1. Job summary

Since August 2017, the heavy influx of Rohingya refugees into Cox’s Bazaar has required an emergency response in accordance with CARE’s humanitarian mandate to meet the needs of crisis-affected populations in the most vulnerable communities. CARE is responding to the crisis in multiple sectors, including Protection & Gender and recruiting a Program Manager -Gender-Based Violence (GBV) to lead on the coordination, management and quality implementation of the GBV program as part of the emergency operation in Cox’s Bazar.

The Program Manager –GBV will be responsible for:

  • Overall project and personnel management of all GBV program activities, ensuring compliance and accountability and core program management tools are developed and regularly updated including work plans, spending plans, budget forecasts and procurement plans;
  • Coordination (internal/external) with relevant stakeholders and protection/GBV actors (UN agencies, ISCG, Government agencies, I/NGOs, and local partners), positioning CARE as key leading GBV response agency;
  • Ensuring quality project (internal/external) reporting, based on evidence and analysis and MEAL tracking of indicators and sub-indicators are reached and submitted on time;
  • Providing technical assistance to the field staff and partners, by designing and rolling out capacity building activities/trainings on all GBV/protection, ensuring on the job coaching and mentoring;
  • Closely collaborating with the Government Liaison Officer on all GBV program government approval documents, submission and reporting.
2. Responsibilities and tasks %

Responsibility # 1: Ensure quality, timely project & personnel management of CARE’s GBV program

60%

GBV Technical and project management

  • Ensure all GBV programing meet GBV minimum standards, ensuring staff are trained and aware of what standards should be adhered to.
  • Contribute to the development of high-quality funding proposals to key donors, in close coordination with other thematic sectors and in consultation with field staff, and identify and integrate innovative and high impact approaches in new proposals, that are based on needs assessments.
  • Work with other sector staff to promote integrated programing across sectors in order to maximize the impact of response and recovery programing and avoid knowledge and performance gaps, paying attention to gender, disability and child protection.
  • Prepare, regularly review and update detailed implementation work plans and spending plans in consultation with project staff and line management, and maintain regular tracking with necessary adjustments to ensure timely implementation.
  • Supervise the implementation of GBV program deliverables, projects and activities to ensure timely and quality delivery.

Financial management

  • Oversee and keep track of GBV project expenses against budget, undertaking biweekly budget review meetings, maintaining and overseeing full compliance, and generating regular and accurate budget forecasts to provide to the Budget holder.
  • Provide timely financial and narrative reporting both internally from the partner and externally to the donor within agreed in internal timeframes.
  • Ensure CARE and donor compliance requirements.
  • Ensure that any necessary changes to the project design, objectives, outputs or budget are identified and brought to the attention of line management in a timely manner.

Staff management

  • Lead GBV team coordination mechanisms (meetings, groups, teams etc.), overseeing movement plans.
  • Ensure timely staff performance management and appraisals, management and development, ensuring compliance with HR policies.
  • Ensure staff leave is coordinated/preapproved, regularly updating leave against work plans.
  • Take lead and participate in staff recruitment processes, ensuring limited staffing gaps, raising gaps to line management in timely manner.
  • Ensure staff are aware and adhering to CARE PSHEA, Code of Conduct and Do No Harm policies and principles.
  • Direct line supervisor for GBV Program Manager, Admin Officer - GBV and overall leadership for GBV team.

Supply chain

  • Submit and update all relevant procurement plans in a timely manner.
  • Work with supply chain to ensure all items are purchased against work plans, to ensure limited gaps, based on WGSS needs.

Capacity building staff and PNGOs

  • Providing technical assistance to the field staff and partners, by designing and rolling out capacity building activities/trainings on all GBV/protection, ensuring on the job coaching and mentoring;
  • Foster PGNOs relationships and ensure compliance and appropriate technical support is provided.

