Position Title: Monitoring, Evaluation and Learning Coordinator

Project: Bangladesh Integrated Youth Activity (BIYA)

Number of Positions: 01

Location:  Based at CARE Bangladesh Dhaka Office

Duration: Duration of the project will be up to 5 years

I. Project  & Job Summary:

Recently, USAID has a business forecast on ‘Bangladesh Integrated Youth Activity (BIYA)’, which is supposed to be awarded by this year. According to the forecast, this initiative is to empower youth to advance economic and democratic opportunities by building skills through appropriate training and linkages with the private sector. The activity aimed at enabling youth to better contribute to Bangladesh’s inclusive, resilient social and economic growth, will be accomplished using a cross-cutting, multi-sectoral approach. The activity will empower youth and strengthen the capacity of government and non-government community-based organizations to address youths needs and provide quality, relevant services. This will include youth better able to support communities affected by natural disasters resulting from climate change.

CARE Bangladesh seeks a Monitoring, Evaluation and Learning (MEL) Coordinator for the anticipated USAID-funded Integrated Youth Activity in Bangladesh (BIYA). This position is subject to project award and funding. Only citizens of Bangladesh or permanent residents with work authorization are encouraged to apply. The position will be based in Dhaka, Bangladesh.

The Monitoring Evaluation and Learning (MEL) - Coordinator will oversee monitoring, evaluation, learning, and program quality improvement activities/components of the program consortium led by CARE. The incumbent will lead the design and implementation of the project MEL/Result framework aligning with USAID CLA approach, M&E systems, research activities, and processes in line with CARE’s system and USAID requirements. S/he will lead the development of the project MEL plan including appropriate gender sensitive-indicators, MEL tools development, data collection, and milestones to monitor and evaluate performance, and produce timely, accurate, and complete reporting. S/he will ensure the collection of appropriate data from a variety of sources to understand effective approaches and activities performed on an ongoing basis. This position will lead in the data quality assurance, effective analysis and use of data to adjust programmatic approaches at the national and regional levels on a continuous basis. This position will lead the activity in the continuous implementation of adaptive management, ensuring a feedback loop and direct connection between data and continuous program and strategic adjustments and improvements.  S/he will manage, mentor and supervise the project MEL team, and research/survey partners, and guide and build capacity in MEL and the program team in the related process. S/he will work collaboratively with other USAID project M&E Lead. S/he will assist Chief of Party in producing learning materials and producing draft donor report.


II. Responsibilities and Tasks:  
Responsibility #1: Lead to develop and implement Result Framework of BIYA project throughout the project lifecycle. 35%
  • Take the technical lead for developing the Result Framework aligning with USAID CLA approach, MEL tools, and procedures, and avail and promote the use of information to guide performance management through well analyzed, rapid, and timely feedback.
  • Develop MIS system to track delivery against activities, outputs and outcomes
  • Ensure the quality of data, effective analysis and use of data to adjust programmatic approaches
  • Lead capacity building activities for the MEL staff of consortium partners
  • Provide technical lead to project to undertake periodic monitoring and evaluations such as baseline, mid-term reviews, and end-line evaluations along with operational research and other research in coordination with partner agencies.

 

Responsibility #2: Detail implementation plan and MEL tools development 20%
  • Lead the detailed implementation plan development process.
  • Develop MEL tools and ensure that tools are aligned with annual work plans, targets and M&E activities.
  • Ensure staff are capacitated with MEL system, tools and DIP
  • Ensure data are collected on time using appropriate tools. Data quality assurance is the key to maintain for all sorts of data/information
  • Oversee the DIP and do the revision of DIP and MEL tools, as and when required

 

Responsibility #3: Reporting and Feedback 20%
  • Provide up-to-date, evidence-based information to management for strategic planning and decisions for enhanced project performance.
  • Develop and implement adaptive feedback and management systems for detecting, communicating, and sharing evidence about the impacts and outcomes of the project, and promote knowledge-generating and sharing learning platforms.
  • Assist Chief of Party in producing learning materials
  • Ensure timely and accurate submission of project report to the donor, including progress against targets set in the award agreement and annual work plan, quarterly, and annual reports.
  • Ensure uploading of project information at the USAID’s internal platform and support their open data policy.

 

Responsibility #4: Internal and External communication 15%
  • Guide, supervise, and build the capacity of the MEL team in the M&E system and procedures.
  • Serve as program focal point with the PEARL team.
  • Exchange of MEL data, information, and evidence with Government counterparts, youth organizations, partners, media, and academic institutions to promote learning and support advocacy efforts.
  • Work collaboratively with other USAID project M&E lead.
  • Ensure that data confidentiality and ethical guidelines are maintained.

 

Responsibility #5: Culture and Environment 10%
  • Ensure strong collaboration with Women and Girls Empowerment Program and other USAID projects of CARE Bangladesh for alignment
  • Ensure that CARE’s PSHEA and Safety & security policies and procedures are applied to all program and staff operations
  • Promote a culture of reflective learning and adaptation across the broad spectrum of partnerships and project teams

 

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III. Reporting to:  
The MEL Coordinator position will be based in Dhaka and supervised by the Chief of Party
IV. Working Condition:  
This position is based in the CARE Bangladesh Dhaka Office with approximately 30% of his / her time to be spent in the field for project activities and working with the project counterparts.
 V. Qualification:  
  • Total 7 – 8 years of experience along with 6 years of research, monitoring, evaluation and knowledge management of USAID-funded programs from project inception through closeout demonstrating a progressively increasing level of responsibility.
  • Postgraduate Degree or Equivalent in a relevant field (e.g., statistics, M&E, research methods, Public Health, Demography, etc.) with a minimum of 8 to 10 years of M&E and Knowledge Management experience.
  • Experience in youth empowerment measurement and proven experience in developing indicators to measure the success of the program.
  • Knowledge of statistical software (such as SPSS, STATA, and SAS with GIS), adaptive analytics, and artificial intelligence
  • Advanced skills with MS Word, Excel, PowerPoint, and Access
  • M&E experience in youth capacity-building programs is an advantage.
  • Demonstrated experience in implementation and design of quantitative and qualitative research as well as use and programmatic application of research for quality assurance and program improvement.
  • Demonstrated leadership qualities, depth and breadth of management expertise and experience; previous experience supervising and mentoring staff, and ability to build MEL capacity of staff.
  • Excellent interpersonal skills, including an ability to effectively manage a multi-cultural team, make timely and transparent decisions and manage conflict.
  • Experience implementing adaptive management, ensuring feedback loop and direct connection
    between data and continuous program and strategic adjustments and improvements.
  • Demonstrated commitment to principles of Gender Equity and Diversity and PSHEA (Prevention of Sexual Harassment, Exploitation and Abuse).
  • Required oral and written fluency in English.
  • Ability to travel to project sites as required.

VII. Authority:  
The MEL Coordinator is authorized to communicate with project staff on a regular basis to produce best results.

The MEL Coordinator will also maintain close relations with the Technical partners and implementing partners as per need.

IX. Problem Solving:    

There are three levels of problem-solving:  1) What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis; 2) What has to be done is known, but how to do it is not defined.  The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and 3) Why things are done is known, but what has to be done and how to do it are not defined.  Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations.  He or she will face and address problems that are typically non-recurring.
