In Bangladesh, it has more than 65 years of experience in improving food and livelihood security, water sanitation and hygiene, promotion of gender equality and women empowerment, improve child health and nutrition to eventually reduce child mortality. CARE has a long history to work with USAID; presently CARE-Bangladesh is implementing the world’s largest food security program receiving grants from USAID. CARE-B has received other grants from USAID to implement other programs including humanitarian programs.
Recently, USAID has a business forecast on ‘Bangladesh Integrated Youth Activity (BIYA)’, which is supposed to be awarded by this year. According to the forecast, this initiative is to empower youth to advance economic and democratic opportunities by building skills through appropriate training and linkages with the private sector. The activity aimed at enabling youth to better contribute to Bangladesh’s inclusive, resilient social and economic growth, will be accomplished using a cross-cutting, multi-sectoral approach. The activity will empower youth and strengthen the capacity of government and non-government community-based organizations to address youths needs and provide quality, relevant services. This will include youth better able to support communities affected by natural disasters resulting from climate change.
CARE Bangladesh seeks a Head of Finance for the anticipated USAID-funded Integrated Youth Activity in Bangladesh (BIYA). This position is subject to project award and funding. Only citizens of Bangladesh or permanent residents with work authorization are encouraged to apply. The position will be based in Dhaka, Bangladesh.
The Head of Finance will work under the supervision of the Chief of Party (CoP) and manage all financial and grant activities of BIYA project. S/he will work closely with the CoP, technical staffs, regional leads, consortium partners and subgrantees to ensure project resources are effectively and efficiently used in order to achieve project objectives and results. The Head of Finance must ensure that project implementation is done in an environment of strong controls and that the project complies with CARE and USAID rules and regulations and all applicable local laws. S/he will ensure appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and forecasting, procurement, property management, grants management and other related financial and operational tasks) are in place to properly disburse, account, budget, and report project funds in timely and cost-effective manner. The Head of Finance is responsible for financial quality control and reporting and must ensure financial and operational information is provided to project leadership, and all other stakeholders for timely decision making. |
II. Responsibilities and Tasks: |
Responsibility #1: Leadership and Oversight |
30% |
- In collaboration with CoP, provide technical leadership and oversight finance management, maintain procedures, and avail and promote the use of information to guide performance management through well analyzed, rapid, and timely feedback.
- Ensure compliance with CARE-B finance, accounting and procurement policies and procedures as well as local laws (i.e. taxes, customs, registration, minimize unbillable expenses)
- Manage and oversee project’s internal and external financial audits, follow up on the implementation of audit and compliance review recommendations
- Ensure adherence to CARE’s standard operating procedures for the procurement of commodities as described in the project’s Regional Office Operations manual and CARE’s policy
- Identify project financial risks and consult with the COP for rectifying those

Responsibility #2: Financial Operation Management |

- Oversee the management of bank accounts: follow transfers, check balances, check authorized expenses and online transactions, advise COP on changes in project strategies
- Utilize/review monthly financial and operational monitoring tools in collaboration with relevant team from program support (forecast, procurement, activity tracker, etc.);
- Review, approve and pay out cash disbursements to vendors and grantees in a timely manner and ensure that all expenses are allowable, allocable and documented per CARE/USAID policy and have adequate support documentation.

Responsibility #3: Reporting and Feedback |

- Ensure timely submission of acquittal reports (preliminary & final extracts) to project leadership, partners and donor, and review balance sheet reconciliations;
- Responsible for management of financial documents and maintaining a proper filing system
- Analyze gaps between planned budgets and actual expenses and report to COP

Responsibility #4: Sub-Grantee Management |

- Set up, manage, and provide grant financial assistance related to the grant-making component of the program activities
- Ensure grants management and reporting are compliant with USAID grants management regulations
- Follow-up on the grant files updated with budgets, grant contracts, and agreements
- Ensure sub-grantee complete the pre-award requirements and signed grant agreement as per CARE/USAID policy
- Ensure that sub-grantees follow applicable regulations and spend the grant funds as intended;
- Provides technical assistance as required to build capacity of local partners & grantees.

Responsibility #5: Culture and Environment |

- Ensure strong collaboration with Women and Girls Empowerment Program and other USAID projects of CARE Bangladesh for alignment
- Ensure that CARE’s PSHEA and Safety & security policies and procedures are applied to all program and staff operations
- Promote a culture of reflective learning and adaptation across the broad spectrum of partnerships and project teams

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. IV. Working Condition: |
This position is based at CARE Bangladesh Dhaka Office with approximately 30% of his / her time to be spent in the field for project activities and working with the project counterparts. |
| V. Qualification: |
- 10 -12 years of professional experience in Financial Management/Grants Management or equivalent combination of education and experience.
- Master’s or Bachelor’s Degree with CPA, ACCA preferred.
- Experience working with USAID funded projects preferred
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
- Excellent financial and analytical skills
- Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;
- Ability to build effective relationships with all clients, peers, and stakeholders;
- Ability to work hands-on, independently, and within team;
- Demonstrated success managing and leading technical and administrative teams;
- Strong oral and written communication skills and ability to coordinate activities with officials from government, donors, NGOs, and other agencies;
- Strong computer skills: Microsoft Office applications;
- Experience in general business administration and financial management;
- Ability to travel to project sites as required.
