Position Title: Project Officer under C19RM Supplementary Funding for comprehensive prevention programs of people who inject drugs (PWID) and their partners.

Location: Based at CARE Bangladesh Dhaka Office.
Duration: Duration of the contract will be up to April 09, 2023 with high possibility of extension

I.             Job Summary:

The Project Officer is a position that offers diversified roles and responsibilities for overall Project implementation, management and support of the services to be delivered through different approaches and training/ workshop initiatives targeting the Injecting/Drug User of C19RM (Covid-19 Response Mechanism) Supplementary Funding for comprehensive prevention programs of people who inject drugs (PWID) and their partners project operation area (assigned by the C19RM project management). Regarding program support, s/he has to extend technical support to the service centre Manager/ Coordinator to implement program activities as per PIP. On the other hand, s/he would ensure all necessary support to Conduct training/workshop/ meeting and develop different leaflets, posters, modules, manuals, guidelines, etc. as per the project plan. In addition, s/he would offer optimum support to responsible finance staff for smooth functioning of the finance and administrative jobs.  S/he should ensure internal coordination amongst Grants and Finance Manager, Finance & Administrative Officer, M&E and PSM personnel so that they can supplement/complement each other. S/he is responsible for the analysis of Monthly, Quarterly and Annual Program and Financial reports for the HIV Program of CARE Bangladesh and Donor. The PO has to Maintain regular coordination, collaboration and communication with law enforcement agencies, GOB, NGOs and other related organizations/stakeholders (Locally/Nationally/Internationally) for the smooth running of the project activities and promoting those at different forums/levels.

II.            Responsibilities and Tasks:

Responsibility # 1: Staff Recruitment, Staff development and Performance management

20 %

  • Ensure Staff recruitment (POW) involving NPUD and participate in recruiting other service center staff when necessary.
  • Provide Orientation to newly recruit DICC, CDIC Manager, Outlet Manager & FM on COVID-19 pandemic and ensure other staff orientation following C19RM project guideline.
  • Identify staff training needs; ensure need-based training for respective groups/individuals timely and effectively.
  • Provide on-the-job training, coaching, and mentoring to the service centre staff working in the field.
  • Ensure compliance issues in managing the resources of the Project in light of DIC Staff Policy/ Organizational Policy / GoB policy and Donor Policy etc.
  • Initiate appropriate disciplinary measures to the concerned staff as and when necessary.
  • Completion of staff Annual and Midterm Performance appraisal in a realistic and   professional manner following DIC Staff Policy.
  • Organize and facilitates reflection & learning session for Project and DIC Staff on COVID19.

 

Responsibility # 2: Effective and Efficient planning and implementation of C19RM project activities

  • Participate in the preparation of the project policies, strategies, multi-year plans and work plans and overall strategic planning for the C19RM project as a member of the HIV program Team.
  • Design and develop a new initiative to ensure the effective and efficient quality of work for the C19RM project.
  • Ensure Technical Management of the Program is in line with approved National Guideline, SOP.
  • To initiate the new activities of the pilot program for future programming considering on ongoing challenges and lessons learned.
  • Ensure necessary logistics support for timely implementation of intervention activities.
  • Ensure timely and quality implementation of intervention activities to comply with Global Fund Performance Management Framework.
  • Monitor and track the achievement of overall project objectives.
  • Review project related crucial problems, which are forwarded by field staff and take necessary action. If required, keep the program unit informed with recommendations on options of solutions.
  • Orient DIC and Partners’ Staff  to practice Gender issues of CARE and promote/ensure Gender integration in the C19RM project
  • Understanding of C19RM Strategy and participating in different events of Program Approach of CARE and practice to effectively demonstrate the result of C19RM intervention of CARE’s long term impact statement.

 

Responsibility # 3: Effective and efficient use of project assets and resources

20 %

  • Review the project proposal/ Program description, Concept note, and multi-year financial plan and ensure the PIP for the assigned area as per approved WP.
  • Monitor the financial expenses vs program performance at assigned areas and make necessary revisions/adjustments.
  • Assist supervisees to implement program activities as per budget and program management instructions.
  • Ensure field operational Cost-effectively as per organizational policy and approved budget.
  • Ensure effective use and monitor of the Harm Reduction Logistic as Supply Chain Management Flow Chart for smooth & uninterrupted program implementation.
  • Ensure quality control of service centre Store within the given resources
  • Ensure periodic inventory of service centre PPE, FF&E & HP under the C19RM project.
  • Ensue controlling the health product/ PPE material divergence through a different initiative at the assigned area.

 

Responsibility # 4: Monitoring, Supervision and Reporting

20 %

  • Monitor and supervise the different levels of service center-based staff.
  • Ensure real-time data entry at the field or service center at CIS.
  • Monitor and supervise Outreach and service Centre-based activities.
  • Ensure the collection, compilation, analysis and uses of service Centre-based data/information and take necessary action to mitigate the gaps in compliance with the M& E Framework of the Global Fund Project.
  • Ensure frequent data cross-checking at the service center and Outreach level.
  • Prepare Monthly and Quarterly reports, preparation and submission within the timeline.
  • Prepare some special reports as and when required such as incident reports, harassment reports, case studies and Event Reports.
  • Participate in different studies i.e.COVID impact among PWID, need-based program assessment, National    Surveillance and other Stakeholders’ Studies in this relevant field.

 

Responsibility # 5: Advocacy, Co-ordination and Information management 

20 %

  • Ensure advocacy Meetings with District / Local Level Stakeholders for creating enabling environment for smooth implementation C19RM project.
  • Ensure Regular Community Sensitization meetings for effective community engagement with the project,
  • Conduct different meetings, workshops, and Training with different stakeholders as per the project description/ proposal. 
  • Participate and contribute to different National / International Day Observance
  • Ensure District and Local Level Co-ordination with different GoB / NGOs Stakeholders, other Packages/Partners for better integration at the local level, and to achieve the maximum outcome of the C19RM project.
  • Communicate with law enforcement agencies like Police/RAB/Department of Narcotics Control/Detective Brunch/BGB and conduct sensitization meetings on the C19RM project.
  • Collect and gather updated information related COVID-19 pandemic.
  • Participate in different level meeting training workshops organized by GoB, UN agencies, NGOs and other stakeholders.
  • Execute special assignments beyond their regular job which have been given by project or mission management.
  • Coordinate with PSM focal of CARE and SCI for the overall management of the C19RM project.  

 

 

Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Based in CBDO with frequent movement of the C19RM project area (especially: Dhaka, Mymensingh, Rajshahi, Khulna, Dinajpur and Chottogram division).

IV. Qualification:

  • 3 to 4 years of working experience in the development sector (Preferably in HIV program).
  • Masters in Social Science or equivalent in other disciplines.
  • Technical skills in COVID-19 management and related other Health issues
  • Strong communication skill in both verbal and written in English and Bangla.
  • Computer skills on MS word, Excel, Power point.
