will maintain necessary coordination, collaboration, networking with CTC, icddr, b, SC, DNC, NASP and other stakeholders as guided by supervisor.  

II. Responsibilities and Tasks: % of Time
Responsibility # 1: Ensure screening for PWID selection, enrollment and dispense of methadone for OST Clients following dose adjustment as per set strategy and technical guideline as appropriate. 35%
  • Ensure eligible OST clients screening based on defined criteria of inclusion and exclusion, stated in the project proposal.
  • Ensure referral of  OST clients to CTC for  final selection and enrollment.
  • Ensure physical screening and necessary lab test for OST clients.
  • Ensure sorting and listing all the primarily selected clients who are not fit for MMT immediately or not accommodated in all at a time but will undergo for MMT after minimize their physical complexity and availability of space to enrollment new clients.
  • Determine methadone dose of individual OST client through physical examination and others laboratory diagnosis like urine test as well as considering behavioral data of the client.
  • Prescribe additional drugs for the client as and when require.
  • Planning and follow-up of critical clients.
  • Referral of critical clients for proper management.
  • Follow-up & monitoring of daily consumption of methadone at DIC.
  • Day to day maintenance of stock status. 
  • Ensure the Infection Prevention Systems are in place and practiced properly by all medical personnel and other related staffs in the OST site.

 

Responsibility # 2:  Ensure Care & Support Service for HIV Positive PWID, Conduct QA/QI visits at Dhaka DICs & provide OJT/Clinical Training 20%
  • Ensure WHO staging to identify eligible ARV client and ensure ARV for each ILWHA and make available ARV for each eligible ILWHA.
  • Provide clinical service for HIV positive PWID including ARV, OIs management, GH as needed
  • Conduct nutritional assessment for each ILWHA and ensure their nutrition support as per guideline.
  • Conduct QA/QI visits at Dhaka DICs to ensure quality of clinical service.
  • Provide OJT, conduct clinical training sessions for the PDOs & DIC level Mas.

 

Responsibility # 3: Staff Management,  Monitoring,  Supervision, Staff Development and Performance Management 20%
  • Ensure day to day monitoring and supportive supervision for the assigned staff i.e Counselor, Nurse.
  • Provide coaching, mentoring, feedback, direction and necessary guidance to the Counselor and Nurses in order to effectively and efficiently perform their assigned roles and responsibilities.  
  • Staff development and Performance Management. 
  • Participate in hiring skilled staff as and when necessary.

 

Responsibility # 4:  Data collection , reporting , documentation and dissemination 15%
  • Ensure collection of appropriate behavioral data of PWID under OST as standard tools and techniques of the OST intervention.
  • Ensure regular supervision , monitoring , and follow-up  of data collection in the OST site
  • Ensure submission of all relevant data to icddr’b, accommodate feedback and incorporate/edit as and when required.
  • Ensure necessary record keeping as set tools / techniques, prepare monthly/ quarterly/ need base report as required by the study process.
  • Document and disseminate study findings, learning with key agency. Stakeholders as and when required.

 

Responsibility # 5: Ensure effective communication, coordination and collaboration with iccdr,b OST team, UNODC, SC, NASP, DNC, and other stakeholders and counterpart 10%
  • Ensure effective communication, coordination and collaboration especially with iccdr,b, OST team and other relevant stakeholders and counterpart.
  • Participate in different national, international and local level meeting, training, workshop, seminar/symposium related to OST operation in Bangladesh.
  • Develop strategic paper, concept note, presentation, briefing paper, key note, abstract for CARE’s OST intervention, ILWHA, Clinical Training.
  • Participate any assignment of the GFPWID project or CARE Mission management as and when needed.
  • Internalize and practice CARE’s core values and principles, promote appropriate organizational culture and be role models for other in the team.

 

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. III. Reporting to:  
Senior Technical Officer - Treatment & Program will be directly reportable to Technical Coordinator-QA/QI of GFPWID Project and keep close contact with PDOs GFPWID project as well as other team member. 
IV. Working Condition:  
Based at Swamibagh and Aganagar CDIC and closely acquainted in CARE Bangladesh Dhaka Office. Required to frequent travel CARE’s GFPWID project operated DICs under Dhaka if and when needed.
V. Qualification:
  • At least 3 years clinical experience, working experiences in HIV or in study work will give preference.
  • MBBS Degree from any recognized public or private medical institute in and abroad.
  • Registered with Bangladesh Medical and Dental Association-BMDC
  • Good technical and managerial skills on efficiency to carry out research based intervention.
  • Excellent oral and written communication skills and experience of presenting information succinctly.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.

  • Clinically sound and competent conceptually sound in planning, designing, implementing, analyzing, monitoring and reporting on the public health field.
  • Able to work with any diverse situation and with most-at-risk-population like Injecting Drug Users.
  • Good coordination, collaboration and networking ability with different organization, Institutes, GoB, NGOs and UN agencies.
  • Good team player.
  • Eager to learn.
  • Have patience and empathy in dealing with PWID (HIV positive & non-positive).
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