 

Responsibility # 2: Ensure coordination for timely, effective and high-quality humanitarian response operations

  • Act as lead and first contact person of CARE for GBV in Cox’s Bazar.
  • Regularly represent CARE in coordination forums including GBV Sector, Government Authorities, and INGOs and provide updates of CARE’s response and response plan.
  • Initiate and develop good diplomatic working relations with local and national government authorities, UN agencies and partner NGOs. Work with Government departments involved in refugees response planning, and coordination as well as ensure approvals required for project implementation.
  • Develop strong, constructive, transparent and inclusive partnerships with all stakeholders and actors in and around the camp.
  • Meet with the CiCs on a bi-weekly basis to ensure collaboration and GBV Team updates.
  • Host meetings for own team as well as with stakeholders when necessary.
  • Host and arrange GBV related visit to the field areas, for donors or researchers and prepare and deliver briefings/presentations on GBV activities for the team, donors, and visitors, as and when required.
  • Promote CARE’s work and impact for positioning in consultation with Communications and PR Unit. Ensure appropriate branding of donors and CARE’s work in the field.
  • Contribute to GBV-related advocacy aspects with relevant stakeholders.

 

Responsibility # 3: Ensure quality reporting and monitoring tracking of all GBV programing

20 %

  • Work closely with the MEAL team to establish and submit effective field level activity and indicator tracking, weekly and monthly tracking, IPPTs, and CFM, ensuring GBV complaints are managed appropriately and in a timely manner.
  • Ensure all reports are prepared on a regular basis as per donor/ organization requirements and submitted on agreed deadlines.
  • Provide GBV technical inputs based on national and international GBV sector standards on all GBV related interventions.
  • Provide guidance to GBV project teams for successful implementation on all deliverables.
  • Accountable for quality of GBV work and GBV technical inputs to CARE and Partner NGO field teams, while ensuring that gender, disability, child protection are systematically mainstreamed into CARE’s programing.
  • Ensure strong information management and sharing, pro-active teamwork and coordination with GBV teams (including volunteers), and with other CARE sector teams and personnel.

 

Responsibility # 4: Submit and track all GBV program government reporting

  • Closely collaborating with the Government Liaison Officer on all GBV program government approval documents, submission and reporting.
  • Keep track and full documentation of all GBV FD6 and FD7 requirements and deadlines.
  • Perform all other duties, as needed or requested by the supervisor.

 

3. Reporting

Reports to the Gender and Protection Coordinator.
Directly manages GBV Technical Coordinator, Sr. Project Officer- GBV and Sr. Project Officer- Protection (and indirectly oversees whole GBV team)

4. Working conditions

Based in Cox’s Bazar, with 40% expected frequent travel to the camps.


5. Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

7. Qualifications 

Education/training

  • Master’s degree in social sciences, gender studies, public health, social work, humanities, law or other related discipline.
  • 5-7 years’ experience with a minimum of three years’ work experience of GBV in emergencies, protection, and gender programing.
  • Experience of supervising field staff required.

Experience & technical skills

  • Demonstrated experience in leading teams in Protection/GBV in emergencies, clear understanding of gender, human rights, and issues surrounding violence against women and girls, risk mitigation and PSS.
  • Strong knowledge of IASC GBV Guidelines and Gender Handbook, Humanitarian Principles, IASC Protection, GBV and CP minimum standards and guidelines.
  • Strong skills in designing, delivering/facilitating trainings to different stakeholders on gender, GBV, and protection principles and knowledge of training participatory tools and methods.
  • Must be comfortable to attend and facilitate internal/external meetings, representing GBV issues.
  • Practical field experience working in camps or informal/makeshift settlements required.
  • Positive and professional attitude, including ability to lead and work well in team setting.
  • Strong ability to organise work, meet deadlines, maintain composure, prioritise work under pressure, coordinate multiple tasks and competing priorities and maintain attention to detail.
  • Excellent interpersonal and staff management skills, problem-solving skills, creativity and flexibility.
  • Excellent report writing skills and experience in M&E systems and multiple budgets management.
  • Strong computer skills on MS word, Excel, PowerPoint.
  • Fluent communication skills in verbal/written English and Bangla. Rohingya/Chitagonian advantage.
