The Technical Coordinator- Advocacy & Capacity Building (TC-A&CB) will guide and oversee the overall advocacy and capacity building of the PWID project including consortium members. S/he will be responsible to develop advocacy and capacity development plan including advocacy frameworks & execution plan, generate evidence for advocacy, develop capacity building plan following project plan & resources and ensure proper documentation of advocacy and capacity building programs. S/he has work closely with project team and responsible person of PR (prime recipient of The Global Fund) for obtaining technical support as well as for the finalization of implementation plan. Uptake required filed visit to monitor the impact of advocacy and capacity building works especially to DIC and outreach staff and harassment towards projects participants and their associate partners/family members. Review and develop various tailor made capacity building manual, guidelines, tools etc. in consultation with team members. S/he has to develop strong networking and collaboration with other stakeholders especially with government counterpart like, ASP (AIDS/STD Program), Police Department, Prison Authority, Department of Narcotics Control (DNC), various health service providers and other Civil Society Organizations. The TC-(A&CP) will support STOs, PDOs to facilitate On-the-Job (OJT) following field findings in consultation with TCs and Team Leader. S/he will also responsible to generate evidence (using internal & external documents) and to develop materials such as leaflet, policy brief, newsletter etc. for advocacy and impactful communication with national and international stakeholders. S/he will work closely with other TCs for capacity building and with Team Leader especially for advocacy, networking and collaboration issue with internal and external stakeholders.  Represent CARE in various regional and national forum for networking and collaboration.


II.            Responsibilities and Tasks:

Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  The general rule of thumb for percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.

Responsibility # 1: Advocacy, networking and collaboration with internal and external stakeholders

  • Conduct advocacy with key stakeholders, power structures, community leaders at various level focusing on comprehensive Harm Reduction program.
  • Develop bottom up advocacy strategy and implementation plan following project activities and accordingly implement advocacy activities.
  • Generate professional knowledge through review of national laws, policies, good practices and global policy instrument related on drugs abuse, HIV/AIDS and rights of marginalized and vulnerable population.
  • Work closely with police department (at various level), Department of Narcotics Control, Prison Authority to address the issues of project participants which are affecting their life as well as program operation.
  • Collect and analyze data on GBV, Harassment, Stigma, discrimination, exploitation to PWIDs and their family members and according generate evidence for advocacy and communication with diverse stakeholders.

Responsibility # 2: Community and stakeholder mobilization

20%

  • Develop realistic plan of community and stakeholder’s mobilization for their support and engagement following community mapping and stakeholder’s analysis
  • Ensure quality implementation of community and stakeholders mobilization plan
  • Identify key influential leaders in the community and among stakeholders and establish professional working relationship for their proactive support and involvement.
  • Generate program evidence and convincing data for sharing with community leaders and stakeholders for their support and decision making.
  • Generate impact of community mobilization program and document the impact for sharing with relevant stakeholders including donors.

 

Responsibility # 3: Capacity building

25%

  • Develop SMART capacity development plan following program activities and accordingly operationalize the plan in consultation with project team member
  • Review existing training curriculum, guideline including facilitation methodology and tools for participatory and interactive training facilitation.
  • Conduct training need assessment especially for DIC base staff and accordingly reflect in curriculums/modules for facilitation.
  • Support STOs and PDOs for conducting quality and result orientated OJT for the quality implementation of outreach and DIC base program activities.
  • Explore capacity building and learning opportunities for staff from internal and external sources and accordingly take actions to access the opportunities. 

 

Responsibility # 4: Knowledge management and materials development

15%

  • Review existing train materials and accordingly develop tailor made materials for the facilitation of capacity building program activities.
  • Review & develop IEC/BCC and others advocacy and communication materials in consultation with project team and ensure their proper utilization.
  • Disseminate program learning and good practices with internal and external.
  • Orient DIC base staff about how to use IEC/BCC materials for program implementation especially for behavior change communication intervention with PWIDs and their family members.
  • Explore ICT base IEC/BCC materials development and its utilization. 

 

Responsibility # 5: Reporting and process documentation

15%

  • Develop various report on time for sharing with stakeholders and donors.
  • Ensure process documentation of all kinds event and accordingly preserve those for compliance.
  • Support DIC team to prepare interesting stories and select/develop powerful stories for sharing with internal and external stakeholders as well as community people.
  • Organize various events engaging relevant team members for effective and efficient of resources.
  • Develop quality ToR/SoP for organizing any kind of events and resource hiring for facilitation or consultation.

 

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

 

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV.          Working Condition:  

Based in CARE Bangladesh Dhaka Office (CBDO) with approximately 60% travel to the field. Close contacts are required with other organizations working in similar field.


V.         Qualification:
  • 5 - 6 years’ experience with at least 3 years in Managerial role in relevant field management, 2 years in project planning and implementation on advocacy and capacity building on public health program.
  • Masters in Social Science will be given Preference or in relevant discipline.
  • Able to develop Annual Implementation Plan (AIP): Has demonstrated ability to prioritize work.
  • Skills in Management: Ability in Team Involvement, Coordination and has worked as a member of different teams.
  • Strong skills in Resource Management: Has demonstrated ability to effectively and efficiently utilize available resources.
  • Good conceptual ability regarding job performed: Is able to articulate project goals and explain how strategies will help achieve goals.

VI.          Core Competencies:  

  • Strong communication and representation skills to both internal and external stakeholders.
  • Strong networking and collaboration skills with various department of GoB and with other CSO/private inst.
  • Strong skills in setting priorities: Is able to focus on important tasks, manage time effectively and meet deadlines.
  • Good articulation and facilitation skills (participatory and interactive).
  • Typing skill both English and Bangali.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
