Duration: Duration of the Contract will be up to December 31, 2022 with possibility of extension

I. Job Summary:

Cox’s Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region's poor land quality and high risk of natural disaster. Since the Myanmar refugee influx in fall 2017, over 902,984 refugees or 201,150 households (HH)s have settled in Cox’s Bazar. Despite the support of the Government of Bangladesh and the global humanitarian community, the large concentration of refugees has resulted in commodity and housing price hikes, falling agricultural and other low-skill labor wages, and severe environmental degradation. Depletion of natural resources and competition for economic resources has placed new strain on the host community. Data obtained from several secondary sources indicates that more than two million people from the host community population of Cox’s Bazar district have been directly or indirectly affected by the Rohingya influx, about 27% living in Maheshkhali, Kutubdia and Pekua, who are facing disruption on their day-to-day income-generating activities and regular livelihood. Recent research also supports the need for a comprehensive approach to build and improve resilience for the affected communities in Cox’s Bazar, emphasizing economic empowerment of refugee and host community women through home-based enterprises and value chain activities. Women living within these host community areas, especially the ultra-poor and those with disabilities are most vulnerable in this particular context. In the overall context of Bangladesh, women have less access than men to markets, assets, decision making and other livelihood opportunities, and are less resilient to disaster and health shocks. Current livelihood practices in these areas include agriculture, fishing, dry fish and other small-scale business; most of which have been negatively impacted due to the Rohingya crisis, impacting livelihoods of the host communities.

To address these problems in the host community areas, specifically for women, CARE Bangladesh, with generous support from World Food Programme, has undertaken EFSN (Enhanced Food Security and Nutrition) project. The project helps to build their capacity and enhance skills, make behavioral change to achieve personal and social wellbeing, at the same time provide direct financial support for entrepreneurship and business development to ensure sustainable livelihoods. In addition to these interventions, this project also works on improving household resilience and economic sustainability through financial inclusion, market linkage building and promoting collective action. EFSN project engages with 15,000 extremely poor, marginalized and disabled women whose livelihood has been negatively impacted by the change happened in the local economy due to the Rohingya crisis.

The Livestock Officer will support the delivery of EFSN project by working with beneficiaries to increase their productivity and income from livestock value chains. Key performance indicators will include the extent to which beneficiaries access and use sustainable public and private sector livestock services; monetize livestock products; and diversify their livelihoods to reduce their vulnerability to geographical and weather-related shocks and hazards


II. Responsibilities and Tasks:

  • Responsibility # 1: Ensure appropriate and timely implementation of activities related to Livestock

  • Actively involve and take the lead in the process of business selection for the project
  • Advise livestock owners on disease control and animal husbandry methods
  • Prepare vaccination plan and ensure Deworming and vaccination for all livestock
  • Assist beneficiaries on best practices regarding the broiler, breeder, hatcheries and layer farming to improve the quality and quantity of their production.
  • Provide support to selected entrepreneurs on poultry facility design, construction, installation, maintenance and the overall poultry farm management
  • Assist field staff in conducting beneficiary’s surveys.
  • Prepare seasonal calendar for Livestock (Disease and Vaccination);
  • Market visit to be updated himself about feeds, recent medicine and treatment mechanism

 

 

  • Responsibility # 2: Design and implement livestock and poultry capacity building program

  • Provide training to project Extension Agents on cattle management and animal husbandry
  • Ensure that project beneficiaries are trained on proper cattle management and animal husbandry practices
  • Train the farmers/entrepreneurs on best broiler farming and poultry management
  • Advice entrepreneur owners on better use of animal feed, housing, water, and other important aspects of broiler, breeder, hatcheries and layer farming and poultry rearing;
  • Train the extension services on identification and solution of diseases and other poultry/Cattle rearing problems;

 

  • Responsibility # 3:  Provide technical assistance services and establish linkages

  • Coordinate with other programs/ projects operating in the poultry/Cattle sector in the province
  • Solve local technical poultry issues where possible and report on-going problems including outbreaks of disease and poultry mortality
  • Provide support to selected entrepreneurs on poultry facility design, construction, installation, maintenance and the overall poultry farm management;
  • Deliver poultry related extension services to project beneficiaries during the project implementation period.
  • Provide technical assistance in developing an appropriate marketing strategy for the livestock.
  • Develop and maintain working relationships with concerned departments (DAE, DLS and others),, agencies, market actors, different associations, partners and stakeholders

 

Responsibility # 4 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

V. Qualifications and Experience:  

  • Master degree in Veterinary science or Doctor of Veterinary Medical (DVM).
  • Minimum 4 years professional practical field experience in the relevant livestock field implementation.
  • The applicants should have experience in the following area(s): rearing of poultry and livestock
  • Prior experience of working with EFSN will be appreciated
  • Good team and communication skills.
  • Should have good understanding of MS Office applications.

VI.  Core Competencies:  

  • Technical skills, knowledge on livestock based livelihood program implementation.
  • Experience on Participating Learning Action and Community Led development approach
  • Good understanding about Cox’s Bazar host community, its dynamics, power structure and development issues.

VII.  Authority

Can implement approved budgeted activities. Can take decision in program implementation using his/her own judgment and seek help from supervisor, if required.
