Position Title: Manager – Capacity Building under Joint Action for Nutrition Outcome (JANO) Project

I. Job Summary:  

CARE Bangladesh, a non-profit international development organization, is implementing a project on Local Nutrition Governance. CARE is hiring the Manager – Capacity Building for this potential project. Under this Joint Action for Nutrition Outcome Project, CARE Bangladesh will work with the Government of Bangladesh (GoB) at the national, regional and local levels, to support the effective implementation of the National Plan of Action for Nutrition (NPAN). This will work at multiple levels of local government institutions, specifically with the Nutrition Committees at the district, upazilla and union levels – focusing on strengthening local nutrition-governance mechanisms, and scaling-up multi-sectoral nutrition-sensitive programming. The project will facilitate developing solutions emerging from communities, government line departments, and from the private sector. This project will replicate proven best practices to scale up innovative local governance models for better nutrition outcomes. The project intends to impact on several of the core challenges faced by selected districts in North-West region of Bangladesh and Rangpur.

The Manager – Capacity Building is one of the key and strategic positions in the project at regional office with overall responsibility to work with local government structures at all level – district, upazila and union, to build capacities of DNCC, UNCC and UDCC for effective implementation, responding to the needs of communities and monitoring progress in nutrition outcomes. S/he will be responsible to work closely with partner organization to support on mutli-sectoral capacity building at Union, sub-district, and district level government officials and other relevant stakeholders.

The incumbent will be responsible in building capacity of community support group to engage effectively with government systemic structures at the union, upazila and district level. He will be responsible to build capacity of community support groups in utilizing community score card and social audit in nutrition services and ensure findings are influenced in nutrition action plan. Multi-Sector Governance Manager will work under close supervisor of Senior Team leader and take shoulder any pragmatic activities for greater success of the project assigned to him by STL. He will make congenial relation and work in collaboration with peer colleagues and maintain team spirit for success in ultimate nutrition outcome.


II. Responsibilities and Tasks:

Responsibility #1 Prepare capacity building plans.

15%

  • Prepare yearly calendar of capacity building of community support group, local government officials and nutrition coordination committees at subdistrict and district officials.
  • Support the Senior Team Leader in the planning of the implementation phase and development of relevant planning documents (ProDoc, budget, log frame, etc.).
  • Identify need assessment of stake holders on capacity building on multi-sectoral nutrition intervention, nutrition sensitive value chain, ICT component on access to nutrition information and accountability mechanism.

 

Responsibility # 2 Organize capacity building training, budget preparation and facilitator assignment.

30%

  • Deliver all capacity development-related activities for partner NGOs and local government in diverse areas of nutrition governance.
  • Work closely with selected local partners to ensure adequate capacity is built in various areas of the program.
  • Ensure flexibility and high quality of the capacity development support provided to the partner and relevant local Government institutions.
  • Ensure integration of organizational capacity development with other technical support the project will provide to partners.
  • Lead in program monitoring, evaluating, learning and periodic reporting related to capacity building.
  • Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation.
  • Assist and provide technical backstopping for the development of the capacity building component of multi-level nutrition action plans.

 

Responsibility # 3 Develop training module and facilitation skill development.

30%

  • Work on strategy development and technical tools preparation for capacity building of beneficiaries on nutrition sensitive agricultural practices.
  • Develop materials and processes for specific areas identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning and other methodologies.
  • Training assessment, feedback collection, and taking proper action for improvement.

 

Responsibility # 4 Facilitate workshop on nutrition intervention as per project need

15%

  • Prepare workshop schedule and content development.
  • Invite stake holders, ensure logistics, and suitable venues.
  • Prepare workshop outcomes, circular to relevant partners and government counterparts.

 

Responsibility # 5 Organize cross learning and monitoring of nutrition intervention for stake holders.

10%

  • Ensue cross learning in project between CSG, local government officials and nutrition coordination committee.
  • Organize monitoring of nutrition intervention at community for nutrition coordination committees, and circular feedbacks from the monitoring.
  • Organize cross learning for neighbor district and subdistrict into JANO champion union for dissemination of best practices.

 


Responsibility # 6 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

III. Reporting:  

Manager Capacity Building will be directly reportable to Senior Team Leader and work closely with peer colleagues, relevant partner organization and project management unit.


IV. Working Condition:  

The incumbent will be based in regional office, spend significant time in the field and maintain regular communication with project coordination unit.


V. Qualification:   

  • 8 to 10 years of relevant work experience, incl. capacity building, facilitation and consultancy in local and regional economic development projects and programs.
  • Master’s in Business Administration, Economics, Public Administration or Social Science.
  • Profound technical expertise and work experience in local and regional nutritional development, local government, value chain development, market system development, food security, and investment climate and related fields.
  • Committed to achieving results in a short time frame and under time pressure.
  • Sensitivity to political issues; knowledge of political and governance structures in Bangladesh is a necessity.
  • Highly communicative and transparent; excellent writing skills.
  • Proven track record in developing curricula, training and process manuals and toolkits in the field of economic development.
