I.             Job Summary:

Data obtained from several secondary sources indicates that more than two million people from the host community population of Cox’s Bazar district have been directly or indirectly affected by the Rohingya influx, about 27% living in Maheshkhali, Kutubdia and Pekua, who are facing disruption on their day-to-day income-generating activities and regular livelihood. Recent research also supports the need for a comprehensive approach to build and improve resilience for the affected communities in Cox’s Bazar, emphasizing economic empowerment of refugee and host community women through home-based enterprises and value chain activities . Women living within these host community areas, especially the ultra-poor and those with disabilities are most vulnerable in this particular context. In the overall context of Bangladesh, women have less access than men to markets, assets, decision making and other livelihood opportunities, and are less resilient to disaster and health shocks. Current livelihood practices in these areas include agriculture, fishing, dry fish and other small-scale business; most of which have been negatively impacted due to the Rohingya crisis, impacting livelihoods of the host communities.

To address these problems in the host community areas, specifically for women, CARE Bangladesh, with generous support from World Food Programme, has undertaken EFSN (Enhanced Food Security and Nutrition) project. The project helps to build their capacity and enhance skills, make behavioral change to achieve personal and social wellbeing, at the same time provide direct financial support for entrepreneurship and business development to ensure sustainable livelihoods. In addition to these interventions, this project also works on improving household resilience and economic sustainability through financial inclusion, market linkage building and promoting collective action. EFSN project engages with 15,000 extremely poor, marginalized and disabled women whose livelihood has been negatively impacted by the change happened in the local economy due to the Rohingya crisis.

Upazilla Project Officer will be responsible for ensuring the implementing project activities with guidance from the Project Coordinator, S/he will lead the field implementation at the Upazila Level.   S/he will also directly deliver the EFSN program activities within the timeline as per desired standards of the project.  The position requires regular site visits to implement the activities under her/ his portfolio. He will work closely with business development officer, program support officer, livestock officer and data management support officer and disability & inclusion officer.

II.            Responsibilities and Tasks:

Responsibility # 1: Supervise filed implementation team and provide technical support

  • Lead the field EFSN project team (community mobilizers , CDOs) in the field level
  • Provide necessary orientation and training to project personnel, required for EFSN Self-help group
  • Ensure supportive supervisions and guidance of community mobilizers for quality and timely completion of cash transfer activities
  • Assist the Project Coordinator to delivering comprehensive training programs on financial literacy and leadership, business development, behavioral change communication, collective action etc. 
  • Prepare and follow a detailed implementation work plan and maintain regular tracking with necessary adjustments to ensure timely completion of all cash transfer activities
  • Extend technical support to the community mobilizers, as and when required
  • Arrange and participate in the Upazila/union quarterly coordination meeting and share the community quarterly update.

 

 

Responsibility # 2: EFSN Capacity Building Activities

  • Execute work plan in consultation with project staffs and line management
  • Mobilize women groups , Union body and Department of agricultural extension and carry forward participatory activities
  • Liaise and collaborate with relevant local authorities and other key stakeholders to ensure smooth completion of capacity building and awareness building activities
  • Supervise formation and functionality of Women Self Help Group
  • Establish strong coordination with assigned Upazila administration

 

Responsibility # 3: : Documentation and reporting

    30%

  • Provide regular progress reports to line manager.
  • Preparation of weekly and monthly narrative progress reports for activities undertaken.
  • Preparation of weekly/monthly work plans & expenses projections, etc.
  • Conduct assessment and case studies on best practices

 

Responsibility # 4 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

V.   Qualifications and Experience:  

  • Masters in science or social science discipline. 
  • At least 5 years of experience in food security and livelihood program implementation
  • Knowledge in gender, youth and children focused approach
  • Experience in cash based programming
  • Experience working in climate sensitive livelihood approach
  • Experience in in community mobilization and organizing learning sharing events involving community, practitioners and researchers and policy makers.  
  • Good communication, report writing and presentation skill in Bangla and English.
  • Good interpersonal and team management skills.
  • Computer skills on computer software e. g MS office, internet.
  • Gender awareness and a commitment to gender equality.
  • Experience in maintaining stakeholder relations with local government, administration and civil society
  • Moto Cycle driving with permanent and valid driving license is highly preferable.

VI.  Core Competencies:  

  • Facilitation skills, knowledge in pro-poor program implementation.
  • Knowledge of multicultural intervention and ability to deal with GO, NGO, CB0 & LEBs.
  • Experience on Participating Learning Action and Community Led development approach
  • Good understanding about rural community, its dynamics, power structure and development issues.
