I.             Job Summary:

Cox’s Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region's poor land quality and high risk of natural disaster. Since the Myanmar refugee influx in fall 2017, over 902,984 refugees or 201,150 households (HH)s have settled in Ukhia, and Teknaf. Despite limited resources, the local host community population welcomed the arriving refugees during the fall of 2017, sharing food, shelter, and supplies. However, the refugees’ extended presence has strained the community’s already scarce resources. Within the sub-region, the residents of Ukhia and Teknaf have been particularly affected, with 336,000 residents directly impacted by the refugee influx, leading to a deterioration of relations between these host community members and the refugees. The region is highly prone to natural disasters; it experiences regular cyclones, floods, and landslides with triple global average precipitation. Both individual homes and community shelters are weak and in disrepair. Over 40% of households do not meet Sphere standards; they are overcrowded, weak and highly susceptible to damage and destruction by strong winds, rain, and flooding. Land degradation, including the removal of over 700 metric tons of firewood daily from the area, has led to a loss of topsoil, coupled with the heightened risk of flash flooding, has increased the potential resulting destruction. The accumulation of improperly disposed waste and poor pre-existing drainage systems aggravate these risks and increase the likelihood of damage to host communities’ houses. Furthermore, community response plans and structures are ill-equipped to safeguard or offer substantive protection.

CARE Bangladesh is providing life-saving DRR services and site improvement and shelter infrastructure to forcibly displaced Myanmar nationals in Camp’s, Ukhia sub-district, Cox's Bazar. With support from IOM, CARE Bangladesh has acted as the Site Management Support Agency (SMSA) for Camp 16 since November 2017. Since then CARE has undertaken various Site Management (SM) and Site Development activities in close coordination with the Office of Refugee Relief and Repatriation Commission (RRRC), and in support of the Camp in Charge (CiC), to ensure a safe and dignified life for the people residing in Camp 16. CARE Bangladesh is working to address critical humanitarian gaps and meet urgent needs through coordination and collaboration with different stakeholders, information management, the linking of community members and persons with specific needs to different service providers, camp operations, Disaster Risk Reduction (DRR), and site improvement works.

The Project Development Manager (Emergency Readiness) is to provide concept notes, research paper, concrete qualitative and quantitative analysis on emergency readiness, scopes of work for an emergency, digital solutions, current on goings, gaps and so on and support Program Development Coordinator as needed.

 

II.            Responsibilities and Tasks:

Responsibility # 1: Project Implementation.

40%

  • Program development and concept paper writing.
  • Support the project team's emergency response efforts by providing cash for workers (CFW) as needed for any emergency response within the camps.
  • Prepare a roster of 150-200 (willing) able-bodied volunteers (to be engaged as CfW) in each assigned camp in case an emergency response request is made with just 12 hours' notice
  • Keep track of CfWs who are involved in any emergency response actions, as well as the details of activities where engaged.
  • Keeping track of CFWs against each assigned camp along with their specific skill category. 
  • Ensure participants are briefed about their name in such roster and brief orientation about the recurring disasters inside the camps.  
  • Design short brief orientation sessions for these participants to be provided.

 

 

Responsibility #2 : Project Monitoring - Quality control

30 %

  • Act as a focal point for disaster/emergency response, readiness to the assigned camps.
  • Collaboration with MEAL team analyses assessments, research studies and contribute to design framework for proposals
  • Examples: assessment, consultation with stakeholders, working and engaging with other agencies, concept development, proposal writing, research; tools, methods, process, and frameworks etc.
  • SMSD sector stakeholders and donors to identify and asses new opportunities
  • Maintain list of 150-200 willing/able-bodies (CfW) participants to be engaged in any disaster response activities inside the camps (Ensure eligibility checking through WFP KIM) and ensure the list is updated, their skills are developed and ready to be deployed in emergency preparedness and response.
  • A list of tools/kits readily available in the CiC/SMSD Office based on the gap analysis in the current DRR related activities.

 

 

Responsibility # 3 : Information documentation and reporting

20%

  • Monthly/ weekly work plan, emergency preparedness and response plan
  • Prepare a list of tools/kits to be required during emergency response.
  • Design/develop tools for deploying cash for work labors in offline during emergency as needed.
  • Gap analysis in current DRR/community based DRR program.
  • Emergency DRR assessment report/vulnerability or risks mapping.
  • Analysis on good practices of DRR/emergency preparedness and response in host communities/other parts of Bangladesh and also in different countries.
  • Concept paper, research paper on situation analysis.  
  • Documentation of good practices, etc.

 

Responsibility # 4 : Communication and Coordination

10%

  • Communication and coordination with camp administration, SM, SD, Red Cross,  CPP/SUV/DMU, SM, SD and other DRR stakeholder and actors as needed.
  • Strong coordination and communication within the team of DRR and other relevant departments within the organization.
  • Program development opportunities  as  instructed by management to ensure sustainability of projects
  • Timely and promptly communication and coordination with donors as needed. 

 

lll   Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III.           Reporting:  

Program Development Coordinator and work closely with other sectoral colleagues (Finance team MEAL, SMSD, DRR, GBV) and with support team.

 

IV.          Working Condition:  

Based in the camp of operation during all working hours, Ukhia, Cox’s Bazar district.  

 

V. Qualification:  

  • Master’s degree in Disaster management, social work, humanitarian assistance, project management.
  • Minimum 5 -7 years’ experience in DRR/Emergency Response/Community mobilization/skill development under DRR project is required.
  • Proficiency in Chiitagonian language will be added advantage.
  • Communication skills in both verbal and written English and Bangla.
  • Proficiency in using graphical representation software’s (Illustrator, Photoshop) and also in SPSS, Kobo Tool, ODK and Microsoft office program especially Excel and skilled in using GIS for mapping vulnerabilities
